About this file

This is a Questions and Answers document for a Carpet Tile Installation contract opportunity. The document clarifies eight key points regarding scope, materials, and execution requirements. Room 243 is confirmed to be a conference room, not a kitchen; the actual kitchen is Room 241, and carpet tile installation is required throughout all demoed areas. The contractor bears full responsibility for replacing any missing or broken access floor pedestals, understructure components, and bolts to ensure a level floor, with the quote including a contingency percentage for bolt replacement costs; the Government will provide extra pedestals and tiles if needed. For damaged cove base during demolition, the contractor must supply matching dark gray/Charcoal thick vinyl cove base at 4.5" height, though the Government has a strip available for potential use and notes missing sections in the hallway. The Government will remove all IT infrastructure, and no internal electrical whip connections exist; modular walls separate offices but do not require contractor disconnection. Work must be phased to allow ongoing occupancy in the wings with minimal disruption to building operations, and the Government provides on-site staging locations for carpet materials and equipment.

Regarding pricing and materials, manufacturers may bundle adhesive with carpet tile systems, allowing contractors to quote CLIN 0002 as $0.00 or "Included" while capturing consolidated material costs under CLIN 0001 without penalty, as evaluation occurs on total price across all CLINs under this Lowest Price Technically Acceptable (LPTA) procurement structure. The quantity quoted under CLIN 0001 must include gross square footage consisting of the architectural takeoff (approximately 9,000 SF) plus a required 5% material waste allowance, with material costs passed through directly without markup. The Government does not release its Independent Government Cost Estimate (IGCE) or historical pricing from prior work to protect competitive integrity and the independence of cost evaluation.

Questions and Answers for “Carpet Tile Installation”

1. "Sheet A110 details Room 243 as a 'Kitchen' area. The SOR instructs the contractor to install carpet tiles throughout the demoed areas, explicitly including Room 243.

Can the Government confirm that carpet tile is the intended final flooring material for the Kitchen space (Room 243), or should a different resilient flooring material (e.g., LVT or VCT) be utilized there?"

Room 243 is not a kitchen. It is a conference room. The kitchen is room 241.

2. "If existing access floor pedestals, understructure components, or tile bolt holes are found to be stripped, broken, or structurally deficient upon removal of the old carpet, is the contractor responsible for furnishing and installing replacement pedestals and hardware, or is this requirement strictly limited to adjusting and tightening existing functional hardware? If replacement hardware is required, how should those unforeseen material costs be billed?

If anything is missing or broken the contractor is responsible for replacing it. There are currently missing bolts that need to be replaced to ensure the floor is level. It is the responsibility of the contractor to ensure the tiles are even to provide a level floor. The quote should include a certain percentage to cover the cost of bolts. Most of the issues with the floor being uneven are in the hallway. We have extra pedestals and tiles if those need to be replaced.

3. "During the demolition of the existing carpet, some portions of the existing cove base may be damaged due to aged adhesives or degradation. If sections of the existing cove base are deemed unsalvageable, is the contractor required to supply new matching cove base? If so, please provide the specification (height, material, color) for the existing cove base so that matching materials can be budgeted within

CLIN 0003."

The color is dark gray/Charcoal. It is a thick vinyl material; I am unsure of its specific name. The height is 4.5”. There are locations where parts of the cove base is missing in the hallway. I do have a strip of cove base that could be used.

4. "Does the furniture to be lifted or removed include modular systems furniture/cubicles with internal electrical and data whip connections routed through the raised access floor panels? If yes, will the Government disconnect all internal electrical and data links prior to the contractor lifting/moving the furniture, or is the contractor responsible for safing and disconnecting modular furniture power feeds?"

There are no internal electrical whip connections. All IT will be removed by the government. There are modular walls that separate offices.

5. "Will the Government allow the 2nd Floor D and C wings to be completely vacated during execution, or must the work be performed in a phased, multi-stage manner to maintain partial building operations? Furthermore, will the Government provide a secure on-site staging area or container space at Building 1302 for the storage of the Tier I carpet materials and installation equipment?"

The work must be phased as occupants will continue to work in the wings, but we can route occupants to other directions for minimal disruption. We do have locations for contractors to stage carpet and equipment.

6. "Some approved Tier I manufacturers bundle their proprietary pressure-sensitive adhesives or adhesive tabs directly with the carpet tile order, or price them as a consolidated system. If a selected Tier I manufacturer bundles the adhesive with the material, may the contractor quote $0.00 or 'Included' on CLIN 0002 and capture the full consolidated material cost under CLIN 0001, or must the adhesive cost be broken out line-by-line regardless of manufacturer packaging?"

Yes, you can determine the adhesive price separately if needed. However, if the selected Tier I manufacturer bundles the adhesive with the carpet tile system and you do not have a separate CLIN for adhesive, you will not be penalized. Under the RFO structure, the evaluation is based on the total price across all CLINs in this Lowest Price Technically Acceptable (LPTA) procurement. This means the contractor may list CLIN 0002 as $0.00 or “Included” when the adhesive is bundled, and capture the full consolidated material cost under CLIN 0001. In the end, all CLINs are evaluated together, so the total price will balance out regardless of how the manufacturer packages the adhesive.

7. "Per the AFFCC Carpet II instructions, material costs must be passed through directly without markup. Standard flooring practices require an additional 5% to 10% material waste factor for carpet tile cuts and attic stock. Should the quantity quoted under CLIN 0001 (Carpet Cost) reflect the exact net architectural takeoff square footage (approx. 9,000 SF), or should it include the gross manufacturer-recommended waste factor square footage?

The quantity quoted under CLIN 0001 (Carpet Cost) should include the gross square footage, which consists of the architectural takeoff (approximately 9,000 SF) plus the required 5% waste factor. The Statement of Requirement was revised to specify a 5% material waste allowance, and that percentage must be included in the quoted quantity. Since material costs must be passed through without markup, the contractor should calculate CLIN 0001 using the net square footage plus the 5% waste factor to ensure the total material requirement is accurately captured.

8. Does the government have an IGCE range it can share, or provide historical pricing from prior similar work at this location?

The Government does not release its Independent Government Cost Estimate (IGCE). As the name implies, the IGCE is an internal, independent assessment used solely for Government planning and evaluation purposes. For this reason, it is not shared with contractors. Historical pricing from prior work at this location is also not provided, as doing so could influence competition and compromise the independence of the Government’s cost evaluation.
