Paint and Protective Coating at SHAW AFB, SC
1. All w ork is to be completed in accordance w ith (IAW) Statement of Work.
2. IAW FAR Clause 36.204(f), Disclosure of the Magnitude of Construction Project - the magnitude of the contract is betw een $1,000,000.00 and $5,000,000.00.
3. All amendments to this solicitation(if any) must be acknow ledged.
4. Bid Schedule shall be f illed out. Performance Periods w ill be negotitated on each delivery order.
5. A site visit w ill be granted upon request.
The government intends to aw ard this requirement as a Firm-Fixed Price contract. The government reserves the right to aw ard any individual or all contract line items from this solicitation at the discretion of the Contracting off icer. The Government intends to solicit and aw ard this requirement w ith a Service Disabled Vetern-Ow ned Small Buisnesses. This set-aside has been approved by the SBA.
FAR 52.232-18, Notice to Offerors: Funds are not presently available for this effort. No aw ard w ill be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Instructions to Offerors
(a) Offeror Bid Submission:
• This requirement will be procured using FAR 36 and 14, Construction Contracts and Sealed Bidding.
• Electronic submission of bids are not permitted for this acquisition. All attempted transmittals of bid information or document not otherwise provided for in this solicitation via electronic means shall be rejected by the contracting officer. Such offerors will not be considered for award and these bids will be declared non-conforming to the invitation for bids.
• Prospective offerors shall hand-carry or mail all required documents. All bids are to be mailed to:

1.4. Offerors shall ensure the delivery of bids, providing enough time to for bids to be delivered or hand-carried to the 20th Contracting Squadron three days before the close of the invitation for bids.
• For offerors intending to mail bid packages: Following acceptance at a shipping facility or carrier, an email with tracking information must be submitted to the contracting officer at joseph.nemedy.1@us.af.mil and contract specialist at aaron.smith.79@us.af.mil. Please allow enough processing, shipping, and handling time for the package to arrive as early as possible.
• For offerors intending to hand-carry bid packages: An installation access request must be submitted to the contracting officer at joseph.nemedy.1@us.af.mil and contract specialist at aaron.smith.79@us.af.mil. The format for this request can be found in attachment 7of this solicitation. Upon confirmation from the contracting point of contact (POC), offerors must obtain an installation access pass and deliver the bid package to the above listed address prior to the closing time of the solicitation. Upon delivery, a confirmation of receipt will be signed and stamped as received.

• Bid opening will be conducted at the 20 CONS Conference Room, located at 321 Cullen St., Shaw AFB, SC 29152. The bid opening date is 21 December 2018 at 02:00 P.M Eastern Standard Time.
Access to the installation shall be coordinated with Contract Specialist to assure entrance to facility.
An installation access request must be submitted to the contracting officer at joseph.nemedy.1@us.af.mil and contract specialist at aaron.smith.79@us.af.mil not later than 7 days prior to bid opening date. All bidders are required to provide valid identification to Security Forces for access.
(c) Period for Acceptance of bid:
• The Offeror agrees to hold its prices firm for 180 calendar days from the date specified for bid opening. The Offeror must follow the instructions contained herein.
• Offerors are required to meet all solicitation requirements, including terms and conditions, and representations and certifications (https://www.sam.gov). Failure to meet a requirement may result in an offer being ineligible for award.
• This acquisition is a Service Disabled Veteren Owned Small Business Set-Aside.
• Discrepancies and Ambiguities: If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale no later than 7 calendar days after the IFB release.
• Post-Award/Pre-Performance Conference: A post-award/pre-performance conference will be scheduled by the Contracting Officer (CO) and held prior to the commencement of any work at that installation under the awarded contract. The offeror or their duly authorized representative is required to attend the post-award/pre- performance conference.

The Government reserves the right to not answer questions not meeting this timeline if doing so would result in an amendment requiring an extension of the solicitation and to extend would not be in the best interest of the Government.
(d) Modification or Withdrawal of Bids:
• Bidders are responsible for submitting bids, and any modifications or withdrawals, so as to reach the
Government office designated in the invitation for bid (IFB) by the time specified in the IFB. They may use any transmission method authorized by the IFB.
• Withdrawal. Bids may be withdrawn by written request to the contracting officer and bid official at any time prior to the time of the bid opening.
• A bid may be withdrawn in person by a bidder or its authorized representative if, before the exact time set for opening of bids, the identity of the persons requesting withdrawal is established and that person signs a receipt for the bid
• Modifications. Modifications may be made to the bid via addendum and written request to the contracting officer at any time prior to the bid opening.
• The official shall annotate the date and time of receipt and by whom it was received and sign the sealed envelope. No information contained in the envelope shall be disclosed prior to the set time of the bid opening.

(e) Late Submission of bids:
• Any bid, modification, or withdrawal of a bid received at the Government office designated in the
IFB after the exact time specified for receipt of bids is “late” and will not be considered unless it is received before award is made, the contracting officer determines that accepting the late bid would not unduly delay the acquisition; and there is acceptable evidence to establish that it was received at the Government installation designated for receipt of bids and was under the Government’s control prior to the time set for receipt of bids.
(f) The response shall consist of two (2) separate volumes; Volume I – Pricing (Contractor Detailed Cost
Breakdown); Volume II–Contract Documentation (Filled SF 1442). Price and past performance/capability will be evaluated.
• Volume I – Pricing (Contractor Detailed Cost Breakdown): The offeror shall submit a detailed cost breakdown displaying the essential elements of work with pricing.
• Volume II – Contract Documentation (Filled SF 1442): The offeror shall submit the SF 1442 with all required fill ins. Section A: SF 1442 with completed blocks #14, #15,#16 (if different than block #14), #17, #20a,#20b,#20c, and block #19 if amendments have been issued. An authorized official of the firm must sign SF 1442 block 20b. Section 00 10 00 - Solicitation: Complete pricing information CLIN 0001-CLIN 3001AU. Section 00 45 00 – Representations and Certifications: Complete all appropriate and applicable Representations and Certifications. All pricing information must be included in the section of the bid designated as the Price Volume (Contractor Detailed Cost Breakdown) and in the contract documentation volume SF 1442. Under no circumstances shall this information and documentation be included elsewhere in the bid.
• Electronic copy: A CD shall be provided with every bid and modification. The CD shall contain all pertinent data and documents requested in this IFB.
(g) A Bid guarantee will accompany the Bid, failure to submit a bid guarantee will result in rejection of Bid.
• Prior to award, official hard copy Bid guarantee with raised seal from bonding company shall be submitted to contracting officer before award can be made.
(h) A random sampling of approximately 10 line items will be done for the base year and all three option years to ensure that pricing is fair and reasonable. The ten line items will be chosen at random and it will be different line items chosen for each year with no two years being the same.
Then each selected line item will be added together for the total evaluation price.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

NOTICE OF AWARD
EVALUATION FACTORS FOR AWARD
Evaluation and Basis for Award. The 20 CONS will issue an award to the vendor who is determined a responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering price and the price-related factors and capability included in the invitation.
(i) The Government will perform a general review of each bid, as follows:
• Only bids that deal with Protective Coating and Painting will be evaluated. Each offeror must provide a bid specific to this project.
• Offerors must be a registered Service Disabled Vetern Owned Small Business in accordance with the set aside.
• Offerors will be checked against the List of Parties Excluded From Federal Procurement and Nonprocurement Programs. Any offeror who is listed will be eliminated without further consideration.
• Bids will be checked for minor informalities or irregularities. The Government plans on awarding a contract without conducting discussions.
• Offerors shall submit all required bid documentation to be considered responsive (Volumes I and II).
(j) Price and other price related factors will be the sole basis for award. The offeror that provides the lowest price for all items covered in the SOW, and determined to be responsible in accordance with FAR 9.103, Contractor Qualifications and/or procedures outlined in FAR 19.6. A Random sampling of approximately 10 Line Items will be done for the base year and all three option years to ensure that pricing is fair and reasonable.

INSTALLATION ACCESS
A request for installation access must be sent to the contract specialist and contracting officer at least 72 hours prior to the date access is required.
VALID ID: For either site visits or submission of proposals, all personnel requesting access to Shaw AFB must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to the installation must provide a valid driver’s license, current vehicle registration, and valid vehicle insurance.

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than described by each individual task order.
52.216-18 ORDERING. (OCT 1995)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from 1 March 2019through 28 Febuary 2022.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.
52.216-21 REQUIREMENTS (OCT 1995)
(a) This is a requirements contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government's requirements do not result in orders in the quantities described as "estimated'' or "maximum" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(c) Except as this contract otherwise provides, the Government shall order from the Contractor all the supplies or services specified in the Schedule that are required to be purchased by the…
