Summary of Statement of Requirement for MSA Gate with Ballard

This Statement of Requirement (SOR) describes the full replacement of a vehicle slide gate system at the Munitions Storage Area (MSA) at Joint Base Langley-Eustis to restore compliant access-control capability for the 1st Munitions Squadron. The existing gate infrastructure has degraded beyond sustainable repair, causing operational delays and reliability issues that impact munitions movement and base security operations. The replacement system must deliver fully functional, compliant, and durable gate infrastructure that enhances security posture and reduces Civil Engineer maintenance burden while supporting continuous munitions accountability and sortie generation operations.

The contractor must furnish and install one new 7-foot tall dual-track aluminum-framed cantilever slide gate for a 24-foot opening with 9-gauge galvanized steel mesh fabric meeting Federal Specification RR-F-191-K, topped with a 45-degree outrigger supporting three strands of barbed wire for a cumulative 8-foot barrier height. Installation requires a new HySecurity HD30 heavy-duty chain-drive slide gate operator with minimum 1 foot-per-second opening speed, integrated 24V DC uninterruptible power supply with two 8Ah batteries providing 100 complete cycles or 24-hour standby operation, and a mechanical manual disconnect lever for emergency egress. The contractor must integrate two existing Linear AK-11 digital keypads, relocate the gooseneck reader pedestal, install weather-resistant safety photoelectric beams for entrapment protection, and test/reuse existing in-ground vehicle loops. All work must comply with UL 325, ASTM F2200, DAFMAN 31-108, DoDM 5100.76, UFC 4-022-03, and applicable explosives safety standards. The contractor is responsible for complete demolition and legal disposal of the existing gate and operator, maintaining daily worksite cleanliness, and providing a minimum one-year comprehensive workmanship warranty plus manufacturer's warranty transfer. An Emergency Repair Service Level Agreement requires contractor technicians to arrive on-site within five duty days and restore full gate automation functionality within seventy-two hours of arrival. Work hours are Monday through Friday, 0700 to 2300 Eastern Standard time, excluding federal holidays.

Statement of Requirement

(SOR)

“MSA Gate with Ballard” at

Joint Base Langley-Eustis

“Rev. 5, 22 September 2026”

1.0 Introduction

1.1 Mission: The primary mission of the 1st Munitions Squadron is to safely store, maintain, account for, and deliver munitions in direct support of Joint Base Langley-Eustis sortie generation and ACC operational taskings. Secure, reliable access to the Munitions Storage Area (MSA) is essential to maintaining positive control of the stockpile and enabling uninterrupted munitions movement, inspections, and accountability actions. Replacing the degraded MSA vehicle and personnel gates directly supports this mission by restoring compliant access-control capability, ensuring safe and timely entry for personnel and vehicles, and maintaining the integrity of the controlled area. The contractor is expected to deliver fully functional, compliant, and durable gate systems that enhance security, reduce operational delays, and support continuous mission execution.

1.2 Background: The Munitions Storage Area has served as the primary controlled-area for munitions storage and accountability operations for decades. Over time, both the vehicle and personnel gates have experienced structural degradation, mechanical failures, and wear beyond sustainable repair. These issues have resulted in repeated malfunctions, increased CE maintenance burden, and operational delays during daily munitions movement.

Historically, the gates have been patched through short-term fixes; however, the aging infrastructure no longer meets current physical security standards or reliability requirements. Replacing both gates is essential to maintaining controlled-area integrity, supporting safe munitions operations, and ensuring the squadron can meet wing-level sortie generation and readiness demands.

1.3 Scope: This requirement covers the full replacement of the MSA vehicle gate, including removal of existing infrastructure and installation of operator system. Work will support 1 MUNS, Security Forces, and Wing mission operations at Joint Base Langley-Eustis. Desired outcomes include restoring reliable, compliant access to the controlled area; improving security posture; reducing CE maintenance workload; and ensuring uninterrupted munitions movement in support of ACC taskings. The contractor will deliver high-quality, durable gate systems capable of withstanding daily operational use, environmental exposure, and long-term mission requirements.
