SUMMARY OF CHANGES

Amendment required to provide Government Answers to Bidder Questions, extend the bid due date, Block 14 (Description of Amendment/Modification):

incorporate Pre-Bid Site Visit Sign-In Sheet and Revised Drawing Sheets, and clarify the requirement that bidders shall provide a fully completed AF Form 3052, Construction Cost Estimate Breakdown, in accordance with Solicitation Section L, Paragraph L-1.1.

a. Government Answers to Bidder Questions are hereby incorporated into this solicitation as "Attachment 8 - Bidder Questions and Government Answers."

b. Bid due date is hereby extended from 21 August 2025 to 26 August 2025 at 2:00p.m. E.T.

c. The Pre-Bid Site Visit Sign-In Sheet is hereby incorporated into this solicitation as "Attachment 9 - Pre-Bid Site Visit Sign-In Sheet."

d. Revised Drawing Sheets A-201-A and A-202-A are hereby incorporated into this solicitation as "Attachment 10 - Revised Drawing Sheets A-201-A and A-202- A."

e. Section L, Paragraph L-1.1. is hereby changed from:

L-1. GENERAL INSTRUCTIONS.

L-1.1. Notice To Offeror(s). Section L of the IFB provides general guidance for preparing bids and content of the required data/information. Bids must include all data/information requested in the IFB. Bidders shall submit one hardbound, tabbed original and one hardbound, tabbed copy containing the: (1) Fully completed Standard Form (SF) 1442, Solicitation, Offer, and Award; (2) Detailed, accurate, and itemized Attachment 6 - AF Form 3052, Construction Cost Estimate Breakdown, to include all applicable divisions, sub-divisions, and work elements/line items, which shall be specific and comprehensive; and (3) Responsibility Evaluation Factors that fully address the evaluation factors noted in L-3.1. through L-3.6. of this section.

L-1.2. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of bids. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a bidder for any proposal preparation costs.

L-1.3. Award will be made to the responsible bidder whose bid is responsive to the terms of the invitation for bids (IFB) and is most advantageous to the Government, considering only price and the price-related factors included in the invitation.

L-1.4. Bid pricing in response to this solicitation shall be valid through 31 December 2025.

L-1.5. Bidders shall note overall bid amount in Block 17, Page 2 of the SF 1442.

L-1.6. Bidders shall acknowledge awareness of all amendments to the solicitation by signing and dating Block 19, Page 2 of the SF 1442.

L-1.7. Bids will be evaluated without discussions. Therefore, bidders are advised that taking exception to any requirements specified in this solicitation will result in the Government rejecting the bid. Clarification of Government requirements shall be handled by submitting questions/recommendations prior to submission of bids.

While bidders may propose exceptions to the solicitation requirements, the Government is not obligated to accept such bids. Any change to the requirement as a result of accepting an exception shall be reflected by amendment to the IFB before bids are due.

L-1.8. Complete the necessary fill-ins and certifications in all provisions/clauses throughout the solicitation. Failure to complete these items may result in the bidder being found non-responsive and/or non-responsible.

L-2. SUBMISSION OF BIDS.

L-2.1. All bids shall be mailed or hand delivered (no electronic bids will be accepted) to the following issuing office as specified in Block13(a) of the SF 1442. If bids are to be hand delivered, bidders shall send an email to adrian.galvis@us.af.mil and callie.compton@us.af.mil to schedule delivery. Please mark all packages as follows:

L-3. RESPONSIBILITY REQUIREMENTS. To be determined responsible, the bidder must provide/demonstrate their ability to meet the following requirements.

L-3.1. Adequate Financial Resources. Provide a letter from the bidder's financial institution that addresses the financial health of the company to demonstrate that adequate financial resources are available to perform the contract.

L-3.2. Satisfactory Past Performance. Bidders shall have a satisfactory performance record. A bidder shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history.

L-3.3. Satisfactory Record of Integrity Business and Business Ethics.

L-3.4. Necessary Organization, Experience, Accounting & Operational Controls, and Technical Skills. The bidder's Project Manager shall have a minimum of five

(5) years of experience. The Superintendent shall have a minimum often (10) years of experience in the Superintendent role. The Quality Control Manager/Site Safety and Health Officer (QCM/SSHO) shall have a minimum of ten (10) years of experience in the field of construction.

L-3.5. Necessary Production, Construction, and Technical Equipment. Provide information as to how the bidder has sufficient resources, equipment, etc., or the ability to obtain it (e.g. equipment yard inventory, financial capability, subcontractors, etc.) to satisfactorily perform work under this project.

L-3.6. Be Otherwise Qualified and Eligible to Receive Award Under Applicable Laws and Regulations.
