About this file
This document is a list of site visit questions and answers for the FA480325R0022 Construct Mini Mutes Georgetown project. The questions cover critical technical and logistical details for constructing two remote radar threat emitter sites and a personnel trailer at Georgetown County Airport. Key clarifications include electrical requirements (two 200-amp metered exterior electrical panels supporting 208 Vac or 480 Vac loads), lighting specifications (one wood light pole per emitter with LED downlight), and permitting requirements (electrical and building permits must be obtained through the county).
The project involves site infrastructure development with specific guidelines for electrical, lighting, and utility connections. Notably, contractors must follow all relevant codes and guidelines, obtain local permits, coordinate with Santee Electric Cooperative for power, and connect water and sewer services through the county. The project is a 100% Small Business Set Aside with a budget between $500,000 and $1,000,000, and has a performance period not to exceed 210 calendar days after the Notice to Proceed. Proposals are due on 16 July 2025 and must be submitted electronically through SAM.gov.

FA480325R0022 Construct Mini Mutes Georgetown, 2nd Site Visit Questions
1. Typically, the local utility company (Santee Electric Cooperative) will bring power to a site and provide the transformer. Has this been discussed as a possibility on this project, and can we contact the electric company about doing that?? CE does not know the process that SEC would follow. CE would recommend reaching out to SEC and asking this question.
2. Permits are not typically required on federal projects but in order for the utility provider to provide and release power, they need to inspect the installation, which means that an electrical permit will need to be pulled. Also, do we need a building permit for the modular office, or for any other portion of the work? That is typically required before the water and sewer can be tied in. This project is not located on a federal installation meaning this project will need to be permitted through the county and/or state. CE would recommend contacting the county to get a copy of their permitting requirements. This would be for both the LDP and building permit requirements.
3. Is the 3 phase panel needed for the Threat Emitters and Surrogate Target? A single phase panel would be less expensive unless the equipment requires 3 power. The requirements for the panel is stated in the SOW. Install (2) metered exterior 200-amp electrical panels and receptacles capable of supporting two separate loads of 208 Vac ± 10% 3- Phase, 4 wire, 60 Hz, 20 KVA (preferred) or 480 Vac ± 10% single-phase, 60 Hz, 20 KVA (alternate).
4. Will we be required to connect to the Threat Emitters and Surrogate Target, or is that by others? If we have to connect them, can we get wiring diagrams and Amp ratings? The threat emitters are plugged in. A plug will be required.
5. What are the lighting requirements? Do we need to install separate light poles, or just mount a light on the wooden power pole? If separate power poles are needed, please provide information on the height, type, quantity, wattage, etc. One wood light pole and light with switch (per emitter and modular pad) and an exterior grade 120V receptacle.
The light shall be an LED down light.
6. The area lights are shown to be on switches, but do we also need to have them on a timer or a photocell? No just switched.
7. Do we need to have Surge Protection Devices in the panels to protect the equipment? No
8. Per NFPA 780, FAA-STD-019 and IEEE998, a minimum of two testing wells needs to be installed for each 150ft by a 150ft area. Do those need to be added to the plan, or at least be clarified that they are required so everyone is pricing the same thing? All contractors are required to follow all codes and guidelines. CE does not spell out the codes as they are stipulated in the code documents. Access well requirements are shown in section 4.4.4.4 of the aforementioned code. Follow that code.
9. Do the security signs need to be lit so they are visible at nights If so, what types of lights should be used? No
10. Is there any clarification on what is needed for the modular building? Should we figure on the least expensive option, or is there a specific type of construction? Can the HVAC requirement be met with a thru-wall unit, or will a more sophisticated system be needed? See statement of work.
11. Are these sites going to have a backup generator and a fuel storage tank? If so, do we have any requirements for connecting them to the lightning protection system?
No
12. Are there any badging or personnel preclearance required to access the airfield?
That is a question for the county. CE is not tracking any requirements.
13. Regarding the office trailer, who are the service providers for water & sewer so we can determine the nearest connection point and connection fees? The contractor will need to gather this information from the county.
14. Will a design be required for each site? A design is not required for the federal government. The county will require an LDP.
15. Will the site visit attendance list be published? No
