About this file
This is a Questions and Answers document for Air Force Solicitation FA480026Q0057, a Boiler Replacement project at Langley Air Force Base, dated May 1, 2026.
The document addresses three inquiries regarding the availability of solicitation documents and the applicability of prevailing wage requirements. In response to the first question, the government clarified that the SAM.gov posting was amended to include the Statement of Requirement document. Regarding the second and third questions, which both addressed Davis-Bacon (prevailing wage) applicability, the government confirmed that Davis-Bacon wage rates do not apply to this requirement. Instead, offerors may rely on Contract Terms and Conditions clause 52.222-48 (Exemption from Application of the Service Contract-Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Certification), which is included as Deviation 2026-O0038 (February 2026). This clause allows contractors to certify that maintenance, calibration, or repair of commercial equipment is exempt from Service Contract Labor Standards by demonstrating the equipment is sold commercially and serviced using standard catalog prices and employee compensation plans.

Solicitation No. FA480026Q0057 Request Title: Boiler Replacement Date: 5/1/2026
Questions and Answers
1. We are reaching out to request the Statement of Need referenced in the RFQ, as it does not appear to be available on SAM.gov. The SAM.gov posting was amended to add Statement of Requirement document.
2. I am writing to request clarification regarding the applicability of Davis-Bacon (prevailing wage) requirements for Solicitation FA480026Q0057 – Boiler Replacement at Langley AFB. After reviewing the Statement of Requirement and associated amendment, I did not see a wage determination included and wanted to confirm whether Davis-Bacon wage rates apply to this project. Davis-Bacon is not applicable to this requirement. Please reference the Contract Terms and Conditions (T&C) in the RFQ, particularly 52.222-48 Exemption from Application of the Service Contract-Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Certification. (Deviation 2026-O0038) (Feb 2026). This T&C enables offerors to certify that maintenance, calibration, or repair of certain equipment (e.g., commercial items) is exempt from the Service Contract Labor Standards (SCLS). By certifying that equipment is sold commercially and serviced using standard catalog prices and employee compensation plans, the contractor avoids the application of SCLS.
3. Could you please confirm whether Davis-Bacon wage rates (prevailing wage) apply to this requirement? Confirming that Davis-Bacon wage rates are not applicable to this requirement. Please see answer for Question No. 2.
