Sol# FA4801-22-R0002 30 March 2022 BTS Q&As (Closeout 5:00pm MDT, 25 March 2022)
1. Question: The Offeror shall submit a draft maintenance support plan which shall contain the minimum requirements as listed in PWS [Performance Work Statement] 1.3.15.1. The plan shall include a detailed approach to perform Operations and Maintenance (O&M) of the equipment which includes all items as specified in PWS paragraph 1.3 (inclusive) and Appendix 5.2, Items to be Maintained by the Contractor. PWS 1.3.15.1 does not exist.
Answer: Please refer to PWS section 1.3.17.1
2. Question: The Offeror shall submit a draft maintenance support plan which shall contain the minimum requirements as listed in PWS 1.3.15.1. The plan shall include a detailed approach to perform Operations and Maintenance (O&M) of the equipment which includes all items as specified in PWS paragraph 1.3 (inclusive) and Appendix 5.2, Items to be Maintained by the Contractor. PWS 1.3 is a pretty big list of items; will the 30 page limit be sufficient for this proposal or is the government anticipating a separate submission for the draft maintenance support plan?
Answer: The government is anticipating a separate submission for the Maintenance Support Plan.
3. Question: Regarding Past Performance – Is the requirement to allow for three (3) responses of 2 pages each for the Prime and their Subcontractor? Which equates for a total of up to six (6) recent/relevant contracts? Or a combined response for the entire team limited to (3) total recent/relevant contract?
Answer: The government is anticipating a combined response limited to three (3) total recent/relevant contracts. Established joint ventured or teaming agreement companies may submit three (3) recent/relevant contracts for each company; therefore, the total page count could be 12 pages.
4. Question: Technical Proposal Factor 1 submit a “Draft Maintenance Support Plan and Mission Support Plan”, Factor 6 submit the companies “Mission-Essential Contractor Service Plan”. Will the page count for each of these plans be included in the Not to exceed 30 pages for the Technical?
Answer: Factor 1 states "…submit a draft maintenance support plan which shall contain the minimum requirements as listed in PWS 1.3.15.1. The plan shall include a detailed approach to perform Operations and Maintenance (O&M) of the equipment which includes all items as specified in PWS paragraph 1.3 (inclusive) and Appendix 5.2, Items to be Maintained by the Contractor.
The Maintenance Support Plan and Mission Essential Contractor Services Plan (MECSP) will be separate submissions (not included in the 30 page proposal limit).
5. Question: PWS 1.2.2 After Hour Notification - This contract does require the Contractor to respond to maintenance and work order after normal duty hours. Question: Historically how often are BTS personnel recalled to Base after duty hours? Comment by SALLY ROBERTS: I guess this is something that should have been included in PWS APPENDIX 5.1 - WORKLOAD ESTIMATES Comment by MCMULLEN, CAMERON D MSgt USAF AETC 49 CS/SCXP: You can’t really give estimates because it is based off emergency type scenarios which could happen at any time.

1.3.5.3.2. Priority.
6. Question: PWS 1.3.4 Preventative Maintenance Inspections (PMIs) - PWS 1.3.4.3 Manholes, Handholes and/or Pull Boxes, 1.3.4.4 Terminals, 1.3.4.5 Distribution Pedestal Terminals, 1.3.4.6 Fiber Optic Distribution Panels, and 1.3.4.7 Ethernet Panel. Question: If during the PMI’s discrepancies are found who is responsible for the material to correct the discrepancies? Comment by SALLY ROBERTS: TSgt McMullen, Whenever answering ANY question, please reference the appropriate PWS paragraph whenever possible.
Answer: The Government is responsible for the material to correct discrepancies that may be found during PMIs. Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: That is correct unless it was installed by the BTS contractor and not installed up to standards in which it would then be on the BTS contractor to fix.
7. Question: PWS 1.3.17.3 Maintenance/Repair Log Record. The Contractor shall establish and maintain an accurate and legible BTS Maintenance/Repair Log (e.g., maintenance actions, trouble tickets) to show all maintenance and inspections (other than PMIs) performed during each 24- hour period as a result of trouble report actions or scheduled/unscheduled outages utilizing the local base trouble ticket monitoring system (i.e., BMC Remedy IT Service Management Suite Software, TMS etc.). Question: What system is Holloman currently using?
Answer: Holloman's trouble ticket monitoring system is Virtual Enterprise Service Desk (vESD). Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: That is correct.
8. Question: Appendix 5.1 – Workload Estimates. 5.1.2.2 Work Orders (Major Task #2); 5.1.2.5 Pre-priced Work Orders. Question: The workload estimates for both 5.1.2.2 and 5.1.2.5 are both the same and both reference PWS para 1.4. Please clarify if PWS 5.1.2.2 and 5.1.2.5 are identifying the same work or if the workloads listed are for different tasks. Question: If these are not identifying the same work order workload estimates, please clarify what the difference between the two tasks is.
Answer: PWS sections 5.1.2.2 and 5.1.2.5 are identifying the same work (pre-priced work orders) IAW PWS 1.4, Work Orders.
9. Question: Appendix 5.2 Items to be maintained by the Contractor, page 43 Outside Copper Cable Plant; Method of Installation identifies the cable size not the method of installation. Question: Please provide how each copper cable listed was installed (i.e., direct buried, in conduit, aerial etc.)
Answer: The information in response to the above question is considered “For Official Use Only” and will be provided during turnover to the awarded contractor. Comment by CAMERON MCMULLEN: This information is FOUO and will be provided during turnover to the awarded contractor.
10. Question: Reference PWS Page 10, item 1.3.6 Alarm Notifications – Question: How are the alarm notifications currently being conducted?
Answer: The incumbent contractor proposed their Alarm Notifications in their Maintenance Support Plan (MSP) with their proposal. Each offeror should propose their plan for alarm notifications. Comment by SALLY ROBERTS: I answered this.
11. Question: Reference Attachment 4, PIRRM – Tab A&B – Question: Due to current global supply chain disruption and the volatility of raw material pricing most manufacturers and distributors of commonly provided telecommunications equipment are guaranteeing prices for shortened time frames, in some cases only 7 days. Will the government incorporate a clause into the contract (e.g., 52-216.4 Economic Price Adjustment) as part of the awarded contract?
Answer: The government will be incorporating FAR clause 52.216-4, Economic Price Adjustment-Labor and Material as prescribed in FAR 16.203-4(c) via an upcoming amendment. Comment by MOODY, JOSHUA D SSgt USAF AETC 49 CONS/PKA: Ms. Sally please verify Comment by SALLY ROBERTS: ADMENDMENT
12. Question: Reference PWS Page 10, item 1.3.7 Cable Staking & Marking – Question: Is all existing Outside Plant Cable (OSP) installed with a tracer wire to assist the contractor with meeting the response times for locating, staking, and marking?
Answer: Within the last 15 years, all OSP cable was installed with a tracer; before that, it is unknown; therefore, the percentage of each is unknown. Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: That is correct.
13. Question: Reference PWS, Page 61, item 5.5.3 Other Air Force Documents – Will the government provide a copy of the referenced 49 CS SOP documentation?
Answer: The information in response to the above question is considered “For Official Use Only” and will be provided during turnover to the awarded contractor. Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: This information is FOUO and will be provided during turnover to the awarded contractor.
14. Question: Reference PWS, Page 6, item 1.3.1 Telephone Switch O&M – Question: Is remote maintenance and operation allowed under this contract?
Answer: Yes, for the telephone switch only but must comply with the Holloman Cybersecurity Office guidelines to ensure compliance with Department of Defense (DoD), Defense Information Systems Agency (DISA), and Air Force Regulations. i.e. NIST SP 800-46; Department of the Air Force Manual (DAFMAN 17-1301). Comment by SALLY ROBERTS: Rec'd partial answer from Mr. Telles, please complete. Comment by CAMERON MCMULLEN: Yes, for the telephone switch only but must comply with the Holloman Cybersecurity Office guidelines to ensure in compliance with DoD, DISA and AF regulations. (i.e. NIST SP 800-46; DAFMAN 17-1301)
15. Question: Addendum to 52.212-1 Instructions to Offerors-Commercial Items. Jul 2021 Section (B). Section (B) states offerors are to include a cover sheet with each document that is marked with the offeror's company name/logo; however the note specifies not to include company name or logo in the Technical / Management Section of the proposal, i.e. Part I. Will the Government please clarify whether Offerors are to include its company name and logo on Part I Technical / Management Section cover sheet? If there is no company name or logo on Part I Technical cover sheet then how is the Gov’t supposed to attribute the correct Part I Technical to the correct Offeror?
Answer: Please provide a coversheet as instructed; the Government will remove the coversheet prior to the source selection team reviewing. The company name, its initials or logo should not be within the Technical/Management Section of the proposal.
16. Question: Addendum to 52.212-1 Instructions to Offerors-Commercial Items. Jul 2021 52.212-1, Item (15), Part II Present/Past Performance, bullet 1. Will the Government please confirm contracts started after 01 December 2018 are acceptable to submit?
Answer: Yes, in accordance with Item (15) Part II, Recent is defined as a contract currently on-going or started after 01 December 2018.
17. Question: Addendum to 52.212-1 Instructions to Offerors-Commercial Items. Jul 2021 52.212-1, Item (15), Part II Present/Past Performance, Section (i). Section (i) states that the offeror should "Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with the offeror's overall job performance and quality of the offeror's completed contract services." Surveys, CPARS documents, and letters often take up multiple pages, and preclude the capability for the offeror to effectively describe their contract scope in text format. Will the Government please allow the backup documentation (letters, customer and independent surveys, CPARS, etc.) to be included in the Part II document as a non-page counted appendix?
Answer: Letters, metrics, customer and independent surveys which demonstrates customer satisfaction with the offeror's overall job performance and quality of the offeror's completed contract services for the same or similar type BTS contract, may be included, in addition to the six (6) pages, in Part II if they are 'Recent' per the definition in the solicitation. Please do not include CPAR documents above the six (6) pages, but instead reference the contract number & your cage code number and the Government will pull the report(s) from CPARS.
18. Question: Addendum to 52.212-1 Instructions to Offerors-Commercial Items. Jul 2021 52.212-1, Item (15), Part II Present/Past Performance, Section (ii) Section Two: Questionnaires. Will the Government please confirm that Section Two: Questionnaires are not to be submitted with Offeror’s proposal, but only sent to the Offeror’s customer (and subsequently returned directly to the Government by the Offeror's customer)?
Answer: That is correct. The questionnaires are not to be submitted with the offerors proposal. They are sent to the offeror's customer and returned directly to the government by the customer.
19. Question: Addendum to 52.212-1 Instructions to Offerors-Commercial Items. Jul 2021
(d) Offer expiration date. Proposals in response to this solicitation will be valid for the number of days specified on the solicitation cover sheet (unless a different period is proposed by the offeror). Solicitation cover sheet is silent as to the validity period. Will the Government please clarify what the number of validity days is requested for this solicitation?
Answer: With the anticipated contract start date of 01 October 2022 and any possible delay, the offer's proposal must be valid through 01 September 2022. Comment by MOODY, JOSHUA D SSgt USAF AETC 49 CONS/PKA: Will 01 September suffice for an offer expiration? I know we are planning to award in July, I just wanted to be on the safe side.
20. Question: Attachment 1 BTS PWS. 1.2.8 Key Personnel Listing. Will the Government please confirm how many technicians currently support the switch and how many technicians perform ISP/OSP duties?
Answer: This is a performance based contract and it is up to the Offeror to make that determination based on the information within the PWS.
21. Question: Attachment 1 BTS PWS. Appendix 5.2. Will the Government please confirm if any air blown fiber optic cable was used across Holloman AFB, and is that the standard cable used for OSP cable?
Answer: Yes, there is air blown fiber optic cable on Holloman, and No, it is not the standard. Holloman AFB currently utilizes conventional underground cable placement. Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: Yes, but there hasn’t been a requirement for it. Holloman AFB currently utilizes conventional underground cable placement
22. Question: Attachment 4 PIRRM. Tab 3, Manpower & NPP Cost. Will the Government please confirm how often PID 9004-9008 is used on work orders? Also, does the Government intend on the Contractor to provide a backhoe or trencher based on these labor categories?
Answer: Yes, as stated in PWS 1.1, "The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services, unless specified in this contract as Government Furnished Property (GFP)/Government Furnished Equipment (GFE) and Government Furnished Material (GFM)."
NOTE: It is noticed that Attachment 4, PIRRM, Tab 3, Manpower & NPP Cost, misworded the language at the bottom of the tab, to include the BASE YEAR SCA WD reference. The PIRRM will be updated in an amendment with the following: Comment by SALLY ROBERTS: ADMENDMENT
1. Each SCA sentence should read: "Unit pricing for SCA PID#s 9002 - 9005 should be obtained via Wage Determination 2015-5455, …"
2. Each DB sentence should read: "Unit pricing for DBA PID#s 9007 - 9008 should be was obtained via Wage Determination NM20210025, …"
3. The SCA BASE YEAR sentence is changed FROM: Unit pricing for SCA PID#s 9002 - 9005 was obtained via Wage Determination 2015-5455, Rev. 17, dated 10/20/2021.
TO: Unit pricing for SCA PID#s 9002 - 9005 was obtained via Wage Determination 2015-5455, Rev. 18, dated 10/20/2021.
23. Question: Attachment 4 PIRRM. Tab 3, Manpower & NPP Cost. What is the average annual issuance of Davis-Bacon Act (DBA) work orders?
Answer: For the past five (5) years, there has been zero (0) DBA work orders. Attachment 4 PIRRM, Tab 3 has been updated (will be issued via amendment) with this information to include why DBA is kept on contract.
24. Question: Attachment 1 BTS PWS. 1.2.7 Personnel. Does the Government intend to incorporate IAT II requirements such as Security+ certification during the lifecycle of this contract?
Answer: No, the government does not intend to incorporate IAT II requirements during the lifecycle of this contract. Currently only Level I Antiterrorism Awareness Training is required per PWS 1.7. Comment by MOODY, JOSHUA D SSgt USAF AETC 49 CONS/PKA: Ms. Sally, I’m answering under the presumption that we are not incorporating what was stated in the question. Again, nothing in the PWS clarifying this.
25. Question: Attachment 1 BTS PWS. 4.2.21 NACI. Does this contract require a DD254 or secret clearance? It did not appear to be specified.
Answer: No, this contract does not require a DD254 or secret clearance. Comment by MOODY, JOSHUA D SSgt USAF AETC 49 CONS/PKA: Ms. Sally, I could not find any specifics in the PWS. Comment by SALLY ROBERTS: That's correct.
26. Question: Attachment 1 BTS PWS. Appendix 5.2. Are there any transition plans for the Avaya 8700 to Aura during this contract?
Answer: Yes, transition plans for the Avaya 8700 to Aura is currently planned for sometime this summer (2022). The Avaya CM-6 will be getting upgraded to CM-8 and is currently going through the approval/planning process. Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: The Avaya CM-6 will be getting upgraded to CM-8. It is currently going through the approval/planning process.
27. Question: Attachment 4 PIRRM. Tab 1, A&B Cost. To eliminate any confusion with converting feet to meters, would the government consider updating all fiber optic cable PIDS to FT rather than MR?
Answer: The use of FT and MR is based on how the item is listed per the supplier and FT is consistence with installation. Therefore, no, the PIRRM will not be converting feet to meters. Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: Concur
28. Question: Released Solicitation. Factor 5 Evaluation. P.42. Would the Government accept a detailed equipment and vehicle listing as an Appendix and not counted toward page count limitations?
Answer: No, the government will count the requirements in Factor 5 of the evaluation towards the 30 page proposal limit. Comment by MOODY, JOSHUA D SSgt USAF AETC 49 CONS/PKA: Ms. Sally, I’m assuming since this isn’t an attachment, it will be part of the 30 page proposal limit. Comment by SALLY ROBERTS: correct
29. Question: Will the Government please confirm (or deny) whether Executive Order 14026 Minimum Wage applies to this effort and if yes, to indicate that all labor positions submitted must be priced at least $15 an hour notwithstanding what’s indicated within the attached Wage Determination(s) (e.g., $13.39 for Laborer (23470)) or FAR 52.222-42 Statement of Equivalent Hires?
Answer: Yes, per page 21 of the solicitation under FAR 52.212-5, we have selected FAR 52.222-55, Minimum Wages for Contractor Workers Under Executive Order (EO) 14026 (Jan 2022). Review EO as it also answers your question.
30. Question: The acronym of “NMGRT” appears within Section B Pricing Schedule of the solicitation with the various CLINs / SLINs. Will the Gov’t please confirm if NMGRT means New Mexico Gross Receipts Tax as there are no provisions and or clauses within the solicitation alluding to such? If this is the New Mexico Gross Receipts Tax, does the Gov’t expect Offerors to apply said tax (6.3125%) upon the total value of the overall submission (i.e., services (labor) and Other Direct Costs)?
Answer: Yes, NMGRT refers to the New Mexico Gross Receipts Tax, currently at 6.3125%. Attachment 4, PIRRM, Tab 3 has been updated to clarify that no NMGRT should be included in the PIRRM. Comment by MOODY, JOSHUA D SSgt USAF AETC 49 CONS/PKA: Ms. Sally, is the NMGRT expected to be applied to the overall submission (CLINS 0001 and 0002 for O&M)? Comment by SALLY ROBERTS: Yes, but we do not need to tell them, they either know, or should look into.
31. Question: PWS Section 1.2.3 states, last sentence, “Contractor shall submit its Mission-Essential Contractor Services Plan (MECSP) with proposal.” Will Factor 6 (the MECSP) be considered a separate document and not included in the page count limitations of the Technical Proposal?
Answer: See Answer #4.
32. Question: Is past performance in regards to general facility maintenance considered relevant?
Answer: Past performance will be considered per the definition of 'Relevant' as defined in the solicitation, FAR Clause Addendum to 52.212-1, Instructions to Offerors, paragraph (b)(15)
33. Question: Are contractors authorized to use past performance with teaming partners?
Answer: Yes, past performance can be used with teaming partners; Also, see Answer #3.
34. Question: Is the BTS contractor responsible for all ground equipment (excavating, etc.)?
Answer: Yes, contractor is responsible for all ground equipment (excavating, etc.) Also see, Answer # 22. Comment by SALLY ROBERTS: Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: Concur
35. Question: How large of an area does the BTS contractor maintain?
Answer: Approximately the entire base. Land area is roughly 59,000 acres. Comment by CAMERON MCMULLEN: The entire base, approximately
36. Question: Is BTS contractor responsible for all Outside Plant (OSP) maintenance?
Answer: Yes. All Outside Plant, including underground (manhole, handhole, pull-boxes) copper and fiber optic cabling. All direct-buried cable, which includes cable distribution pedestal terminals (above ground distribution terminals). There is no direct-buried fiber optic cabling. There is copper-core cabling that’s direct-buried. Reference Performance Work Statement 5.8.3.4. Comment by SALLY ROBERTS: Rec'd from Mr. Rectenbaugh; please confirm. 37. Question: Is the area cabling air cored or gel filled?
Answer: Government is assuming reference of 'area cabling' is referring to the 'base area', in which the cabling is mostly gel filled and very little cable is air core filled. Comment by SALLY ROBERTS: Answers 37 through 47 – Rec'd from Mr. Telles, please concur or update. Comment by CAMERON MCMULLEN: Concur
38. Question: Is copper direct bury?
Answer: The majority of copper is in conduit, but there is some copper that is direct bury.
39. Question: Reference PWS Appendix 5, pg. 43, Outside Copper Cable Plant. Will the government provide a method of installation as opposed to the currently listed (300 prs, 700 prs, 2700 prs, etc.)?
Answer: Please reference the National Standards in the Performance Work Statement, section 5.8.2.3 and 5.8.2.4 Comment by CAMERON MCMULLEN: References in PWS 5.8.2.3 and 5.8.2.4
40. Question: Is Holloman AFB currently running single mode or multi-mode?
Answer: Holloman is currently running both: multi-mode for ISP and single-mode for OSP. Comment by CAMERON MCMULLEN: Concur
41. Question: Is the BTS contractor responsible for everything included in building 878?
Answer: No, contractor is no responsible for everything in building 878. Comment by CAMERON MCMULLEN: Concur
42. Question: Is the Communications Squadron Infrastructure Shop a mixture of military and contractors or entirely military?
Answer: The CS Infrastructure Shop is currently all military; after award of this contract, it will be mostly military and one contractor. Contractor will provide support of Fiber Optic Patching and Disconnect Services & Ethernet Patching and Disconnect Services in accordance with the Performance Work Statement sections 1.3.9 and 1.3.10 Comment by SALLY ROBERTS: TSgt McMullen – is this correct? Comment by CAMERON MCMULLEN: CS Infrastructure shop is all military. Contractor will provide support of Fiber Optic Patching and Disconnect Services & Ethernet Patching and Disconnect Services in accordance with PWS 1.3.9 & 1.3.10.
43. Question: Is the BTS contractor responsible for generator maintenance?
Answer: No, contractor is not responsible for generator maintenance. Comment by CAMERON MCMULLEN: Concur
44. Question: Is the BTS contractor responsible for the wireless maintenance?
Answer: No, contractor is not responsible for the wireless maintenance. Comment by CAMERON MCMULLEN: Concur
45. Question: Does the BTS contractor supply communications to base housing?
