Re: Asbestos Floor Sampling Shaw AFB – B1029

AEI Project #: 17-01-75

Dear Chuck;

Per your request, sample collection and analysis of suspect asbestos flooring materials have been completed for the reference building. We understand that the floor materials located in hallways and under carpet in classrooms and offices need to be tested for asbestos content prior to scheduled floor renovations. All samples were collected by a SC Department of Health and Environmental Control (DHEC) licensed building inspector.

Samples collected were shipped to an independent, accredited laboratory in Cary, North Carolina and analyzed by Polarized Light Microscopy (PLM) on a standard turnaround schedule. For all Non-friable Organically Bound (NOB) materials (such as floor covering products and mastics/adhesives) that tested one percent (1%) asbestos content or less via the PLM method, one sample of each homogeneous NOB group was also analyzed via Transmission Electron Microscopy (TEM) analysis per DHEC regulations. This letter is provided as a summary of the analytical results with the laboratory data attached.

SAMPLE # / SUSPECT MATERIAL - LOCATION ASBESTOS CONTENT*

1029-3A / Black Mastic under Carpet and Vinyl Floor Tile - Classrooms 3% Chrysotile Asbestos 1029-3B / Vinyl Floor Tile under Carpet - Classrooms 5% Chrysotile Asbestos 1029-3C, 10C, 27C / Yellow Carpet Glue (Layer 2 on Lab Data) - Classrooms <1% Chrysotile Asbestos

1029-HC / Black Mastic – Main Hall 3% Chrysotile Asbestos Vinyl Floor Tile – Main Hall 5% Chrysotile Asbestos

1029-SHA / Black Mastic – South Hall 3% Chrysotile Asbestos Vinyl Floor Tile – South Hall No Asbestos Detected

*Asbestos Content: The United Sates EPA and DHEC regulations define asbestos containing material as any material with greater than one percent (>1%) asbestos content. OSHA regulates worker exposure with any amount of asbestos present.

Based on the attached PLM and TEM laboratory results, asbestos fibers were found in the black mastic located beneath vinyl floor tile throughout the building.

Shaw AFB – B1029 June 5, 2017 Limited Asbestos Survey

AEI Page 2

Since the vinyl flooring materials are inseparable from the asbestos black mastic layer, all flooring layers should be considered asbestos-containing or asbestos-contaminated materials. Vinyl flooring with asbestos mastic might disturbed during carpet removal rendering these materials friable. Should the materials be rendered friable during the course of renovation, these materials must be handled by a DHEC licensed abatement contractor.

Sampling is limited to just those materials tested. Should additional suspect asbestos materials be discovered during the course of renovation, these materials should be presumed to contain asbestos until they can be proper sampled by a DHEC licensed building inspector.

More information about asbestos in building materials is available from the DHEC Asbestos Section (phone 803-898-4289; website:

http://www.scdhec.com/environment/baq/asbestos.aspx).

We appreciate the opportunity to provide these environmental services, and trust that the information provided herein is sufficient in accordance with your request. In the event that you have any questions concerning this information, or need further assistance, please do not hesitate to contact me.

Sincerely, Benjamin M. Craig DHEC Licensed Building Inspector #BI-00345

Due to the limitations of the EPA 600 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.

Q. How do I notify DHEC’s Asbestos Section?

A. Get notification forms by calling or writing to:

S.C. DHEC Asbestos Section 2600 Bull Street

Columbia, SC 29201

(803) 898-4289

DHEC’s Asbestos Section will mail you the necessary forms and can answer any questions you may have.

The forms and additional information are also available to view and download from the DHEC Asbestos Section’s Web site at:

ML-025415 7/09

What is Asbestos?

Asbestos is the common name for a group of naturally occurring minerals made up of long, thin fibers. Asbestos is very strong and resistant to stress or forces that might tear it apart. It’s also heat resistant. Asbestos fibers can be toxic to humans if inhaled. Despite this, it can still be found in a number of building products, including:

Heating system insulation

Spray-applied insulation

Vinyl floor tiles

Vinyl sheet flooring

Ceiling tiles

Roofing paper and shingles

Cement siding shingles

Plaster and joint compound

**It is still possible to purchase new products that contain asbestos. **

When materials that contain asbestos are disturbed during renovations or demolitions, people nearby may get the dangerous fibers in their lungs. So before beginning a building project that could disturb asbestos-containing materials, property owners need to know how to spot asbestos and ensure the safety of those working nearby.

Frequently Asked Questions Q. What is demolition?

A. Demolition is the wrecking or removal of a regulated facility/structure’s load-bearing structure(s). It also refers to related handling operations, the burning of a regulated facility, or moving of a regulated structure.

Q. What is renovation?

A. It’s altering all or part of a regulated facility/ structure in any way (except demolition).

Stripping or removing regulated asbestos-containing materials (RACM) from a regulated facility/structure is considered renovation.

Q. What is a regulated facility?

A.

Any institutional, commercial, public, industrial, or residential structure, installation, or building (including condominiums or individual dwelling units operated as a residential cooperative, but excluding residential buildings having four or fewer dwelling units);

any bridge;

any ship;

any active or inactive waste disposal site;

and any structure, installation or building that was previously subject to this requirement, regardless of its current use or function.

Note: Under this definition, any building, structure, or installation that contains a loft used as a dwelling is not considered a residential structure, installation, or building.

Q. Do asbestos regulations require me to have my property inspected for asbestos?

A. S.C. DHEC Regulation 61-86.1 states that prior to any demolition or renovation at a regulated facility, a thorough inspection must be done to detect any asbestos-containing materials. The inspection must be carried out by a person licensed by DHEC’s Asbestos Section as an asbestos building inspector.

If asbestos is found in an area that will be disturbed during renovation or repair work, it must be removed properly and disposed of at an approved landfill. DHEC’s Asbestos Section keeps a list of South Carolina landfills that accept asbestos. These actions also must occur prior to any building demolition project. In most cases, asbestos removal and disposal activities must be performed by a licensed asbestos abatement contractor.

Q. Am I required to submit notification of all demolition projects?

A. Each owner/operator must notify DHEC’s Asbestos Section in writing before beginning any demolition of a regulated facility/structure regardless of the amount of asbestos present (and even when no asbestos is present).
