Questions and Answers: Washer and Dryer Lease and Maintenance
Question 1: Base year line item 0001AC states that quantity is 6 months-- 1 May 2024 to 30 September 2024. Should the quantity be 5 months?
Line item 0002AC also has a quantity of 6 months but no dates are provided. Should the quantity be 5 months like line item 0001AC?
Answer: This is a typo in the RFQ. The RFQ will be updated in the forthcoming Amendment 0001 to the solicitation.
Question 2: Are you scheduling a site visit. If so, please provide details.
Answer: A site visit will be added to the solicitation and incorporated into FAR clause 52.212-1 in the forthcoming Amendment 0001 to the solicitation.
Question 3: Will Shaw AFB provide a storage site where the contractor can keep washers and dryers?
Answer: No.
Question 4: Please provide the awarded price for the present contractor.
Answer: $387,170.88.
Question 5: Please provide the name of the company (subcontractor) that presently repairs and maintains the washers and dryers being leased.
Answer: The current company is Diversified Service Contracting, Inc. under contract number
FA480318C0003.
Question 6: Please provide the number of maintenance/repair calls during the present contract period.
Answer: Dormitories and Fire Station: Unfortunately, our tracker was not updated, but we average 1 call every 2 weeks. Lodging: Approximately 12 calls during the present contract.
Question 7: Please provide the number of times washers and dryers were removed and how many times they were reinstalled during the present contract period.
Answer: Dormitories and Fire Station: Unfortunately, our tracker was not updated, but we only recall 2-3 washing machine units that had to be replaced and zero dryer units.
Lodging: Washers & Dryers have not been removed sense installed.
Question 8: There are 301 washers, dryers, and combo units to be installed at Shaw AFB.
Given your requirement to install all units is 3 days 100 units will have to be installed each day.
The accepted time to install washers and dryers correctly is approximately 40 per day. Can you increase the number of days to complete the installation?
Answer: Dormitories and Fire Station: We feel the number should be increased. There should also be provisions for the outgoing contractor’s equipment to be allowed to remain in place until the new vendor can fully stock locations.
Lodging: As long as the present washers & dryers stay in place until the new ones are installed.
We cannot leave our guest without laundry capability.
Question 9: Will the installers be able to work on weekend?
Answer: Dormitories and Fire Station: Due to mission requirements and schedules, we feel that Monday thru Friday is the best option. If install is required outside of 0800-1600, arrangements will need to be made as well.
Lodging: No
Question 10: How many front load washers do you want to lease, how many single electric dryers do you want to lease, and how many washer/dryer combo units do you want to lease.
Answer: Dormitories and Fire Station: 135 Washer units, 135 Dryer units and 7 combo units Lodging: 13 Washers, 13 Dryers
Question 11: If this is the intended requirement, due to potential unforeseen issues with transportation and trucking companies for delivery, and to allow time to mitigate any issues, would the Government respectfully consider a request to allow 5 business days to complete machine removal and installation?
Answer: We would grant the additional time, but the new contractor must be prepared to install the units upon award or must coordinate and compensate the outgoing vendor if units are required to stay due to shortfalls of any type.
Question 12: While the bid documents indicate that this procurement is reserved for small businesses, we wanted to double-check if there is any possibility of opening it up to all bidders.
Answer: In accordance with The Small Business Act and as a result of the Government’s market research the Government determined that there are adequate small businesses concerns to perform this service therefore the government is not removing the small business set-aside.
Question 13: It is our experience that front load washers are not a good type of washers for Military facilities. Our company has leased front load washers to several military facilities, and they are not recommended for military users. They are not designed for heavy use and are often in need of repair. The Speed Queen front load model you specified is not designed for Military users. Top load washers are the best type of washer for military facilities. Our company recommends Speed Queen model LWN432SP115TW01 (see attached) which is a top load washer designed for Military users.
Answer: 20th CES Unaccompanied Housing is ok with the top-loading machine being substituted with the following conditions:
1. The substitution will be at the vendors request, not the government.
2. And, if substitution is allowed, any issues with durability/functionality will not be the responsibility of the government and the same repair and replacement requirements will be expected.

Question 1: Would the Government please clarify whether top load washers are acceptable for all locations except those using stacked units?
Answer: Top washers are acceptable: Washing Machine units must have minimum 3.0 cf.
capacity and Dryer units must have 7.0 cf. minimum capacity.
Question 2: How will installation be coordinated with the current contract holder?
Answer: This will require detailed coordination at time of changeover, but the government can’t guarantee the outgoing contractor will cooperate, thus requiring the new contractor to be prepared to begin installing all units on the first day of contract start.
Question 3: Which buildings have 3 prong dryers and which buildings have 4 prong dryers?
Answer: See attached spreadsheet or new PWS.
Question 4: Will you allow for 72 hours for repair calls?

Question 6: Which rooms have the stackable units?
Question 7: Number of washers, dryers and combo units on each floor
Question 8: If the units are in individual rooms, common laundry rooms or some other location.

Answer: Washer- LFN50RSP115TW01; Dryer- LDE30RGS173TW01; Stacked units-
LTEE5ASP175TW01
Question 10: According to your previous answers to questions the previous contract award was $387,170.88. My question is does this include the cost for installation, repair/maintenance, removal/reinstallation, annual vent cleaning, quarterly inspections or is this the monthly lease cost for each unit.
Answer: Bids should include all the above in final price. The government may require this breakdown for bidding, but this information will be required for invoicing purposes.
Question 11: Will Shaw AFB provide a staging area for the delivery of washers and dryers near the buildings?
Answer: Yes, staging area will be available, but overnight security of equipment will not be provided. Equipment left on base overnight must be secured by the contractor.
Question 12: According to previous answers to questions you indicated that there are 148 single washers, 148 single electric dryers and 7 electric combo units. Please verify these numbers and locations. This is a total of 303 units.
Answer: See attached spreadsheet. We will require a total of 147 Washers, 147 driers, and 7 stacked units for all locations of this PWS requirement.
Question 13: Your requirement to have all units installed and operational in 3 days is not realistic. This would require 101 units be installed each day. A more realistic requirement would be 5 to 7 days
Answer: An allowance of 5 days will be granted. This will require detailed coordination at time of changeover, but the government can’t guarantee the outgoing contractor will cooperate, thus requiring the new contractor to be prepared to begin installing all units on the first day of contract start. Also, if the outgoing contractor agrees to leave equipment past the date of contract termination for convenience of both, new and old contractor, any compensation to old contractor is responsibility of new contractor.
Question 14: Front load washers vs top load washers. As previously stated, top load washers are much more advantages to the Air Force and the Contractor. Would you consider changing the requirement to top load or allow the contractor to bid top load and/or front load washers?
Answer: The government will allow top load washers, but they must meet the requirement of
3.0 cu. ft. capacity. And Dryer units must be 7.0 cu. ft. capacity.
