1. Can the government provide a site visit to review the recycling operations and refuse collection operations required for this base? Yes, a site visit can be accommodated and will take place on Wednesday, 31 January 2024 at 0930. Base access requests should be coordinated through landon.greenwood.2@us.af.mil and lincoln.parr.1@us.af.mil .

1. What type/style are the government provided 6 and 8 YD containers as noted in Table B1 and B2? Are they Front Load Type containers or Rear Load? Type of containers determines the truck required for collection.

All containers on Shaw AFB are Front load containers.

1. Are the Roll Off Containers outlined in Table B2 are also government owned? All roll-off containers are contractor owned assets.

1. What is the age of all government provided containers on this contract? Age of containers varies. Containers are cycled out and replaced with new containers when damage is beyond repair.

1. When was the government provided containers last painted? Unknown, but likely when manufactured.

1. Can you provide the historical repair history of the government provided containers?

Historical data for repairs can be provided. However, specific containers are not included in this data, it is only when repairs were made, and the associated cost based on the CLIN being billed.

1. CLIN 0010 – the quantity is 17.5. What is the 0.5 for? I believe the repairs will be priced at full amount. Due to this being a 6-month base period, quantities and cost were cut in half for the base year, typically this is a quantity of 35 to reach the total CLIN funding. The Algorithm used to reduce the base year Automatically inputs 17.5 as a half measure of 35 annual units. Opt. yr 1 will reflect a quantity of 35 for CLIN 1010

1. CLIN 0013 – what type of repairs are required for these organic waste containers? On occasion fitting and connections become weathered or damaged and leak. The required repairs would include replacing fittings, have repairs made to the container, and containing/cleaning any leakage or spillage from container. Additionally, if any portion of the organic containers become inoperable for any reason, contractor will work with COR to determine a suitable repair to return to operational status.

1. In reference to 1.6.1, are organic waste containers also provided by the government? Organic waste carts are provided by Contractor. Composter is also owned by the contractor.

1. Evaluation Criteria and Technical Proposal Submission states that Past Performance will be evaluated. However, on Page 52 it states that government is not requesting past performance at this time. Please confirm what is required for proposal submission? Past Performance is being evaluated through CPARS and other data systems available to the government concerning positive/negative performance.

1. In reference to 1.1.1.3, are the liners provided by the government or contractor? No, these are acquired and provided by the contractor.

1. In reference to 1.1.3.1, does the government provide the vehicle to relocate the government owned dumpsters on the base. I didn’t see any other GFE’s provided on this contract.

All vehicles used by contractor are owned and maintained by contract company.

1. In reference to 1.1.5, are they any wait time to access and clear the Commercial Vehicle Gate for the contractors? Required entry through commercial gate in company vehicle, pass is attached to state ID and delays or wait periods are minimal.

1. Will the government allow government owned containers to be washed on the base?

Yes

1. Based on historical requirements, are all government provided containers sufficient to service the base requirements and any events on the base? Was there ever a need for a contractor to provide any additional containers? No additional containers have been required under current contract beyond what is already provided.

1. Who is the current contractor(s)?

The current contract is public information under contract number: FA480319C0003.

1. Are both recycling center operations and refuse, and recycling collection currently provided by the same contractor under the same contract? All base refuse and recycle operations are included in this contract and provided by one contractor.

1. Has there been any recent additions to the current PWS then current contract performance? The 2024 revision of the PWS added 4 pickup locations due to new construction being completed.

1. Referencing the solicitation due date: There is a discrepancy between the announcement and 52.212-1. The correct solicitation suspense date is February 22, 2024 at 1200PM EST.
