About this file
This is a Questions and Answers document for federal contract solicitation FA480026Q0114, MUNS MSA Gate, issued by the Department of the Air Force, Headquarters 633D Air Base Wing, Joint Base Langley-Eustis, Virginia, dated September 9, 2026.
The solicitation involves replacement and upgrade of a munitions storage area (MSA) gate system. Key requirements include: replacement of existing 4-inch Schedule 40 posts in concrete foundations (reuse if serviceable, replace if deficient); installation of a HySecurity HD30 gate operator or approved equivalent with a 24-foot post-to-post opening; integration of two existing Linear AK-11 keypads and in-ground loops with replacement if non-functional; installation of an electromagnetic lock and electrified trim on the pedestrian gate; and reuse of existing government infrastructure where serviceable, with new components furnished only as needed. An energized electrical circuit is available at the pedestrian gate location, with backup power ideally provided but chain-with-padlock security acceptable during power loss. The contractor shall assess the current condition of existing components as the subject matter expert. Quote deadlines are September 10, 2026 at 1600 EDT, with questions due by September 8, 2026 at 1600 EDT. Delivery can extend beyond the initial 45-day requirement with no fixed completion date, only a required funding date. The award method is Best Value. Applicable clauses include FAR 52.212-1, 52.212-2, and DFARS 252.232-7003 and 252.232-7006, with wage determination requirements applicable. Contractor and subcontractor personnel require vetting and access approval through Security Forces before escort into the Munitions Storage Area.

MEMORANDUM FOR: Offerors
SUBJECT: Questions and Responses
REFERENCE: FA480026Q0114, MUNS MSA Gate
1. The solicitation was published to SAM.gov at 10:45 EDT on 3 September 2026. It requires base-access requests by 10:00 on 3 September and holds the site visit at 14:00 the same day - so both had passed, or were unattainable, at the moment the notice became publicly available. Will the Government hold a second site visit, or in the alternative furnish photographs and condition data sufficient for offerors who could not attend to price the work? This affects Question 2 directly.
Upon review, the original solicitation posted on SAM.gov on 1 September included the scheduled date and time for the site visit. At this stage, the site visit deadline cannot be extended further. We appreciate your interest and look forward to future opportunities to work together.
2. SOR paragraphs 3.1.1.3 and 3.1.3.5 direct the contractor to inspect the existing 4" O.D. Schedule 40 posts and, if deficient, furnish and install new posts in concrete foundations; paragraph 3.1.2.1 similarly allows the operator pad to be "prepped and reused, or replaced if damaged." For a single fixed-price lot CLIN: Should offerors price replacement of all posts and the pad, or price reuse and handle replacement as a change order if the field inspection finds deficiency? Has the Government assessed the current condition, and can that assessment be shared?
We are not sure if the Government has assessed the current condition or if any such assessment exists.
We believed that a contractor would make that assessment as the SMEs.
3. Attachment 1 states quotes are due "1600 EST on 10 Sept 2026" and questions "8 Sept at 1600 EST." The SAM.gov offers-due field reads 4:00 PM EDT on 10 September. Eastern Time is on daylight saving in September, so the two differ by an hour. Please confirm the deadlines are 16:00 EDT.
Yes, 1600 EDT.
4. Attachment 1 states the RFQ "incorporates provisions and clauses by reference," but the only clauses provided are 52.212-1, 52.212-2, 252.232-7003 and 252.232-7006. The attachment titled "Combined Synopsis Solicitation.pdf" was removed from the notice on 3 September. Would the Government provide the complete list of applicable provisions and clauses - in particular confirming whether 52.212-4, 52.212-5, and 52.219-14 (Limitations on Subcontracting) apply, and the applicable percentage if so?
The Combined Synopsis Solicitation has now been added to SAM.gov.
5. No Service Contract Act or Davis-Bacon clause, and no wage determination, appears in the posted documents. Please confirm no wage determination applies to this effort.
Yes, wage determination applies. It should be attached to the solicitation.
6. Attachment 1, "Contractor Access to Department of the Air Force Installation Instructions," paragraph (d) reads: "the contractor shall comply with [insert any additional requirements to comply with AFI 31-101, Integrated Defense, and DODMAN 5200.02_AFMAN 16-1405, Air Force Personnel Security Program] citing the appropriate paragraphs as applicable." The requirement itself appears not to have been filled in. What vetting, background investigation, or escort requirements apply to contractor and subcontractor personnel working inside the Munitions Storage Area, and what is the typical processing time? This bears on the 45-day delivery schedule.
To our knowledge, Security Forces are the appropriate channel to gather information on requirements tel:(252)%20232-7003 tel:(252)%20232-7006
Defend The Base | Support The Fight | Invest In People to access the base. We only require contractors and subcontractors to be signed in by the MUNS escort at the MSA gate after they are vetted and given access to main base. We can send you the information for a pass, if needed.
7. SOR paragraph 3.1.2.1 specifies a HySecurity HD30 "or approved equivalent." Must an equivalent be approved before quote submission, or is it evaluated as part of the technical volume? If pre-approval is required, what is the process given the 8 September question cutoff?
No pre-approval is required.
8. The required delivery is 45 days ARO. Heavy-duty commercial gate operators and the specified security hardware frequently carry lead times approaching or exceeding that window. Will the Government consider a delivery schedule longer than 45 days ARO, and how will proposed lead time be evaluated under Factor 2?
Delivery can be outside of 45 days. There is no set required date of completion, just a required date for funding.
9. SOR paragraphs 3.1.4.1 and 3.1.4.4 require re-integration of the two existing Linear AK-11 keypads and testing/reuse of the existing in-ground loops. Has the Government confirmed these are currently functional? If testing shows them to be defective, is replacement within the scope of this CLIN?
Yes, replace if it doesn’t work.
10. Does the 4-page limit apply to the combined submission of both volumes, or to each volume separately? Are cover pages, tables of contents and signature pages included in the 4-page count, or excluded from it?
It doesn’t count if its combine. Tables, signature pages, etc. do count.
11. Please confirm that Attachment 1 is the sole governing solicitation, and that terms in the removed document
— including the Lowest Price Technically Acceptable award method and the 60-day quote validity — no longer apply.
Combined attachment has been updated to reflect Best Value.
12. Please confirm whether the Government requires a 26-foot clear opening as stated in the SOR, or whether the replacement gate should match the existing 24-foot post-to-post opening as measured on site. Confirmation will ensure all vendors quote a consistent gate size and overall cantilever length.
Post to post is 24’ and that will suffice. However, the current gate is ~36’ so there is a 12’ excess when shut. We will leave that up to the contractor to determine the length of the gate. Just assure it maintains security when closed.
13. Is an energized, code-compliant electrical circuit of adequate capacity currently available at the pedestrian gate location to serve the specified electromagnetic lock, electrified trim and keypad? If not, is the installation of a new circuit, including any required trenching, conduit and panel connection, within the contractor's scope of work? Does the Government require an independent backup power source for the pedestrian gate locking system under DoDM 5100.76, or is mechanical key or padlock security acceptable during a loss of AC power?
An electrical circuit of adequate capacity is available at the pedestrian gate location. Currently there is power to the turn-style to let people through from the gate shack. Ideally, we would like the backup power to also include the pedestrian gate, however if need be a chain with a padlock will suffice during a loss of power. Ideally, we would like the backup power to also include the pedestrian gate, however if need be a chain with a padlock will suffice during a loss of power.
14. Please confirm whether protective bollards at the reader pedestal are required by the Government. If so, please provide the required size, material, spacing and installation specifications.
We will not be installing ballards at this time, just moving the keypads to the opposite side of the road is all we require for now.
15. Please confirm that the “all items new” requirement applies to items newly furnished by the contractor, and that reuse of the existing Government infrastructure identified in the SOR does not render a quote technically unacceptable. With respect to the barbed wire outrigger on the replacement pedestrian walk gate at SOR will the Government accept reuse of the existing serviceable barbed wire, or is new barbed wire required?
SOR is saying to reuse as much infrastructure as possible. However, if something is deemed unserviceable during demo, then a new part will be needed. Reuse the barbed wire if it is still serviceable.
