About this file
This document is an Amendment (Number 0001) to an Invitation for Bid (IFB) for a construction project at Joint Base Langley-Eustis, Virginia. The project, titled "Repair Building Envelope, Facility 703" (Solicitation Number: FA480025B0006), involves extensive exterior repairs to a historic facility, including masonry work, precast stone panel repairs, waterproofing, and reconstruction of a screen wall. The government is seeking bids for comprehensive building envelope restoration, with specific requirements such as tuckpointing, concrete and limestone panel repairs, and potential tree removal. Bids are due on 26 August 2025 at 2:00 pm ET, and the project will be completed while the building remains fully occupied, with no specific phasing requirements.
The amendment provides detailed clarifications and guidance for bidders, including estimated quantities for various repair elements such as 800 square feet of broken brickwork, 600 square feet of cast-in-place concrete repairs, and 300 square feet of limestone panel repairs. Key stipulations include using copper gutters due to the facility's historic nature, protecting existing HVAC equipment, and potential tree replacement if removal is necessary. The government emphasizes that contractors should provide bids based on the contract documents, with flexibility for one person to potentially serve multiple roles (superintendent, safety officer, quality control manager) due to the project's relatively small scale and complexity.

Invitation For Bid (IFB) Joint Base Langley-Eustis
Solicitation Number: FA480025B0006
Amendment Number: 0001
18 August 2025
Issued By: 633d Contracting Squadron/PKB 14 Burrell Street, Building 67 Joint Base Langley Eustis (JBLE) - Langley, VA 23665
Points of Contacts: Callie Compton, callie.compton@us.af.mil; Adrian Galvis, adrian.galvis@us.af.mil
PROJECT NUMBER: MUHJ 25-4026
PROJECT TITLE: Repair Building Envelope, Facility 703
PURPOSE OF AMENDMENT: Provide Government Answers to Bidders’ Questions and incorporate Pre-Bid Site Visit Sign-In Sheet and Revised Drawing Sheets A-201-A and A-202- A, along with revised Section L, Paragraph L-1.1 of the solicitation.
SUBMISSION OF BIDS/BID OPENING: Bids for this project are due to the 633d Contracting Office on 26 August 2025 at 2:00 pm ET.
THE FOLLOWING QUESTIONS AND ANSWERS ARE HEREBY PROVIDED:
1. Limits of Tuckpointing – one of the project engineers mentioned at the meeting that the brick in the courtyard on the north elevation was not going to be tuckpointed. The drawings (A201) have a lighter shading for the recessed walkway walls and indicate that they are not to be tuckpointed. However, the remaining brick walls / columns have the heavier / darker shading which corresponds with the brick walls / surfaces that are called to be tuckpointing. Need clarification for which masonry walls / columns at the North entrance / courtyard are to be tuckpointed or excluded.
Answer: Disregard any answers provided at the pre-bid site visit. Refer to drawing sheet A-201 for the limits of repointing.
2. Precast Repairs – The drawings call to repair precast stone elements. They also call for either repair of small damage or replacement of larger repair areas. The drawings do not identify every repair on the building. In addition, the extent of the repairs, whether small or full replacement cannot be determined until the demo is performed. Need engineer to provide quantity (sf) of precast area to be patched and quantity of precast to be replaced in order to quantify bid.
Answer: For bidding purposes, assume repairing 600 square feet of the cast in-place concrete along the base of the facility. Also, assume repairing 300 square feet of the limestone panels on the rest of the façade. Furthermore, bidders shall include the unit cost per square foot for these specific work elements on the AF Form 3052, Attachment 6 of the solicitation.
mailto:callie.compton@us.af.mil
3. Precast Repairs – the drawings as indicated in RFI #2 point to / identify elements of the building to repair. However, the drawings refer to some parts as Precast, with possible need to replace, when in fact the elements are cast in place concrete and cannot be “replaced” like a precast lintel or sill. Please confirm that all foundation wall repairs are to just be patched as well as a quantity of concrete repairs to be included.
Answer: Plan on repairing (patching) 600 square feet of the cast-in-place concrete at the base of the exterior. The repair should match existing color, profile, and texture. Contractor to perform a test repair (in an inconspicuous spot) for approval.
4. Notes on the plans instruct to repair/replace damage or broken brick around the building. Since there are no specific locations on the plans of where these repairs are needed, these types of repairs must be field verified. For bidding purposes, is there an estimated unit quantity (sf) for the repairs that may be provided?
Answer: For bidding purposes, assume replacement of 800 square feet of broken brickwork.
Repair shall include removal of all existing abandoned in-place anchors and repair with matching color grout. Typical all surfaces. In addition, bidders shall include the unit cost per square foot for this specific work element on the AF Form 3052, Attachment 6 of the solicitation.
5. Are the decorative details below each of windows being cut and repointed? As we see it, the mortar is solid and in no need of repair. Since there are negligible signs of damage or recession of mortar in those areas should these areas be left as untouched history panels?
Answer: Contractor to plan on repairs to 50% of the decorative panels below the windows.
Repairs to include the removal of all previous epoxy repair material (typical all surfaces).
6. Notes on the plans instruct not to repoint mortar joints on the interior wall. Does this also apply to inward facing sides of the building such as columns, elevator tower?
Answer: Disregard any answers provided at the pre-bid site visit. Refer to drawing sheet A-201 for the limits of repointing.
7. Are the window sills in need of repairs to be replaced or repaired using Jahn historic restoration materials?
Answer: Consider all limestone windowsills to be out of the scope of this project.
8. Is there a quantity / sf for aggregate repairs around the base of the building. Will all of the bushes be removed to accommodate repairs?
Answer: For bidding purposes, assume repairing 600 square feet of the cast in-place concrete along the base of the facility. In addition, bidders shall include the unit cost per square foot for this specific work element on the AF Form 3052, Attachment 6 of the solicitation. Refer to drawing sheet CD-101 for the limits of Civil Demolition.
9. Are all minor cracks in stucco locations below windows to be skim coated?
Answer: The government is not tracking any stucco on Facility 703. Provide a bid as shown in the contract documents.
10. Will building be completely scaffold at the beginning of the project? Will the scaffold be enclosed to accommodate weather?
Answer: Building will be fully occupied during this phase of renovation. However, the government views this question as ‘means and methods’, and therefore up to the discretion of the contractor.
11. Are stone to brick locations to be cut and caulking put in place of mortar or are those locations remaining mortared together as original?
Answer: All masonry repair to meet specification, section 04 03 00 and 04 20 00.
12. Are repairs being made to the basement walls at locations of exposed rebar, abandon wall penetrations or cracks in the walls?
Answer: Yes, please see previous responses above.
13. In the Executive Summary and subsequent sections, there is mention of selective roof repair. On this topic, can more specifics be provided? (i.e., extent of damage, locations of and perhaps photos of damage)? In addition, what is the roof slope? As above “Selective roof repair.” Please clarify extent or provide areas of concern and scope.
Answer: Provide a bid for work as outlined in the contract documents.
14. Stairs are to be removed. Can you please provide measurements of metal stairs?
Answer: The Government is unsure of what this question is referring to. But the rear exterior stair removal is not in this project. If this is referring to something else, please provide a reference for further review.
15. Basement doors are not called out to be replaced, however they are in disrepair, rusted, with peeling paint. Please confirm these are not to be replaced.
Answer: Provide a bid for work as outlined in the contract documents.
16. Locations are provided for sewer or water, but would you please provide location of fire suppression riser as well as water main tie in point?
Answer: Provide a bid for work as outline in the Contract Documents. Refer to drawing, sheet
MP-101-A.
17. The sidewalks are noted and requested to be replaced. Please provide total linear feet.
Answer: Provide a bid for work as outlined in the contract documents. Se drawing, sheet CD- 101.
18. HAZMAT Report and associated drawings are included for reference only, can you please clarify whether the HAZMAT survey conducted as part of the design process includes identification of mold remediation, lead abatement, and removal?
Answer: Refer to the Design Analysis included within the contract documents for additional information and provide bid for work as outlined.
19. The building is to remain occupied and service to the building shall not be interrupted during construction. Question: How many phases does the government require?
Answer: Building will be fully occupied during this phase of renovation. The Government has no requirements for phasing the exterior repairs.
20. Please confirm whether a P6 Primavera schedule is specifically required for project 013217.00 20, or if we may utilize Microsoft Project for scheduling purposes.
Answer: A primavera schedule is not specifically required. However, a cost-loaded progress schedule with the critical path identified must be submitted for approval within the timeline specified in the Notice to Proceed.
21. The specification references three levels of Site Safety and Health Officer (SSHO) qualifications— Level I, II, and III—as well as the Alternate SSHO. However, the specification does not explicitly designate which level is required for this project. Please specify the level and is the SSHO to be onsite full-time?
Answer: Level II or higher shall be sufficient. The SSHO shall be present at all times that work is being completed.
22. Is the QCM required to be onsite full-time? Can any of the following positions serve as a dual role?
(i.e., Superintendent, Site Safety Officer or Quality Control Manager)
Answer: The QCM shall be present at all times that work is being completed. Due to the relatively small size and complexity of this project, one person may serve as all three positions, assuming that they meet all relevant requirements and qualifications.
23. Please verify if the document included with the bid package known of “Design Analysis” supersedes the plans?
Answer: No, the construction documents all hold the same weight. However, if there are any contradictory requirements between the different sections, bidders shall bid the more stringent of the two.
24. Please verify if the document included with the bid package known of “Design Analysis” supersedes the specification?
Answer: No, the construction documents all hold the same weight. However, if there are any contradictory requirements between the different sections, bidders shall bid the more stringent of the two.
25. Should any discrepancy arise between the Design Analysis and the plans, which one prevails? Should any discrepancy arise between the Design Analysis and the specifications, which one prevails?
Answer: No, the construction documents all hold the same weight. However, if there are any contradictory requirements between the different sections, bidders shall bid the more stringent of the two.
26. “All bids shall be mailed or hand delivered (no electronic bids will be accepted) to the following issuing office as specified in Block13(a) of the SF 1442. If bids are to be hand delivered, bidders shall send an email to adrian.galvis@us.af.mil and callie.compton@us.af.mil to schedule delivery.”
This project scope encompasses work from approximately 15 divisional trades—with most requiring subcontractor price proposal participation. Historically, most trade subcontractors do not submit their proposal to the Prime/General Contractor until 15 minutes before the specified bid/proposal submission time. This poses a challenge for the Prime/General Contractor when the final proposal must be printed and mailed or hand-delivered. Will the government consider accepting proposals via email, PIEE, or some other secure method?
Answer: Unfortunately, no electronic bids will be accepted. All bids for this requirement must be hand delivered or mailed to the 633d Contracting Squadron/PKB.
27. Please confirm that this form is to be submitted as a printed, hard-copy version and not as an electronic file?
Answer: Correct.
28. Given that the Prime/General Contractor won’t receive subcontractor bids/proposals until the last minute, would the Government consider allowing Attachment 6 to be submitted up to two hours after the official bid submission deadline, as a separate document?
Answer: No, bids must be received, in-full, by 26 August 2025 at 2:00 p.m. ET.
29. Does the ‘Construction Cost Estimate’ documents have to be completed and turned in with the bid? If so, please include full instructions and the excel file(s).
