Questions and Answers: Washer and Dryer Lease and Maintenance

Question 1: Base year line item 0001AC states that quantity is 6 months-- 1 May 2024 to 30 September 2024. Should the quantity be 5 months?

Line item 0002AC also has a quantity of 6 months but no dates are provided. Should the quantity be 5 months like line item 0001AC?

Answer: This is a typo in the RFQ. The RFQ will be updated in the forthcoming Amendment 0001 to the solicitation.

Question 2: Are you scheduling a site visit. If so, please provide details.

Answer: A site visit will be added to the solicitation and incorporated into FAR clause 52.212-1 in the forthcoming Amendment 0001 to the solicitation.

Question 3: Will Shaw AFB provide a storage site where the contractor can keep washers and dryers?

Answer: No.

Question 4: Please provide the awarded price for the present contractor.

Answer: $387,170.88.

Question 5: Please provide the name of the company (subcontractor) that presently repairs and maintains the washers and dryers being leased.

Answer: The current company is Diversified Service Contracting, Inc. under contract number

FA480318C0003.

Question 6: Please provide the number of maintenance/repair calls during the present contract period.

Answer: Dormitories and Fire Station: Unfortunately, our tracker was not updated, but we average 1 call every 2 weeks. Lodging: Approximately 12 calls during the present contract.

Question 7: Please provide the number of times washers and dryers were removed and how many times they were reinstalled during the present contract period.

Answer: Dormitories and Fire Station: Unfortunately, our tracker was not updated, but we only recall 2-3 washing machine units that had to be replaced and zero dryer units.

Lodging: Washers & Dryers have not been removed sense installed.

Question 8: There are 301 washers, dryers, and combo units to be installed at Shaw AFB.

Given your requirement to install all units is 3 days 100 units will have to be installed each day.

The accepted time to install washers and dryers correctly is approximately 40 per day. Can you increase the number of days to complete the installation?

Answer: Dormitories and Fire Station: We feel the number should be increased. There should also be provisions for the outgoing contractor’s equipment to be allowed to remain in place until the new vendor can fully stock locations.

Lodging: As long as the present washers & dryers stay in place until the new ones are installed.

We cannot leave our guest without laundry capability.

Question 9: Will the installers be able to work on weekend?

Answer: Dormitories and Fire Station: Due to mission requirements and schedules, we feel that Monday thru Friday is the best option. If install is required outside of 0800-1600, arrangements will need to be made as well.

Lodging: No

Question 10: How many front load washers do you want to lease, how many single electric dryers do you want to lease, and how many washer/dryer combo units do you want to lease.

Answer: Dormitories and Fire Station: 135 Washer units, 135 Dryer units and 7 combo units Lodging: 13 Washers, 13 Dryers

Question 11: If this is the intended requirement, due to potential unforeseen issues with transportation and trucking companies for delivery, and to allow time to mitigate any issues, would the Government respectfully consider a request to allow 5 business days to complete machine removal and installation?

Answer: We would grant the additional time, but the new contractor must be prepared to install the units upon award or must coordinate and compensate the outgoing vendor if units are required to stay due to shortfalls of any type.

Question 12: While the bid documents indicate that this procurement is reserved for small businesses, we wanted to double-check if there is any possibility of opening it up to all bidders.

Answer: In accordance with The Small Business Act and as a result of the Government’s market research the Government determined that there are adequate small businesses concerns to perform this service therefore the government is not removing the small business set-aside.

Question 13: It is our experience that front load washers are not a good type of washers for Military facilities. Our company has leased front load washers to several military facilities, and they are not recommended for military users. They are not designed for heavy use and are often in need of repair. The Speed Queen front load model you specified is not designed for Military users. Top load washers are the best type of washer for military facilities. Our company recommends Speed Queen model LWN432SP115TW01 (see attached) which is a top load washer designed for Military users.

Answer: 20th CES Unaccompanied Housing is ok with the top-loading machine being substituted with the following conditions:

1. The substitution will be at the vendors request, not the government.

2. And, if substitution is allowed, any issues with durability/functionality will not be the responsibility of the government and the same repair and replacement requirements will be expected.
