About this file

This document is a Questions and Answers file for federal contract solicitation FA480026Q0057, a Boiler Replacement requirement at Langley Air Force Base issued on 5/19/2026.

The solicitation requires replacement of a Lochinvar FTX1000 boiler as a brand name mandatory requirement with no substitutions or technically equal alternatives permitted. Building blueprints and site condition drawings are available as attachments to the SAM.gov posting. The original delivery date of on or before 15 June 2026 has been extended to an estimated delivery date of 30 June 2026. Davis-Bacon prevailing wage requirements do not apply to this project; instead, the Service Contract Labor Standards exemption applies under FAR 52.222-48 (Deviation 2026-O0038), allowing contractors to certify that the boiler is a commercially sold item serviced using standard catalog prices and employee compensation plans. The Statement of Requirement document was added to the SAM.gov posting to address initial availability concerns.

Solicitation No. FA480026Q0057 Request Title: Boiler Replacement Date: 5/19/2026

Questions and Answers

1. We are reaching out to request the Statement of Need referenced in the RFQ, as it does not appear to be available on SAM.gov. The SAM.gov posting was amended to add Statement of Requirement document.

2. I am writing to request clarification regarding the applicability of Davis-Bacon (prevailing wage) requirements for Solicitation FA480026Q0057 – Boiler Replacement at Langley AFB. After reviewing the Statement of Requirement and associated amendment, I did not see a wage determination included and wanted to confirm whether Davis-Bacon wage rates apply to this project. Davis-Bacon is not applicable to this requirement. Please reference the Contract Terms and Conditions (T&C) in the RFQ, particularly 52.222-48 Exemption from Application of the Service Contract-Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Certification. (Deviation 2026-O0038) (Feb 2026). This T&C enables offerors to certify that maintenance, calibration, or repair of certain equipment (e.g., commercial items) is exempt from the Service Contract Labor Standards (SCLS). By certifying that equipment is sold commercially and serviced using standard catalog prices and employee compensation plans, the contractor avoids the application of SCLS.

3. Could you please confirm whether Davis-Bacon wage rates (prevailing wage) apply to this requirement? Confirming that Davis-Bacon wage rates are not applicable to this requirement. Please see answer for Question No. 2.

4. Could you please confirm if the Government will consider technically equal alternatives from other manufacturers, or is this a Brand Name Mandatory requirement? Confirming this is brand name requirement, with no substitutions.

5. Can you please confirm whether technically equal alternative boilers will be accepted for this requirement, or if the Lochinvar FTX1000 is an exact brand/model requirement only? Confirming this is brand name requirement, with no substitutions.

6. Would you have access to any building drawings and/or pictures of the site’s current conditions? The blueprints were posted as an attachment to the SAM.gov posting.

7. Based on the lead time, we may not be able to meet the timeline. Can the delivery date be adjusted? Yes, changing the delivery date from on or before 15 June 2026 to an estimated delivery date of 30 June 2026.
