· Question: Does this solicitation require the contractor to make structural repairs to containers with current and future damages that are no fault of the contractor?

Yes, these actions are identified in the solicitation as contract line items for repair.

· Question: Noticed at the site visit a large amount of GFE dumpsters with bottoms rusted out, will this be repaired prior to award? Or is there a plan to repair or replace?

The dumpsters located at the recycle center are being phased out as they are considered beyond repair and can be replaced for less than the cost to repair.

· Question: Will the contractor be responsible to make structural repairs to containers that were damaged prior to the start of this contract?

The repair CLIN is applicable to the containers as outlined in the contract/solicitation. The CLIN is FFP per unit; however, the contractor will not bill for containers which are not repaired. If there are existing containers in need of repair at time of award, those repairs (if funding is present) will be completed under this contract, under the applicable repair CLIN.

· Question: Will there be a joint government / contractor inventory and condition inspection at the start of this contract?

No, this practice is completed as part of quality inspections done by COR. When dumpsters are identified as needing repair, Contractor will be notified to pull from use and have serviced appropriately.

· Question: Please provide total number of possible organic waste containers needed on this contract.

While the government has provided a recommended number of containers in 1.6.1 as a baseline, is not comprehensive. This is left to the determination of the Contractor to decide what is needed to successfully provide this service with no break in service of organic material disposal.

· Noticed at the site visit, several incumbent contractor’s trucks and equipment staged inside the recycle center, will this be allowed going forward on the new contract?

Yes, once awarded, the Contactor will have access to recycle center secured parking and staging as seen at Site visit.

· Question: Will the current contractor/or government will clean prior to vacating the space for the new contractor to move in?

The current contractor is required to leave the facility in a clean and operational capacity, compliant with EPA requirements.

· Table B2 – lists 11 roll-offs to be permanently placed at locations throughout the base and additional 2 roll-offs for as on needed basis. This is a total of 13 roll-offs required on this contract. Can you please confirm this is all required to be provided under this contract? At the site visit, it was mentioned that they might be more.

The listed requirement is for the permanent fixtures located throughout base as identified in the PWS. If additional roll-offs are needed at a later date, the contract will be adjusted accordingly.
