1. General Instructions
The purpose of these instructions is to prescribe the format of the RFQ and describe the approach for the development and presentation of the RFQ data. This is designed to ensure the essential information required for evaluation is submitted.
To ensure a timely and equitable evaluation, the vendor shall follow the instructions contained herein. The vendor is required to meet and address all the requirements included herein and must clearly identify any exception to the terms and conditions as well as provide complete accompanying rationale. The vendor’s response, when submitted, shall be comprehensive, complete, self-sufficient, and respond directly to the requirements of the RFQ.
Elaborate artwork, expensive paper/binding and expensive visual aids are neither necessary nor desired. The RFQ response shall consist of:
(1) Price Volume
Each quote must break down pricing. This shall be a separate document from technical capability. If asked, vendors shall provide one of the following upon request from the Government to determine price fair and reasonableness. Note, this is for illustrative purposes only and is not an exhaustive list.
a) Two (2) invoices for the same or similar parts sold to Government or commercial customers within the last five years
b) Published price list or catalog
c) Contract numbers for the same or similar items sold to Government agencies
(2) Technical Volume
Each quote must provide a detailed (unpriced) capabilities statement for review and acceptance by the government’s Technical POC. The technical capability portion of the quote should include (if applicable):
a) Lead time for each line item
b) Product Specifications & Installation Requirements IAW Section 3.0 of the SOR "Rev. 2, 28 August 2026"
Each quote must explicitly state the vendor’s ability or inability to meet the required delivery terms. If installation is required, the vendor must provide an installation schedule which falls within the parameters of the required delivery terms.

52.212-2 -- Evaluation -- Commercial Products and Commercial Services – Addendum
1. The Government will utilize comparative evaluations and will give preliminary consideration to all offers received in response to this solicitation. In giving preliminary consideration, the Government will identify readily discernible value indicators that fall within the parameters of price and technical capability to determine which quotes shall be evaluated.
2. The Government reserves the right to select an awardee that provides benefit to the Government that exceeds the minimum outlined standards but is not obligated to do so. Additionally, the Government is not bound to select an awardee whose quote may exceed the minimum requirement, but whose additional value or benefit is not deemed substantial enough by the Government evaluation team.
3. Likewise, the award decision is not limited to the quote that only meets the minimum requirements described in the technical factor and provides the lowest price. However, if no quotes received in response to the solicitation exceed the minimum criteria outlined in this provision as determined by the Government evaluation team, the Government intends to award a contract to the lowest priced offer that meets the requirements outlined herein and in the SOR, whose price can be determined both "fair and reasonable" and "realistic" by the Contracting Officer.
4. For the purposes of this evaluation, a vendor’s quote that is not consistent with market pricing (too high or too low) may reflect a lack of understanding of the contract requirement or displays an undue risk inherent in the vendor’s approach and may not be considered "realistic" unless the vendor can provide documentation showing their ability provide or meet the requirement. Offering an unrealistic price may exclude the offeror from further consideration for award. The Government is not required to ask for additional documentation pertaining to price or other factors and reserves the right to conduct interchanges of information with all, some, or none of the offerors at any time during the evaluation period if deemed in the best interests of the Government to do so.
5. The Government intends to evaluate quotes and award a contract without interchanges with vendors. Therefore, the vendor’s initial quote should contain their best terms. However, the Government reserves the right to conduct interchanges with all, some, or none of the vendors if it is determined to be in the best interest of the Government.
The Government may reject any or all quotes if such action is in the public interest, accept other than the lowest quote, and waive informalities and minor irregularities in quotes received. The contracting officer may request at any time the vendor submit information, other than the certified cost or pricing data, to the extent necessary for the contracting officer to determine the fairness, reasonableness, and realism of the price, as well as technical acceptability.
6. Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered, otherwise known as “Best Value.” The following factors will be used to evaluate offers:
Factor 1 – Price:
The vendor’s quote must provide unit pricing and total pricing for each CLIN, to include delivery/freight charges.
Whenever possible, price reasonableness will be based on competitive quotations which present realistic pricing.
Otherwise, the contracting officer will utilize the price analysis techniques found at RFO 15.404-1(b).
If the contracting officer determines the vendor provided insufficient information to determine the reasonableness of price, the contracting officer may request the vendor to submit information on—
(i) Prices paid for the same or similar items sold under different terms and conditions;
(ii) Prices paid for similar levels of work or effort on related products or services;
(iii) Prices paid for alternative solutions or approaches;
(iv) Other relevant information that can serve as the basis for determining the reasonableness of price.
If the contracting officer determines that the pricing information submitted above is not sufficient to determine the reasonableness of price, the contracting officer may request other information regarding the basis for price or cost, including uncertified cost or pricing data such as labor costs, material costs, and other direct and indirect costs.
Factor 2 – Technical:
The technical rating reflects the degree to which the vendor’s quote meets or does not meet the minimum requirements of the SOR and solicitation. The quote must clearly display a comprehensive understanding of these requirements. Technical proposals will be evaluated and assigned a rating of “Acceptable” or “Unacceptable.” To be eligible for award under this factor, the vendor is required to receive an “Acceptable” rating for all CLINs. All CLIN items are equal in importance regarding technical acceptance.
Table A-1: Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation and SOR.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation and
SOR.
