1. On Table B1, the * by the building numbers, what does it mean? Does this mean that there’s multiple containers? Yes

2. On Table B1, are there refuse containers at Bld 1855 and recycling containers at Bld 1947? If so, what size and how many? No container at 1855 (container across the street in dirt patch)- 1 Refuse (8 yd), 1 Cardboard (8 yd), 1947 2 refuse (8yd), 2 office paper (6 Yd), 1 cardboard (8 yd).

3. On Table B 2, are these FELs there GPEs or contractor owned? I assume that FELs means “front end lift/load” and all 8 yd and 6 yd container are FEL and GPEs

4. Please confirm all FELs are GPEs. See previous answer.

5. Please confirm a 30-day phase in/phase out. The original contract did not include a phase-in/out requirement. The government can provide a prestaging area for contractor equipment to be ready to move equipment over the weekend prior to start date or on start date. This is due to a hard stop on the current contract period of performance with no extensions available.

6. Please confirm that the government will reimburse the tipping fees. Tipping Fees are covered in the CLINS. Contractors should research the tipping fees per category and propose accordingly. When tipping fees change, the contractor should provide the government with the changes in pricing.

7. 1.6 Organic Waste. Will the government consider eliminating this out of the contract? It is very expensive, and the government will save money. No, this is an EPA requirement for government installations and part of the SAFB Plan, it is not going anywhere.

8. 1.6 Organic Waste. What if the government decides to eliminate organic waste out of the contract during this term, will the government reimburse the winning contract for the equipment? N/A Not being eliminated.

9. Who is responsible for the decals for the government-owned assets? The government- Service contracts office has a current contract for signage.

10. With the government-owned FELs, what is the process to deem a container out of service? Is the contract responsible for major repairs or just minor (lids, rods, side doors, paint)? All containers deemed by the Contract Officer via the COR as “non-repairable” will be removed from service. Otherwise, ALL repairs are the responsibility of the contractor and are funded in the contract by CES

11. Will the government provide maps for the areas that was not seen on the site visit? Yes, upon request.

12. What is the estimated start date? 1 April 2024
