About this file

This is a Question and Answer Pool document for federal contract opportunity FA480026Q0014, an open market Request for Quote (RFQ) for 633 CEF Emergency Control Center (ECC) furniture. The document, current as of February 5, 2026, addresses vendor inquiries regarding procurement requirements, timelines, and technical specifications. All answers provided are intended to be reflected in the Statement of Requirement (SoR).

The solicitation requires Emergency Control Center furniture including five workstations with specific configurations: workstations 1, 2, and 3 are larger primary duty stations with four computers and multiple monitors each (2 rows x 3 columns), while workstations 4 and 5 are smaller alternate duty stations. All workstations must be height-adjustable with monitors in fixed positions. Each of workstations 1, 2, and 3 requires one 19-inch standalone rack to house a Motorola relay. The scope includes an island mapping table with two pull-out drawers (minimum 15-inch depth), a binder shelf for 12"x12" binders, and a 4x4 cubby unit for personal storage. Bids must include six DisplayPort monitor extension cables per workstation (30 total). The procurement is restricted to small businesses with active SAM.gov registrations under the applicable NAICS code. Quotes were due February 12, 2026 at 10:00 AM EST, with award anticipated by February 17, 2026. While 45-day delivery is the desired goal, contractors are encouraged to submit their best possible delivery schedule with any expedite costs listed separately. Award will be based on best value, with priority given to favorable delivery schedules. The resulting contract will be written as a purchase order, not a delivery order. Points of contact are Sharmayne Brown and AnnMarie Shields.

Question and Answer Pool

Contract Opportunity – 633 CEF ECC Furniture

Current as of 5 February 2026

All answers should be reflected in the Statement of Requirement (SoR)

1. In light of the current furlough of the Civilian support resources in procurement and likely elsewhere in the JBLE organizations supporting this project and the anticipated possible changes to the proposed configurations as a result of the responses to all questions submitted by all vendors (which would require updates to CAD drawings and parts lists/pricing), can we request an extension to the current due date and time to allow for the expected changes needed for a complete and accurate submission?

Answer: Quotes will now be due 12 February 2026 at 10:00 AM EST.

2. I’m currently preparing our bid for the upcoming project FA480026Q0014 IAW FAR 12.603 - 633 CEF Emergency Control Center (ECC) and wanted to confirm whether this requirement is being procured under a GSA Schedule.

Answer: No, this is not being procured via GSA. This is an open market RFQ and all information can be found on SAM.gov. Unless the contractor’s schedule terms restrict submitting schedule pricing for open market requirements, you can quote as you see fit. Please do understand however, regardless of how you choose to quote, if selected for award, the resulting contract will be written as a purchase order and not as a delivery order.

3. I understand that you may be getting snow this weekend. How much of a heads up will you be able to give us if it is cancelled, and how will you notify people planning on attending? Especially those driving in from out of town.

Answer: ONLY If the base is closed due to snow on Monday, 2 February 2026, the site visit will be canceled. The SAM.gov posting will be updated to announce the cancellation upon receipt of base closure notification and the new date will follow once established. The due date for quotes will be extended to align with the rescheduled site visit.

4. If there is a furlough, will there be a change to the required POC’s for this requirement.

Answer: Now that the furlough is over, Sharmayne Brown and AnnMarie Shields remain the

POCs for this requirement.

5. Is it a hard requirement to deliver 45 days ARO? Our lead times are currently running 12 weeks.

45 days would not be possible.

Answer: While a 45-day delivery is the desired goal, contractors are encouraged to submit a quote with their best possible delivery schedule, even if the lead times do not meet the requested timeline. If you can shorten your standard lead time, please include any associated expedite costs as a separate line item in your quote. Priority will be given to quotes with the most favorable delivery schedules, as the award will be made based on best value.

6. Do you know how many computers (and the form factor) that will need to be stored in each of the types of workstations (1&2, 3, 4&5)

Large form factor is approx.. 6.5”w x 15”d x 14”h Small form factor is approx.. 4”w x12’d x 12”h Micro form factor is approx.. 8”w x 8”d x 1.5”h

Answer: Each fire/supervisor console will need to house one NPIR laptop computer (w/dual screens), one VESTA 911 computer (dual screens to accommodate VESTA Maps), one Motorola radio Elite Dispatch MC 7500 console computer (single screen), and one MONACO D-21 Fire Alarm Reporting System (single screen) plus any other computer equipment required for a new automated voice dispatch alert/PA system such as Bryx.

Most systems we run are in the server room that is adjoined to the ECC.

From factor I’m not sure what that is, but I think you are referring to storage so I would more than likely say small.

7. We have been approached by several vendors bidding on this project. Does this need to go through a certain type of vendor – or can we respond directly to this bid as a manufacturer?

Answer: Yes, and yes. If your company currently has an ACTIVE SAM.gov registration and qualifies as a small business under the applicable NAICS code, you may provide a quote directly to CONS as the prime contractor. If you assist other quoters with their submission, they should also be active registered and qualify as a small business under the NAICS. Of course, you may assist anyone you choose and submit a quote yourself, but CONS will not accept quotes from companies outside those parameters.

8. Is there any reason that you are getting rid of your existing Xybix furniture?

Answer: we got rid the old Xybix furniture it was hard mounted to the facility so when we were removing for the room remodel it was damaged in the process.

9. The Spec calls out 25” as the lowest seated position and our stock standard is 28.5. We can accommodate the 25” height so let me know if this is hard spec. requirement (go no go) so we can be sure and work with the correct product line.

Answer: 28.5 is acceptable, my original thought when I was drafting up the statement was 25 being a minimum for leg clearance under the desk.

10. Can we quote open market pricing for items not on our GSA schedule? We do not have chairs, privacy paneling, or ergonomic keyboard trays and wrist rests on our GSA price lists.

Answer: The GSAeBuy! Request for Quote (RFQ) is invalid and should be disregarded. This is an OPEN MARKET requirement. Unless the contractor’s schedule terms restrict submitting schedule pricing for open market requirements, you can quote as you see fit. Please do understand however, regardless of how you choose to quote, if selected for award, the resulting contract will be written as a purchase order and not as a delivery order.

11. Do you know when this will be awarded? I see a project schedule is requested in one of the docs, to make sure we accommodate accurately I would need to know when to expect an award date or PO.

Answer: With quotes now due 12 February 2026, anticipate award to be made NLT 17 February 2026.

12. Is grounding required for each workstation? If so, is an R56-compliant grounding method required?

Answer: No, grounding is not going to be required.

13. Should the monitor array include a monitor focal depth adjustment platform? This feature allows users to adjust all monitors to their optimal focal depth simultaneously, including configurations with two vertical rows of monitors.

Answer: No, we require a fixed system for the monitors.

14. Should each workstation be a single-surface or dual-surface configuration? Please note that dual-surface workstations are most common in 24/7 mission-critical dispatch environments and allow independent height adjustment of the keyboard surface and monitor surface.

Answer: Please quote your best value solution. Workstations can be dual OR single surface. The mandatory requirement is for height adjustable capabilities.

15. Does any equipment at each workstation require a 19” rack mount, either within the computer cabinet or rack-mounted directly on the workstation?

Answer: Workstations 1, 2 and 3 are required to house a Motorola relay that is approx. 17” wide.

Please provide one 19” standalone rack per workstation a total of 3. We do not want to direct mount anything to the new furniture to maintain flexibility to move things around as needed.

16. Should bids include six (6) monitor extension cables per workstation (30 total) in the proposal? If so, please confirm the required connector types (e.g., HDMI, DisplayPort, etc.).

Answer: Yes, connection type will be DisplayPort.

17. Can you please elaborate on the specific verbiage or requirements bidders should include regarding how they will meet the project timeline when submitting their bid package?

Answer: While a 45-day delivery is the desired goal, contractors are encouraged to submit a quote with their best possible delivery schedule, even if the lead times do not meet the requested timeline. If you can shorten your standard lead time, please include any associated expedite costs as a separate line item in your quote. Priority will be given to quotes with the most favorable delivery schedules, as the award will be made based on best value. Quoters should include explicit verbiage relating to lead times and proposed installation schedule, which will illustrate their ability or inability to deliver and install within 45 days after receipt of award.

18. Our primary question/request is if your end user team could provide a complete list of the equipment planned to be housed in or on the console workstations defined in the requirements. Specifically, if you can provide all equipment at each operator position and where and how you would like it to be mounted or placed at each workstation. For example, it appears there are Motorola radio components that can be rack mounted. There are also HP mini PCs that your users may want to be placed on shelves and a radio control knob that looks like it would need to mounted underneath the work surface near each operator. In addition, we saw radio charging stations, which typically are just placed somewhere on the work surface near each operator for dispatch applications. So getting details about all equipment to be placed in or on the consoles for each station is important for Winsted to provide the proper mount, shelf or space to accommodate all items planned.

Answer: Each fire/supervisor console will need to house one NPIR laptop computer (w/dual screens), one VESTA 911 computer (dual screens to accommodate VESTA Maps), one Motorola radio Elite Dispatch MC 7500 console computer (single screen), and one MONACO D-21 Fire Alarm Reporting System (single screen) plus any other computer equipment required for a new automated voice dispatch alert/PA system such as Bryx. The Supervisor office will also have a separate tower computer that runs the camera systems

19. The second question is about storage for the mapping table. In the discussion yesterday, it seems there is a need for drawers to store maps as well as possibly some personal storage “cubbies” for the mapping table base. If you could specify how you would like that configured with drawers and open personal storage areas, that will allow us to design and propose a base section for that table that will provide for both types of storage needs.

Answer: On one end of the island, we propose the installation of two pull-out drawers. The width of these drawers will be determined by the island's overall dimensions. To ensure functionality, we recommend a minimum drawer depth of 15 inches. However, this specification is flexible and can be adjusted to maintain comfortable seating and allow the island to be used as a dining or work surface. The opposite end of the island will be dedicated to storage and organization. This area will feature:

Binder Shelf: A shelf designed to accommodate 12"x12" binders, with its width also being dictated by the island's dimensions.

Cubby Unit: A 4x4 cubby unit, ideal for the storage of personal items, lunch boxes, or small coolers.

This design aims to maximize both utility and accessibility for the operator.

20. After verifying dimensions yesterday, it looks like the west wall length is not sufficient to allow WS4 and WS5 to face west. Would it be possible to rotate WS4 and WS5 to face south instead, with a panel wall divider separating them from WS1 and WS2?

Answer: Yes, workstations 4 & 5 must be situated together and can be placed to face West (as originally requested), South (on the same wall as workstations 1 & 2), or a combination of both situated in the corner. Please note the following factors:

i. There shall be NO reduction in the size of workstations 1 & 2 to accommodate stations 4 & 5.

ii. Workstations 4 & 5 MUST BE smaller than workstations 1 & 2 as these are alternate duty stations and will not be for daily use.

iii. There must be a panel wall divider between workstations 1 & 2 and workstations 3 & 4.

iv. Workstations 4 & 5 must still be height adjustable.

v. The monitor configuration must remain as originally requested with 2 rows and 3 columns – See configuration chart below. No alternate configurations will be accepted
