PERFORMANCE WORK STATEMENT

FOR

DELIVERY, SETUP, AND REMOVAL OF

PORT-A-POTTY, LATRINE TRAILERS AND HANDWASHING STATION RENTALS

FOR LANGLEY AFB AIRSHOW 2025

PERFORMANCE WORK STATEMENT LANGLEY AFB, VA

AIR SHOW PORT-A-POTTY, LATRINE TRAILERS AND HANDWASHING STATION RENTAL

1.0 SCOPE OF WORK: This agreement is for Port-A-Potty’s, Latrine trailers and handwashing stations rentals from 24 - 27 April 2025. It is to include delivery, setup, tear down and removal of all rented assets. Teardown and removal of Port-a-Potty’s, latrine trailers and handwashing stations could start as early as 1900 on 27 April but must be completed by 28 April 2025. The contractor is to provide these services in a manner that will ensure the safety and general wellbeing of Airshow attendees. The contractor shall provide all personnel, equipment, tools, materials, supervision, licenses, quality control, and other items and services necessary to complete this contract. Contractor shall comply with all federal, state, and local laws and regulations.

2.0 HOURS OF OPERATION: All Port-A-Potty’s, latrine trailers and handwashing stations will be delivered and installed at predetermined locations at Langley AFB on approximately 24 April 2025 between the hours of 0700 and 1900. Following the event, the Port-A-Potty’s, trailers and handwashing stations will be removed between the hours of 0700 and 1900 28 April 2025.

3.0 LOCATION: All work on this contract shall be performed on Langley AFB, VA 23665.

4.0 DESCRIPTION OF WORK: In support of Langley AFB Airshow 2025, event Port-A-Potty’s, latrine trailers and handwashing stations will be delivered to and installed at pre-designated locations on the airshow flight line (concrete surface) on 24 April 2025. Following the Airshow event, all Port-A-Potty’s, handwashing stations and associated appurtenances will be disassembled and removed by 28 April 2025. The equipment used and the method for anchoring Port-A-Potty’s and handwashing stations for setup must not damage the airfield or taxiways in any manner. Any weighted anchoring system used by the contractor for the Port-A-Potty and handwashing station setup must be of proper design and weight to maintain the integrity of the Port-A-Potty’s and handwashing stations in heavy wind conditions. Any anchoring systems used must be covered to provide a professional appearance. Any damage to the airfield or taxiways will be repaired at the expense of the contractor. It is the contractor’s responsibility to ensure all agreed upon assets are serviceable for the duration of the airshow. See the deliverables table below with sizes/types of Port-A-Potty’s and handwashing stations requested.

Note: A map will be provided showing where to setup the Port-A-Potty’s, Latrine trailers and hand washing stations.

5.0 EQUIPMENT: The contractor shall provide all equipment and supplies required to complete the work. Expendable items provided to the contractor by the Government due to poor planning of stock will be reimbursed to the Government by means of a deduction in the final billing using local market value. The Government reserves the right to deduct all costs associated with those units deemed nonfunctional during the Langley AFB Airshow 2025.

7.0 VEHICLES: The contractor shall provide all vehicles necessary to complete this contract. The contractor shall be able to transport all equipment, materials, supplies, and personnel to and from the job site to perform the required services.

8.0 WORKING CONDITIONS: The contractor shall comply with all federal, state, and local laws pertaining to safety and fire codes.

9.0 CONTRACTOR EMPLOYEES: The contractor’s foreman or representative(s) shall present a neat appearance and shall have the capability of speaking and understanding the English language. The Contractor shall identify an employee who has the authority to act on all contractual matters. The employee shall be present and available to be contacted by cellular telephone during the performance of delivery, setup, breakdown and return of the tents. The Contractor shall not employ persons for work on this contract who are identified to the Contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

10.0 SPECIAL REQUIREMENTS: N/A

11.0 BASE SECURITY REQUIREMENTS. The Contractor’s employees, performing Port-A-Potty and handwashing station services within secured areas at Langley AFB, shall be escorted by base personnel. Vehicle registration, proof of insurance, and a valid driver's license must be presented for all vehicles to enter Langley AFB commercial gate and will be escorted from the commercial gate by base personnel to drop off and pickup locations. The Contractor shall make sure all employees have the required training, certifications and comply with all federal, state, and local environmental requirements and/or laws.

12.0 SAFETY. The Contractor shall conform to all safety regulations to include but not limited to the Occupational Safety and Health Administration (OSHA).
