SUBJECT: Pre-Proposal Briefing / Site Visit (SV) Meeting Minutes for Base Telecommunications System (BTS), Solicitation FA4801-22-R-0002
1. The site visit began at 0900 on 24 March 2022 at the Holloman AFB, Visitor Center, Bldg 1. It is noted, supplemental information has been added, which is information received after the SV meeting.

2. Ms. Roberts welcomed and thanked all attendees for their appearance. After attendance was taken, the group boarded a Government bus and began the site visit. The bus, entered through the main gate and traveled northwest on First Street, passing the Medical Center. MSgt McMullen pointed out the Medical Group on the right. The bus continued and passed the Base Headquarters building (Bldg 29), also on the right. MSgt McMullen then pointed out the Base Telephone Switch Office (Bldg 221) on the left, the Shoppette/Gas Station (Bldg 33) on the right and then building 45 (the previous German Air Force Headquarters) at the end of First Street.
3. The bus curved north and stopped at the Northside Remote Telephone Switch (Bldg 1081) at 0920.
Attendees were given the chance to view inside the switch building.
4. At 0935 the bus left the Northside Remote Telephone Switch, followed Douglas Ave to the Westside of the base in which MSgt McMullen pointed out the Weapons Storage areas on the right and Test Group on both sides of Douglas Ave. Continuing around the base perimeter, the bus turned left on Kelly Ave in which the bus passed the Basic Expeditionary Airfield Resources (BEAR) Base compound on the right.
Passing the BEAR compound, the bus curved right onto Forty Niner Ave, traveling southeast to Trinity;
turning left on Trinity and going a few blocks, stopping at the Westside Telephone Remote Switch (Bldg 878), which is across from build 811; time is 0945. Attendees were given the chance to view inside the switch building.
5. At 0955 the bus left Bldg 878, heading back towards main base on Forty Niner Ave, passing the west side round-a-bout in which right leads to the west gate and left to Eleventh Street. It was mentioned that all trucks, deliveries must use the west gate entrance. As the bus went northwest on Eleventh Street, MSgt McMullen pointed out the lodging facilities (on the right), a little further on he pointed out the Fitness Center (Bldg 588) (on the right), then the track & field area and Base Operations (on the left side).
At the end of Eleventh Street, the bus turned right on Delaware Ave, past one of the Fire Departments, Maintenance area, Operations area, and Remotely Piloted Aircraft (RPA) area.
6. The bus turned right on First Street (going southeast) and just past Idaho Ave (and before New Mexico), the bus turned right on a dirt road to enter the Base Telephone Switch Office (Bldg 221) at 1010. This is where the COR(s) and BTS contractor's office are located. All Attendees toured the offices and telephone equipment switches. After touring Bldg 221, all attended gather in the BTS contractor’s office for a Questions and Answers session. Ms. Roberts reminded all interested parties that remaining questions were due by 1700 MDT, 25 March and proposals must be submitted by 1700 MDT, 05 April.
Ms. Roberts informed all that meeting minutes, presentation and listing of all attendees would be posted to SAM.gov. Supplemental: An amendment to extend the proposal due date and update the PIRRM & a clause is forthcoming.
7. Ms. Roberts again thanked everyone for attending the Pre-proposal Briefing which concluded at 1055.
All attendees boarded the bus and headed back to the main gate visitor's center (Bldg 1) which ended the Site Visit at 1105. The foregoing is a brief summary of the site visit held for the subject solicitation.

Roll Call/Load Bus at Visitor Center (Bldg. 1)
1. Leave the Visitor Center (Bldg. 1)/Pass thru Main Gate
2. Travel down First street to the GAF Area
• Point out the Med Group, Bldg. 29, shoppette
3. Stop at Bldg. 1081 the Northside Remote Telephone Switch
• Point out the Test Group Area
4. Load bus at Bldg. 1081 and head to Weapons Storage Area
5. Following Douglas Ave to Kelley Ave around the Westside of the base heading to Bldg. 878 the Westside Remote Telephone Switch
• Point out BEAR Base
6. Stop at Bldg. 878
• Point out areas around the Bldg.
7. Load bus and head out to main part of the base on 49er Road
• Point out CDC, Lodging, track and field area and Base Ops.
8. Head down Delaware Ave to First street
• Point out the Fire Dept., MXG area, Ops area, and the RPA area
9. Turn on First Street and head to Bldg. 221, Base Telephone Switch Office
• Stop at Bldg.221
10. Load bus and head down Idaho Ave
• Point out the Network Control Center, CAC, Main Exchange and the Bowling Alley
11. Turn on Sixth Street heading to Bldg. 788 (Family Readiness Bldg.)
• Point out the Holloman Club
12. Turn into the parking lot at Bldg. 788 for Pre-proposal Briefing.
13. Load bus to head to main gate
14. Tour is over
