STATEMENT OF WORK

FOR

REPAIR PAVEMENTS BASE WIDE

REQUIREMENTS CONTRACT

PROJECT: VLSB 16-0099 DATE: January 19, 2019

1. STATEMENT OF WORK: The work covered by the attached specifications and drawings consists in furnishing of all plant, labor, equipment, transportation and materials to perform the following items of work associated with asphalt pavement installation or repair: Milling of pavements, demolition of pavements, excavation and grading, installation of storm drains and headwalls, installation or repair of base course, grading and compaction of sub-base, base and asphalt pavement, concrete driveways and sidewalks, segmental concrete block walls, marking of pavements, topsoil and grassing at Shaw AFB, SC, complete, ready to use in strict accordance with the specifications, drawings and subject to the terms and provisions of the contract. All Unit Prices shall include traffic control and sureving both Horzontial and Vertical Control and Layout to install any work purchased in any Task Order issued.

2. CONTRACT PERIOD: Each Task Order (TO) issued against this contract shall have a separate Period of Performance. The performance period for each DO will be individually negotiated prior the issuance of the TO. The following will illustrate:

3. WORK INCLUDED IN THIS PROJECT: This project includes Shaw AFB, Poinsett Weapons Range, Wateree Recreation Facility for the period of the contract:

a. Asphalt and concrete pavement that will be installed in conjunction with building construction and repair projects.

b. Asphalt and concrete pavement that will be installed in conjunction with airfield paving projects.

c. Airfield repairs to Aprons and Runway Surfaces on Shaw AFB to include demolition and replacement of pavement sections.

d. The contractor shall provide as-built drawings for projects as requested per Task Order and completed AF-1354 form. As-built shall be Auto Cad 2010 or later version.

SOW and Specifications

SPECIFICATIONS

SECTION 01000

SPECIAL CONDITIONS

PART 1 GENERAL

1.01 SECTION INCLUDES

The work covered by these specifications consists of furnishing all plant, labor, equipment, material and performing all operations necessary to accomplish the work designated in the drawings and specifications for this project. All work shall be in strict accordance with the specifications and drawings for project number SHA 10-0064 and subject to the terms and conditions of the contract.

1.02 STATEMENT OF WORK

General work includes the removal of pavement and base and repair of both base and surface course in some designated areas, patching areas, milling existing pavements, repairing and replacing curb and gutter, adjusting utilities in pavement areas, installation of drainage structures and pipes, resurfacing pavements and sealing pavements. All elements of work shall include traffic control and both Horizontal and Vertical Survey work required for each Task Order for its contract period. All contract elements performed shall provide the government with a working system or complete section of pavement, i.e. water line shall be complete with all the necessary valves and hardware to be complete and operational.

1.03 DISPOSAL OF MATERIALS

All waste materials, debris and refuse generated by the Contractor during the period of this contract shall be removed from the base on a daily basis to sites provided by the Contractor at no expense to the Government and in accordance with applicable State and local laws. The Government will retain 100 tons of milled asphalt to hauled and spread by the contractor on base at the location designated by the Contracting Officer. Other milled asphalt will become the property of the Contractor, to be disposed of off base.

1.04 WORKING CONDITIONS

a. The Contractor shall take all precautions to insure that his operations are conducted in a manner so as not to interfere with the normal operations of the surrounding facilities and the safety and convenience of the base personnel. Unless otherwise noted, the Contractor will be given access to the portion of the site as required for his operations. Unless otherwise noted, the Contractor shall give notice in advance

(ten working days) to the Contracting Officer stating the areas of work required and the schedule of working days.

b. The Contractor shall stage operations to allow one lane traffic to flow past his work area while operations are being performed. The Contractor shall assign personnel to direct traffic safety around pavement operations. Personnel assigned traffic control duties shall wear orange colored vests. The Contractor shall provide traffic warning barriers where excavation is required. Barriers shall be equipped with approved illuminated warning devices when utilized during hours of restricted visibility. Work areas shall be properly barricaded/safeguarded to prevent injury to personnel in the work area.

1.05 WORKING HOURS

Normal working hours are from 7:30 A.M. to 4:30 P.M., Monday through Friday, other than national legal holidays. The Contractor must receive permission in writing from the Contracting Officer to work at other times at least two working days in advance.

1.06 TESTS

The Contractor shall provide at his own expense the services of a commercial testing laboratory. The laboratory shall perform all sampling and testing required by his project. The Contracting Officer reserves the right to conduct additional testing by a government furnished laboratory to verify the results of the Contractor's quality control procedures. Samples required for this additional testing shall be furnished by the Contractor at no additional cost to the Government. Any retesting due to failure of the materials to meet the requirements in the initial test shall be performed at the Contractor's expense. The re-test shall be made by the Contractor furnished commercial testing laboratory. Test results shall be submitted to the base Contracting Officer no later than five working days after testing.

1.07 SAFETY PRECAUTIONS

Contractor is responsible for complying with, and ensuring workers and subcontractors comply with all Federal and State OSHA, DOD, Air Force and Base Safety, Fire Protection and Occupational Health Requirements, including safety practices and use of personal protective equipment (PPE). All work will be accomplished in accordance with the aforementioned directives.

1.08 MATERIALS

Certain supplies called for by the drawings and technical provisions may be identified by a brand name. For products specified by naming one or more products or manufacturers, the intent is not to limit competition but to establish a general standard of quality. Supplies furnished on an "or approved equal" basis must be equal in all material

and functional respects to the brand name given. Such items will be submitted to the Contracting Officer for his approval.

1.09 TEMPORARY UTILITIES

The Contractor shall provide all required temporary water, electrical service, heat, storage, telephone, barricades and toilet facilities required for his operations. The electrical energy and water consumed shall be provided by the Government at no cost to the Contractor from existing lines and sources located in the vicinity of the site. The characteristics and source locations may be verified by a visit to the site. All temporary connections, service lines, etc., from the existing sources of supply shall be provided by the Contractor and shall be in accordance with the requirement of OSHA current rules and regulations. Temporary electrical connections and service shall conform to the requirements of the National Electrical Code (latest edition), and shall be equipped with required ground fault interrupters. The Contractor shall provide suitable protection barricades or enclosures for all excavations. Roadway and sidewalk barricades shall be lighted and properly marked, no open flame lights or markers shall be permitted. The temporary facilities and/or construction shall be removed when their use is no longer required or when directed by the Contracting Officer.

1.10 REFERENCES

Any references to State government, Federal government or industry specifications made in this body of specifications shall form a part of this specification to the extent indicated by the references thereto.

1.11 WEATHER PROVISIONS

The Contractor shall, at all times, provide satisfactory means to protect any unfinished work in the event of inclement weather. Finished and unfinished areas will be protected to the satisfaction of the Contracting Officer during all non-work periods, i.e., properly lighted, barricaded or provide necessary safety measures to protect all personal and Government property. Open fire markers are prohibited on Shaw AFB.

1.12 CLEAN UP

The Contractor shall at all times keep work area, including storage areas used by him, free from accumulations of waste materials or rubbish. Prior to completion of work, he shall remove tools, equipment and materials, which are not the property of the Government. Upon completion of the work, the Contractor shall leave the work area and premises in a condition satisfactory to the Contracting Officer. Trash and debris shall be removed daily. Light-weight material, such as wrapping material, pieces of insulation etc. which could blow onto the runway and be sucked into aircraft engines shall be picked up continually as they are produced and shall be kept in covered cans or covered wire screen enclosures pending disposal.

1.13 DAILY REPORTS and RECORD DRAWINGS

a. The contractor shall furnish a daily report to the project the contracting officer or his designated representative daily.

b. Upon completion of the work, the Contractor shall submit one set of record drawings not later than five days after final inspection and prior to application of final payment Record Documents shall reflect any changes or deviations in Contract Documents.

1.14 DIGGING PERMITS

Prior to doing any digging, the Contractor shall obtain a digging permit (AF Form 103). The digging permit shall be issued by the Base Civil Engineer Officer. The general location of existing buried lines or piping in the immediate area of excavating is indicated on the drawings. The Contractor shall locate the lines by excavation. The Contractor shall then take the necessary precautions required to ensure that these lines are not damaged during the installation.

1.15 LOCATION OF BURIED STRUCTURES AND UTILITY LINES

It shall be the responsibility of the Contractor to accurately locate any buried structures and utility lines indicated on the drawings and digging permit, if the accurate location is necessary to accomplishment of the required work.

1.16 HAUL ROUTES

The Contractor shall use the haul routes shown on the drawings unless otherwise permitted in writing by the Contracting Officer. The Contractor shall maintain the haul routes and shall keep the dust under control by wetting the surface as required. Sweeping and cleaning of pavements shall be done as necessary to remove spillage resulting from hauling operations. After all hauling has been completed, the Contractor shall restore the earth areas used for haul routes to original condition by fine grading, shaping, compacting, and grassing and shall clean and sweep all paved areas as required. Any pavement damaged as a result of hauling operations under this contract, shall be promptly repaired by the Contractor, as approved by the Contracting Officer. The Contractor is responsible for maintenance and damage repair to the haul route.

1.17 EXISTING CONDITIONS

Before construction of the project starts, check locations and inverts of existing and proposed pipes and drains. Review drawings for project; check grades, elevations, and location of structural elements: Report to Contracting Officer before start of construction any unsatisfactory condition or conflicts.

1.18 SUBMITTALS

a. Per Task Order based on materials ordered or field approved on an individual basis. All materials shall be new as outlined in the contract.

b.. Standard products: The equipment to be furnished under this specification shall be essentially the standard product of the manufacturer or in case of highway paving materials or drainage devices they shall meet the specifications of the South Carolina Department of Transportation Highway Specifications 2007 or latest editions. South Carolina Department of Transportation Standard Details shall apply to all concrete structures and appurtenances required and specified per Task Order.

1. GENERAL

1.2 Environmental Protection: The Contractor shall be responsible for environmental protection. After the contract is awarded, prior to commencement of the work, the Contractor shall meet with the Contracting Officer, or his representative, and discuss the proposed environmental protection. The meeting shall develop mutual understanding relative to details of environmental protection, including required reports and measures to be taken should the Contractor fail to provide adequate protection in an adequate and timely manner.

1.3 General Requirements: The Contractor shall provide and maintain environmental protection during the life of the contract as defined herein.

Environmental protection shall be provided to correct conditions that develop during the construction of permanent environmental protection features, or that are required to control pollution that develop during normal construction practices but are not associated with permanent control features incorporated in the project. The Contractor's operations shall comply with all Federal, State and local regulations pertaining to water, air, solid waste, hazardous waste and substances, oily substances, and noise pollution.

2. DEFINITIONS OF CONTAMINANTS:

2.1 Sediment: Soil and other debris that has been eroded and transported by runoff water.

2.2 Solid Waste: Rubbish, debris, garbage and other discarded solid materials resulting from industrial, commercial, and agricultural operations and from community activities.

2.3 Rubbish: A variety of combustible and noncombustible wastes such as paper, boxes, glass and crockery, metal and lumber scrap, tin cans, and bones.

2.4 Debris: Includes both combustible and noncombustible wastes, such as ashes, waste materials that result from construction or maintenance and repair work, leaves, and tree trimmings.

2.5 Hazardous Waste: As defined in EPA Regulation 40 CFR 261

(IDENTIFICATION OF HAZARDOUS WASTE) and/or appropriate state regulations.

2.6 Hazardous Substance: As defined in Public Law 96-510 CERCLA.

2.7 Hazardous Material: As defined in DOT Regulation 49 CFR 171 and listed in

49 CFR 172.

2.8 Oily Substance: Includes petroleum products and bituminous materials.

2.9 Sanitary Wastes:

2.9.1 Sewage: That which is considered as domestic sanitary sewage.

2.9.2 Garbage: Refuse and scraps resulting from preparation, cooking, dispensing and consumption of food.

3. PROTECTION OF NATURAL RESOURCES:

3.1 General: It is intended that the natural resources within the project boundaries and outside the limits of permanent work performed under this contract be preserved in their existing condition or be restored to an equivalent or improved condition upon completion of the work. The Contractor shall confine his construction activities to areas defined by the work schedule, plans, and specifications.

3.2 Land Resources: Except in areas indicated to be cleared, the Contractor shall not remove, cut, deface, injure, or destroy trees or shrubs without special permission from the Contracting Officer. No ropes, cables, or guys shall be fastened to or attached to any existing nearby trees for anchorages unless specifically authorized. Where such special emergency use is permitted, the Contractor shall be responsible for any damage resulting from such use.

3.2.1 Protection Plan: The Contractor shall submit a plan for protecting existing trees which are to remain and which may be injured, bruised, defaced or otherwise damaged by construction operations. Rocks that are displaced into uncleared areas shall be removed. Monuments, markers, and works of art shall be protected before beginning operations. A preconstruction survey including photographs shall be accomplished by the Contractor and a report of survey furnished when required by the Contracting Officer.

3.2.2 Repair or Restoration: All trees or other landscape features scarred or damaged by the Contractor's equipment or operations shall be repaired and/or restored to their original condition at the Contractor's expense. The Contracting Officer shall approve the repair and/or restoration prior to its initiation.

3.2.3 Temporary Construction: The Contractor shall obliterate all signs of temporary construction facilities such as haul roads, work areas, structures, foundations of temporary structures, stockpiles of excess or waste materials, and all other vestiges of construction. Temporary roads, parking areas and similar temporary use areas shall be graded in conformance with surrounding areas, tilled and seeded. Seeding shall include topsoil and/or nutriment as necessary to establish a suitable stand of grass.

3.3 Water Resources: All work under this contract shall be performed in such a manner that any adverse environmental impact to water resources, where applicable, is reduced to a level that is acceptable to the Contracting.

3.3.1 Stream Crossings: Stream crossings by fording with equipment shall be limited so as to control turgidity, and in areas of frequent crossings temporary culverts or bridge structures shall be installed. Such temporary culverts or bridge structures shall be removed upon completion of the project and the area repaired in conformance with its original condition or as indicated or specified.

3.3.2 Oily and Hazardous Substances: At all times, special measures shall be taken to prevent oily or other hazardous substances from entering the ground, drainage areas, or local bodies of water. Environmental requirements for the prevention of oil spills are contained in 40 CFR 112. For oil and hazardous substance spills which may be large enough to violate Federal, State or local regulations, the Contracting Officer shall be notified immediately.

3.4 Fish and Wildlife Resources: The Contractor shall at all times perform all work and take such steps required to prevent any interference or disturbance to fish and wildlife. The Contractor will not be permitted to alter water flows or otherwise significantly disturb native habitat adjacent to the project area which are critical to fish and wildlife except as may be indicated or specified.

4. EROSION AND SEDIMENT CONTROL MEASURES:

4.1 Burn-off: Burn-off of ground cover will not be permitted.

4.2 Reduction of Exposure of Unprotected Erodeable Soils: Earthwork brought to final grade shall immediately be finished as indicated and specified. Side slopes and back slopes shall be protected immediately upon completion of rough grading. All earthwork shall be planned and conducted in such a manner as to minimize the duration of exposure of unprotected soils.

4.3 Temporary Protection of Erodeable Soils: Such methods as may be necessary shall be utilized to effectively prevent erosion and control sedimentation, including but not limited to the following:

4.3.1 Mechanical Retardation and Control of Runoff: The rate of runoff from the construction site shall be mechanically retarded and controlled. This includes construction of diversion ditches, benches, silt fences, straw bale barriers, and berms, to retard and divert runoff to protected drainage courses.

4.3.2 Vegetation and Mulch: Temporary protection shall be provided on all side and backslopes as soon as rough grading is completed or sufficient soil is exposed to require protection to prevent erosion. Such protection shall be by accelerated growth of permanent vegetation, temporary vegetation, mulching or netting. Slopes too steep for

stabilization by other means shall be stabilized by hydro-seeding, mulching anchored in place, covering by anchored netting, sodding, or such combination of these methods as may be necessary for effective erosion control.

5. CONTROL AND DISPOSAL OF WASTES:

5.1 General: Waste shall be picked up and placed in containers which are emptied on a regular schedule. All handling and disposal shall be so conducted as to prevent contamination of the site and any other areas. On completion, the areas shall be left clean and natural looking. All signs of temporary construction and activities incidental to construction of the required permanent work in place shall be obliterated.

5.2 Disposal of Rubbish and Debris: The disposition shall be as follows:

5.2.1 Removal from Government Property: Contractor shall transport all waste off Government property and dispose of it in a manner that complies with Federal, State and local requirements. The Contractor shall provide the Contracting Officer a copy of State and/or local permit or license which reflects such agency's approval and his compliance with their solid waste disposal regulations. The permit or license and the location of the disposal area shall be provided prior to transporting any material off Government property.

5.3 Garbage disposal: The contractor is responsible for providing waste containers and the disposal of their contents.

5.4 Sewage, Odor, and Pest Control: Sewage shall be disposed of through connection to municipal, district, or station sanitary sewage systems. No substances shall be disposed of to a sewer system which will interfere with treatment plant operation, in accordance with 40 CFR 403. Where such systems are not available, chemical toilets or comparably effective units shall be used with wastes periodically emptied into municipal, district, or station sanitary sewage systems. Provisions shall be made for pest control and for elimination or odors.

6. DUST CONTROL: Dust shall be kept down at all times, including nonworking hours, weekends and holidays. Soil at the site, haul roads and other areas disturbed by the Contractor's operations shall be sprinkled or treated with dust suppressors as necessary to control dust. Air blowing will be permitted only for cleaning off non-particulate debris, such as reinforcing bars. No unnecessary shaking of bags will be permitted where concrete mortar and plaster milling is done.

7. NOISE: This project is located adjacent to active taxiways and an active runway. The Contractor shall provide adequate noise protection for his personnel.

8. Taxiway and Apron Protection: Where the contractor's equipment crosses an active apron or taxiway, the contractor shall provide flag men to direct his equipment across the apron or taxiway so as to avoid interference with aircraft operations. In

addition, the flag men will be required to remove all debris that falls on the taxiway or apron from his equipment. Extra care shall be taken to prevent any debris from being deposited on the taxiways.

2. DESIGN: The concrete mixtures shall be designed to produce concrete having an average-flexural-strength of 650 psi at 28 days of age, determined in conformance with ASTM C 78, using standard 6- by 6-inch beam specimens. The concrete mixtures shall be designed to secure an air content by volume of 6-1/2 percent, plus or minus 1-1/2 percent, based on measurements made on concrete immediately after discharge from the mixer in conformance with ASTM C 231.

3. EQUIPMENT; APPROVAL AND MAINTENANCE: Dependable and sufficient equipment that is appropriate and adequate to accomplish the work specified shall be assembled at the site of the work a sufficient time before the start of paving to permit thorough inspection, calibration of weighing and measuring devices, adjustment of parts, and the making of any repairs that may be required. The equipment shall be maintained in good working condition.

4. SAMPLING AND TESTING OF MATERIALS: All sampling and testing shall be conducted by the Contractor at his expense and copies of test reports furnished to the Contracting Officer. All materials and identification of material sources shall be submitted not less than 21 calendar days prior to the use of such materials in the work.

4.1 Cement: Cement shall be tested as prescribed in the referenced specification under which it is furnished. Cement may be accepted on the basis of mill tests and the manufacturer's certification of the compliance with the specification, provided the cement is the product of a mill with a record for the production of high-quality cement for the past 3 years.

4.2 Aggregate: Aggregate samples for laboratory testing shall be taken in conformance with ASTM D 75 and tested in accordance with ASTM C 136.

4.3 Epoxy-Resin Grout shall be tested for conformance with Fed. Spec. MMM-A- 001993.

4.4 Samples for Mixture Proportioning: Mix design studies and tests shall be made in accordance with ASTM C 78 and C 192, and the test results submitted for approval.

5. SUBMITTALS: Submit the following for Government approval:

5.1 Job-Mix-Formula: The Contractor shall develop and submit, in four copies, a proposed mix design prior to placement. The mix design shall indicate the weight of each ingredient of the mixture. No concrete shall be placed prior to approval of the proposed mix design. No deviation from the approved job-mix formula will be permitted without prior approval.

5.2 Laboratory Test Results: Within 48 hours of physical completion of laboratory testing, three copies of test results shall be submitted for approval.

5.3 Certification: Manufacturer's certifications may be submitted rather than laboratory test results for proposed materials. Certificates should certify compliance with the appropriate specification referenced herein. No materials shall be placed without prior approval from the Contracting Officer.

6. DELIVERY AND STORAGE OF MATERIALS:

6.1 Cement: Cement may be furnished in bulk or in suitable bags used for packaging cements and shall be stored in a manner to prevent absorption of moisture.

6.2 Aggregates: Aggregates shall be handled and stored in a manner to avoid breakage, segregation, or contamination by foreign materials.

6.3 Epoxy-Resin Grout: Epoxy-resin grout shall be delivered to the site in such manner as to avoid damage or loss. Storage areas shall be in a windowless and weatherproof, but ventilated, insulated noncombustible building, with provision nearby for conditioning the material within a temperature range of from 70 degrees F. to 85 degrees F. for a period of 48 hours prior to use. The ambient temperature in the storage area of the epoxy materials shall at no time be higher than 100 degrees F.

7. WEATHER LIMITATIONS: Concrete shall not be placed when weather conditions detrimentally affect the quality of the finished product. No concrete shall be placed when the air temperature is below 40 degrees F. in the shade. When air temperature is likely to exceed 90 degrees F., the concrete shall have a temperature not exceeding 90 degrees F.

when deposited, and the surface of such placed concrete shall be kept damp with a water fog until the approved curing medium is applied.

8. MATERIALS:

8.1 Coarse Aggregate:

8.1.1 Composition: Coarse aggregate shall consist of gravel, crushed gravel, crushed stone, or a combination thereof, or crushed blast-furnace slag.

8.1.2 Quality: Aggregate as delivered to the mixers shall consist of clean, hard, unweathered, and uncoated particles. Dust and other coatings shall be removed from the coarse aggregates by adequate washing.

8.1.3 Size and Grading: The maximum nominal size of the coarse aggregate shall be 1/2-inch. The coarse aggregate shall be well graded within the limits specified, and when tested in accordance with ASTM C 136, shall conform to the following grading requirements as delivered to the batching hoppers:

8.2 Fine Aggregate:

8.2.1 Composition: Fine aggregate shall consist of either natural sand, manufactured sand, or a combination of natural and manufactured sand, and shall be composed of clean, hard, durable particles.

8.2.2 Grading of the fine aggregate as delivered to the mixer shall conform to the following requirements when tested in accordance with ASTM C 136.

8.3 Air-Entraining Admixture: Air-entraining admixture shall conform to ASTM C 260.

8.4 Cement: Cement shall be portland cement conforming to ASTM C 150, Type I or Type II.

8.5 Curing Materials:

8.5.1 Burlap shall conform to Fed. Spec. CCC-C-467.

8.5.2 Membrane-forming curing compound shall be a pigmented type conforming to Corps of Engineers Specification CRD-C 300.

8.5.3 Waterproof blanket materials shall conform to ASTM C 171, Type optional, color white.

8.6 Epoxy-Resin Grout: Epoxy-resin grout shall be a two-component material formulated to meet the requirements of Fed. Spec. MMM-A-1993, Type I or II. Type I material shall be used when pavement, materials, or atmospheric temperatures are 70 degrees F. or above. Type II material shall be used when pavement, materials, or atmospheric temperatures are below 70 degrees F.

8.7 Water: Water shall be clean, fresh, and free from injurious amounts of oil, acid, salt, alkali, organic matter, or other deleterious substances. Water approved by Public Health authorities for domestic consumption may be accepted for use without being tested. Water that is of questionable quality, in the opinion of the Contracting Officer, shall be tested in accordance with CRD-C 400.

8.8 Contractor's Options: Contractor shall have the following option:

In lieu of specified epoxy materials, the Contracting Officer will consider for approval, at the written request of the Contractor, SET 45 or other commercial products produced specifically for repairing spalled joints in portland cement concrete pavements, providing the Contractor can demonstrate successful results with said commercial products. Except as otherwise required, such commercial products shall be mixed and placed strictly in accordance with the manufacturer's printed recommendations.

9. PROCEDURE FOR PATCHING:

9.1 Preparation of Existing Surfaces: In the area to be patched, the surface of the existing concrete shall be removed to a minimum depth of 2 inches and to such additional depth where necessary to expose a surface of sound, unweathered concrete that is uncontaminated by oils, greases, or deicing salts or solutions. A vertical saw cut at least 2 inches deep shall be made a minimum of 1 inch outside of the area of the spall. The surface shall be thoroughly cleaned by sweeping and blowing with compressed air. Prior to coating with the epoxy-resin grout, areas showing traces of oils or grease shall be cleaned by sandblasting.

9.2 Preparation of Joints: Joint-sealing and expansion-joint materials shall be removed flush with the prepared surface, and, if on the pavement surface to be patched, shall be removed by sandblasting. The use of solvents will not be permitted. Care shall be used to prevent bonding of the adjacent concrete slabs at the location of the existing joints.

Maintenance of these existing joints shall be accomplished by the use of fiberboard or other approved inserts of appropriate dimensions.

9.3 Bonding Course: Prior to placing concrete, the previously prepared surfaces shall be washed with a high pressure water jet followed by an air jet to remove free water. The clean surface shall then be coated with a 20- to 40-mil thick film of the epoxy-resin grout.

The epoxy-resin grout shall be placed in one application, just prior to concrete placement, with the use of mechanical combination, mixing and spraying equipment, or shall be applied in two coats with stiff brushes. The first brush coat shall be scrubbed into the concrete surface, followed by an additional brush coat to obtain the required thickness.

When the brush method is used, the initial coat may be allowed to dry; however, the final coat shall be applied just prior to placement of the concrete.

9.3.1 Epoxy-resin grout components shall be mixed in the proportions recommended by the manufacturer. The components shall be conditioned to 70 degrees F. to 80 degrees F.

for 48 hours prior to mixing. The two epoxy components shall be mixed with a power-driven, explosion proof stirring device in a metal or polyethylene container having a hemispherical bottom. The polysulfide-curing-agent component shall be added gradually to the epoxy-resin component with constant stirring until a uniform mixture is obtained.

The rate of stirring shall be such that the entrained air is a minimum.

9.3.2 Tools and equipment used further in the work shall be thoroughly cleaned before the epoxy-resin grout sets.

9.3.3 The following health and safety precautions shall be as followed:

a. Full face shields shall be provided for all mixing and blending operations and for placing operations as required.

b. Protective coveralls and neoprene-coated gloves shall be provided for all workmen engaged in the operations.

c. Protective creams of a suitable nature for the operation shall be supplied.

d. Adequate fire protection shall be maintained at all mixing and placing operations.

e. Smoking or the use of spark or flame-producing devices shall be prohibited within 50 feet of mixing and placing operations.

f. The mixing, placing, or storage of epoxy-resin grout or solvent shall be prohibited within 50 feet of any vehicle, equipment, aircraft, or machinery that could be damaged from fire or could ignite vapors from the material.

10. BATCHING, MIXING AND PROPORTIONING:

10.1 Equipment: The Contractor shall provide adequate facilities for the accurate measurement and control of each of the materials entering the concrete. The Contracting

Officer shall have free access to the batching and mixing plant at all times. Mixing equipment shall be capable of combining the aggregate, cement, admixture, and water into a uniform mixture and discharging this mixture without segregation.

10.2 Conveying: Concrete shall be conveyed from mixer to repair area as rapidly as practicable by methods that will prevent segregation or loss of ingredients.

10.3 Facilities for Sampling: Suitable facilities shall be provided for readily obtaining representatives samples of aggregate and concrete for uniformity test purposes.

Necessary platforms, tools, and equipment for obtaining samples shall be furnished by the Contractor.

10.4 Mix Proportions: The proportions of materials entering into the concrete mixtures shall be in accordance with the approved job-mix formula. The proportions shall be changed whenever necessary to maintain the workability, strength, and standard of quality required, and to meet the varying conditions encountered during the construction.

However, no changes will be made without prior approval.

10.5 Measurement: Equipment necessary to measure and control the amount of each material in each batch of concrete shall be provided. Bulk cement shall be weighed, but cement in unopened bags as packed by the manufacturer may be used without weighing.

If bagged cement is used, batches shall be proportioned so that fractional bags will not be required. One bag of portland cement will be considered as weighing 94 pounds. Mixing water and air-entraining admixtures may be measured by volume or by weight. One gallon of water will be considered as weighing 8.33 pounds.

10.6 Workability: The slump of the concrete shall be maintained at the lowest practicable value, not exceeding 2 inches when tested in accordance with ASTM C 143.

11. PLACING: Concrete shall be placed within 45 minutes from the time all ingredients are charged into the mixing drum, before the concrete has obtained its initial set, and while the epoxy-resin bonding course is tacky. The temperature of the concrete, as deposited in the form, shall be not less than 40 degrees F. nor more than 90 degrees F.

Concrete shall be deposited in such a manner as to require a minimum of rehandling, and the placement shall be in such a manner as to least disturb the epoxy-resin grout. The placing of concrete be rapid and continuous for each area. Workmen shall not walk on the bonding-course surface or in the concrete during placing and finishing operations.

The concrete shall be thoroughly consolidated by tamping or by means of suitable vibrating equipment.

12. FIELD TEST SPECIMENS:

12.1 General: Concrete samples shall be furnished by the Contractor, and shall be taken in the field and tested to determine the slump, air content, and strength of the concrete.

Test beams shall be made for determining conformance with the strength requirements of these specifications and, when required, for determining the time at which pavements

may be placed in service. The air content shall be determined in conformance with ASTM C 173. Test beams shall be molded and cured in conformance with ASTM C 31 and as specified below. The Contractor shall furnish all materials, labor, and facilities required for molding, curing, and protecting test beams at the site and under the supervision of the Quality Control representative. Curing facilities for test beams shall include furnishing and operating water tanks equipped with temperature-control devices that will automatically maintain the temperature of the water at 73 degrees F. plus or minus 5 degrees F. The Contractor shall also furnish and maintain at the site, boxes or other facilities suitable for storing the specimens while in the mold at a temperature of 73 degrees F. plus or minus 5 degrees F. Tests of the fresh concrete and of the hardened concrete beams shall be made by and at the expense of the Contractor.

12.2 Specimens for Strength Tests: Flexural test beams shall be made each shift that concrete is placed. Each group of test beams shall be molded from the same batch of concrete, and shall consist of a sufficient number of specimens to provide two flexural-strength tests at each test shift, and the other during the last portion of the shift.

However, at the start of paving operations and each time the aggregate source, aggregate characteristics, or mix design is changed, one additional set of test beams shall be made.

13. FINISHING operations shall be started immediately after placement of the concrete. The finished surfaces of patched areas shall have a surface texture approximating that of the adjacent undisturbed pavements.

14. CURING:

14.1 General: Concrete shall be cured by protection against loss of moisture and rapid temperature changes for a period of not less than 28 days from the beginning of the curing operation. Unhardened concrete shall be protected from rain and flowing water.

The Contractor shall have all equipment needed for adequate curing and protection of the concrete on hand and ready to install before actual concrete placement begins. Failure to comply with curing requirements shall be cause for immediate suspension of concreting operations.

14.2 Burlap Curing: Immediately after the finishing operations have been completed and the concrete has set sufficiently to prevent marring the surface, the entire surface of the newly laid concrete shall be covered with approved wetted burlap that shall be kept wet for a period of not less than 24 hours. The surface of the newly laid concrete shall be kept moist until the burlap coverings are in place. Curing of the concrete shall be continued for the duration of the required curing period by this method or one of the methods specified below.

14.2.1 Waterproof-Paper Blankets or Impermeable Sheets: Immediately after removing the covering used for initial curing, the exposed concrete surfaces shall be moistened with a fine spray of water and then covered with waterproof-paper blankets, polyethylene-coated-burlap blankets, or impermeable sheets. Burlap of polyethylene-coated burlap shall be saturated with water before placing. Sheets shall be placed with the light-colored

side up. Sheets shall overlap not less than 12 inches with edges taped or secured to form a completely closed joint. Coverings shall be weighted down to prevent displacement or billowing from winds. Tears or holes appearing during the curing period shall be immediately repaired by patching.

14.2.2 Membrane-forming curing compound shall be applied immediately to exposed concrete surfaces after removing burlap coverings. The curing compound shall be applied with an overlapping coverage that will give a two-coat application at a coverage of not more than 200 square feet per gallon for both coats. When application is made by hand-operated sprayers, the second coat shall be applied in a direction approximately at right angles to the first coat. Concrete shall be properly cured at joints, but no curing compound shall enter joints that are to be sealed with joint-sealing compounds. The compound shall form a uniform, continuous, cohesive film that will not check, crack, or peel, and that will be free from pinholes and other imperfections. Concrete surfaces that are subjected to heavy rainfall within 3 hours after the curing compound has been applied shall be resprayed at the coverage specified above and at no additional cost to the Government. Areas covered with curing compound that are damaged by pedestrian and vehicular traffic or by subsequent construction operations within the specified curing period shall be resprayed at no additional cost to the Government.

15. FINISH TOLERANCE: The finished surfaces of patched areas shall meet the grade of the adjoining pavements and shall not deviate more than 1/8 inch from a true plan surface within the patched area.

16. PAVEMENT PROTECTION: The Contractor shall protect the patched areas against damage prior to final acceptance of the work by the Government. Traffic shall be excluded from the patched areas by erecting and maintaining barricades and signs until the completion of the curing period of the concrete.

17. JOINTS shall conform in detail and be in alignment with the existing joints. After curing of the concrete, the joint sealing work shall proceed as specified in the section "Resealing of Joints and Cracks in Rigid Pavement."

DEMOLITION AND REMOVAL

PART 1 GENERAL

1.02 GENERAL REQUIREMENTS

Remove rubbish and debris from the project site; do not allow accumulations.

Store materials that cannot be removed daily in areas specified. Maintain access to buildings at all time. Construction shall be scheduled to allow ingress and egress for convenience of the buildings.

1.03 MEASUREMENT AND SCOPE

a. Asphalt and Concrete Removal

1.04 SUBMITTALS

1. Submit proposed demolition and removal procedures for acceptance before work is started. Include procedures for coordination with other work in progress, a disconnection schedule of utility services, a detailed description of methods and equipment to be used for each operation and of the sequence of operations.

1.05 REGULATORY AND SAFETY REQUIREMENTS

Comply with federal, state, and local hauling and disposal regulations. In addition to the requirements of the "Contract Clauses," safety requirements shall conform with ANSI A10.6, "Demolition Operations - Safety Requirements."

1.06 DUST AND DEBRIS CONTROL

Prevent the spread of dust and debris and avoid the creation of a nuisance or hazard in the surrounding area. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, ice, flooding, or pollution.

1.07 PROTECTION

a. Traffic Control Signs: Where pedestrian and driver safety is endangered in the area of removal work, use traffic barricades with flashing lights.

b. Existing Work: Protect existing work which is to remain in place, be reused, or remain the property of the Government. Repair items which are to remain and which are damaged during performance of the work to their original condition, or replace with new. Do not overload pavements to remain. Provide new supports and reinforcement for existing construction weakened by demolition or removal work. Repairs, reinforcement, or structural replacement must have Contracting Officer's approval.

c. Facilities: Protect electrical and mechanical services and utilities. Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities.

1.08 BURNING

Burning will not be permitted.

1.09 RELOCATIONS

Perform the removal and reinstallation of relocated items as indicated with workmen skilled in the trades involved. Repair items to be relocated which are damaged or replace damaged items with new undamaged items as approved by the Contracting Officer.

1.10 EXPLOSIVES

A. Use of explosives will not be permitted.

PART 3 EXECUTION

3.01 EXISTING FACILITIES TO BE REMOVED

A. If utility lines are encountered that are not shown on drawings, contact the Contracting Officer for further instructions.

B. Paving and Slabs: Remove saw cut concrete and asphaltic concrete paving including aggregate base as indicated Provide neat saw cuts at limits of pavement removal as indicated.

A. Fill holes, and other hazardous openings as they occur.

3.03 DISPOSITION OF MATERIAL

A. Title to Materials: Except where specified in other sections, all materials and equipment removed, and not reused, shall become the property of the Contractor and shall be removed from Government property.

B. Remove and transport debris and rubbish in a manner that will prevent spillage on pavements, streets or adjacent areas. Clean up spillage from pavements, streets and adjacent areas. Conform to other applicable requirements.
