About this file
This document is a Contractor Questions and Government Responses file for Solicitation FA480325Q0064, covering an interior repair project for Building B1601. The government will undertake a comprehensive renovation including floor abatement, drywall repair, wall restoration, and flooring replacement. Key details include using 6" cove base, metal transition strips between carpet and LVP, and marble transitions in restrooms. The project scope involves repairing 70 linear feet of gypsum along exterior walls, addressing water damage, and replacing damaged drywall sections. The server room will require temporary rack relocation, and cabinets and countertops will be removed prior to contract start.
The project timeline has been extended from 60 to 120 days, with a suspension period after abatement while painting occurs. Water intrusion issues are being addressed by replacing operable windows with fixed windows and infilling vents above the drop ceiling. The workflow will follow a sequential process: floor abatement first, then wall repairs, painting, and finally carpet installation. The painting contract will handle gypsum repairs, and the contractor will collaborate with the CE inspector to identify and prioritize the most critical repair areas.

Contractor Questions and Government Responses
Repair Interior B1601
Q1: Will 4” or 6” Cove Base be used?
Government Response: 6”
Q2: What is the plan for workflow? Recommend that floor abatement takes place first, then wall repairs and paint. Carpet installation should be last.
Government Response: The government agrees with this workflow
Q3: Walls are in bad shape and numerous places throughout building where drywall is damaged beyond repair. Also, there are locations where drywall is not attached to the studs. Will all of this be fixed before installation of the cove base?
Government Response: The painting contract will repair the damaged gypsum prior to painting;
therefore, these repairs should be corrected when carpet and LVP are installed. However, this contract shall install drywall screws in locations behind vinyl base where drywall may be loose.
The contractor shall replace gypsum along the exterior walls where damaged. Replace 70 linear feet of gypsum. Cut existing gypsum at 24” above finish floor, remove and install new gypsum where water damage occurred. Contractor will work with the CE inspector to identify the worst areas where the repairs will occur. Finish and prepare for painting.
Q4: Please elaborate on transition areas where carpet to LVP or carpet to tile is found. What type of threshold?
Government Response: Metal transition strips shall be used for carpet to LVP. Marble transitions shall be used at the restrooms.
Q5: Contract is to be completed within 60 days; abatement alone will probably be 5-6 weeks.
I’m not sure that it can be completed this quickly, can completion date be extended?
Government Response: The PoP will be changed to 120 days with a suspension being issued after abatement while the building is being painted.
Q6: Server room has carpet/tiles that will need abatement. Will the server rack be moved or it is up to the contractor to raise it up so that we can work underneath it. Rack would need to either be moved out or raised at least 8-10 inches. With the amount of wall repairs that need to be made in this room, I recommend that, if possible, the rack is temporarily relocated until all work has been completed.
Government Response: The rack will be temporarily relocated while work is being completed.
Q7: There is a set of cabinets and counter tops in a room. These counter tops are in despair and no longer attached to the cabinet bottoms. Will they be removed, repaired or replaced and if so, by whom?
Government Response: The cabinets and countertops will be removed prior to this contract starting. This area will be included in the abatement and carpet replacement.
Q8: There’s evidence of water intrusion around some windows and on some floor/wall areas. Has this been investigated to see if these leaks are active or if they are from previous years? Walls and Floors should not be made until it is verified that there are no current leaks in this building.
Government Response: The building had window units installed in every operable window until last year. At that time all windows were replaced with fixed windows. There were also vents located above the drop ceiling that were open to the elements. The shop is currently infilling them to prevent water infiltration. The government believes these two repairs will eliminate the water issues.
