MEMORANDUM FOR 49 CONS/PKA

SUBJECT: Mission Essential Requirement of Laundry Services for Fiscal Year 2024
1. Laundry services for the 49th Medical Group is considered Mission Essential per the Performance Work Statement (PWS), paragraph 1.2.4, Performance of Services During Crisis Declared by the National Command Authority. CLINs X001 and X002 for medical/dental laundry services are determined to be critical and after three (3) days of Government shut down, services for these CLINs are to resume on the 4th day. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 252.237- 7023, Continuation of Essential Contractor Services, it is determined that Laundry Services in PWS paragraphs 1.3.2 and 1.3.3 are essential for Contractor performance during a crisis situation. In the event of a crisis, additional areas may be identified by the Commanding Officer.
2. For the purpose of this contract, and in accordance with AFI 44-108, Infection Prevention and Control Program, all medical linen picked up will be treated as contaminated.
Contaminants may include blood (human blood, human blood components, and products made from human blood) and/or Bloodborne Pathogens (pathogenic microorganisms that are present in human blood and can cause disease in humans). Therefore, it is imperative that Laundry Services continue during a crisis, which will reduce exposure to all personnel handling soiled linens:
a. Used or soiled linen WILL be handled in a manner to minimize the dispersal of particles in the surroundings and air.
b. It is necessary to prevent the transmission of communicable diseases by reducing exposure to contaminated laundry that may be soiled with blood or other potentially infectious materials in the military treatment facility.
3. Based on the above, recommend including DFARS Clause 252.237-7023 into the PWS.
