About this file

This is a Q&A document for a Port-A-John services contract at the 2025 Joint Base Langley-Eustis (JBLE) Air Show for the Department of the Air Force Air Combat Command. The questions clarify specifications for 32' three-stall restroom trailers that must include water tanks sufficient for daily use. The government will provide and fuel generators for power. The contract includes PJ III wash stands (handwash stations), and requires one service per day either before or after each event, with contractors needing to remain on-site throughout the event to restock supplies. Previous contractors positioned trucks at each bank of port-a-johns due to pedestrian traffic limitations.

The solicitation (FA4800-25-Q-A035) will be awarded on a lowest price technically acceptable basis under NAICS 562991. Vendors are not required to have this NAICS code in their SAM profile but must certify if they qualify as a small business under the $9.0 million size standard if the code is not listed in their profile.

Text version

Can you provide more specifications on the 32' trailers?

They are 3 stall trailers with water tanks large enough to last through each day of the event, power will be provided.

1. Will electricity be available for the restroom trailers? Or will we need to provide generators?

Yes, generators will be provided by the government.

0. If we need to provide generators-- would the Government be able to fuel them as needed?

N/A Government is taking care of the generators

1. Does "PJ III Wash Stand" refer to handwash stations? I am not familiar with that terminology.

Yes, handwash stations.

1. Can you confirm that you require only 1 service for all units during the duration of the Air Show?

Yes, only 1 service will be required either before or after each day’s event. Contractor is required to be on site to restock paper products and/or soap throughout each day’s event. Previous contractors staged one truck at each bank of port-a-johns throughout event due to pedestrians making it difficult to drive trucks between staging areas.

2. Can you confirm that this service would be after the show concludes on 4/26?

Service shall be before or after event start time, specified times will be solidified prior to event start dates.
