Questions and Answers by prospective contractors.

Shaw AFB Paving IDIQ Requirements Contract Solicitation Maintain

Base Pavements Requirements VLSB 16-0099

Question 1: What is the basis for the guarantee? In most cases we have a lump sum cost associated with the bid guarantee.

Answer 1: As stated in the solicitation there is a number provided as a minimum refer to the solicitation documents.

Question 2: Will Overall CLIN Total be the basis of the guarantee for the base year? If not please clarify.

What is the percent required?

Answer 2: Overall CLIN Total is not the guarantee for the year or per year basis. Contract minimum is provided in the solicitation.

DISPOSAL OF MATERIALS

All waste materials, debris and refuse generated by the Contractor during the period of this contract shall be removed from the base on a daily basis to sites provided by the Contractor at no expense to the Government and in accordance with applicable State and local laws. The Government will retain 100 tons of milled asphalt to hauled and spread by the contractor on base at the location designated by the Contracting Officer. Other milled asphalt will become the property of the Contractor, to be disposed of off base.

Question 3: Has the location underlined above been identified?

Answer 3: The contractor may be required to place millings at various locations unknown at this time. For estimating purposes the contractor can assume a round trip to any location not to exceed 7.5 miles.

LOCATION OF BURIED STRUCTURES AND UTILITY LINES

It shall be the responsibility of the Contractor to accurately locate any buried structures and utility lines indicated on the drawings and digging permit, if the accurate location is necessary to accomplishment of the required work.

Question 4: Will Shaw AFB Do an Initial Locate of buried items?

Answer 4: Yes, Shaw AFB shall do location of utilities and furnish as built drawings as they pertain to the associated project to be constructed or repaired. This location will be part with the digging permit AF - 103 completed prior to any construction associated with the delivery order. The contractor shall be responsible to call South Carolina State wide location service 811 as well to locate any private utilities on base they may be associated with the project area.

ENVIRONMENT PROTECTION:

The Contractor shall be responsible for environmental protection. After the contract is awarded, prior to commencement of the work, the Contractor shall meet with the Contracting Officer, or his representative, and discuss the proposed environmental protection. The meeting shall develop mutual understanding relative to details of environmental protection, including required reports and measures to be taken should the Contractor fail to provide adequate protection in an adequate and timely manner.

Question 5: Will there be any details provided in the supplied drawings for erosion control?

Answer 5: The contractor shall be responsible for following project specifications and Shaw AFB Design Standards and all State and Federal regulations as pertains to each delivery order. All contractors first and foremost during the projects shall follow all Storm Water Pollution Prevention best management practices for the entire duration of the project or termination of any permits required by State and Federal agencies.

WEATHER LIMITATIONS:

Concrete shall not be placed when weather conditions detrimentally affect the quality of the finished product. No concrete shall be placed when the air temperature is below 40 degrees F. in the shade. When air temperature is likely to exceed 90 degrees F., the concrete shall have a temperature not exceeding 90 degrees F. when deposited, and the surface of such placed concrete shall be kept damp with a water fog until the approved curing medium is applied.

Question 6: Will heating Blankets and additives be allowed when temperature is 40 degrees or below?

Answer 6: Heating Blankets would be considered on a case by case basis. Normally in South Carolina blankets would not be required

Question 7: What type of Reflective Media will be required for traffic and airfield painting?

Answer 7: Fed Spec TT-B-1325, Type I Gradation A. For contract pricing for this contract use TTP-B- 1325 Type I Gradation A.

Question 8: In Appendix A will there be a line item for labor?

Answer 8: The unit prices included in Appendix A need to be loaded rates inclusive of labor.
