About this file
This document is a set of site visit questions and preliminary answers for a federal construction contract (Solicitation FA480325R0022) for the Georgetown Airport Threat Emitter Operating Sites project. The questions cover technical specifications and requirements including grounding tower design, lighting protection, underground wire materials, pad elevation, and utility connections. Key details include the requirement for a minimum 12-foot wide gravel road capable of supporting a tractor-trailer, copper wire usage past the utility meter, and pad placement at grade level to ensure accessibility for MuTEs (Miniature Threat Emitters).
The site visit questions indicate this is a design-build project for constructing two remote radar threat emitter sites and a personnel trailer at Georgetown County Airport in South Carolina. The project is a 100% Small Business Set Aside under NAICS 238910, with an estimated value between $500,000 and $1,000,000. The period of performance will not exceed 210 calendar days after the Notice to Proceed, with proposals due on Wednesday, 16 July 2025, at 2:00 PM EST through SAM.gov, managed by the Department of the Air Force Air Combat Command.

FA480325R0022 Construct Mini Mutes Georgetown, 2nd Site Visit Questions
1. Do you have a detail on the “ Grounding tower “ or Lighting protection, or a preference on the size/type of tower? This would need to be designed in accordance with NFPA codes.
2. Do you have a detail on the Light pole, or a height/wattage/type? This is not on an AF base. The requirements would be per the county.
3. Do you have a distance on the service to the utility for both sites? That information would be provided by the utility company or as-builts.
4. Is Aluminum wire allowed for the underground service? If the wire is maintained by the power company, then you should adhere to their standard. Anything past the meter or maintained by the USAF shall be copper.
5. Are we taking the existing grade down 6" and replacing that with stone or is there an elevation these pads need to meet? The pads need to be accessible to the MuTEs. There is no elevation to hold to but the pad FFE should be at or around grade.
6. Can you provide the dimensions of the gravel roads connecting the pads to the as-phalt roads, or is just the size needed to complete the construction work? The drive would need to be adequate to drive a tractor trailer on. The min width would be 12’
7. Can you provide us with a plan showing where we will tap the existing sewer and wa-ter lines for the modular office or give us the length of the runs? Do you have the size/material/elevation for the existing utilities? This is a design-build project. The DOR would need to answer this question. The county should have as-builts.
