SUBJECT: Government’s Response to Received Questions
REFERENCE: Solicitation Number FA480024R0004
1) In looking at the supplies or services and price or cost section of Standards Form 30, Item X0015
– LAFB GSA Access Fee .05% of the total contract and X030 FE-GSA Access Fee .05% of total contract value, we have the following question:
In looking at the answer to question 40 it appears that the contractor is required to pay .75% for GSA Fee (Contract Access Fee). Item X015 and X030 is asking us to price the fee at .05%. Should X015 and X030 ask us to price the fee at .75%? If not, where should we price the additional .70% in the price schedule to cover this fee not included in X015 and X030?
Government Response: The current GSA contract fee is .75% of the value for the total value of the base year and each option year. The contractor shall price the fee at .75% of the proposed value of every year on CLINs X015 and X030. The solicitation has been amendment to rename the CLINs X015 and X030 to: FE - GSA Access Fee .75% of total contract value.
2) In looking at question and answers, the government responded to numerous questions that “TRADOC paragraph and TRADOC Clin Structure will be removed from the PWS and bid schedule”. In reviewing Modification Number 0002, Item 1.1.9 - Training and Doctrine Command (TRADOC), Fort Eustis requirement was removed from the PWS Dated 12 December 2023. In looking at the revised standard form 1449 issued with P0002 it is asking us to price the paragraph that was removed, Item X028 - FE-TRADOC Lawn Maintenance Program (Refer to PWS para 1.1.9.) – 12 Acres that has been removed. Should we leave this blank when we fill out the bid schedule?
Governments Response: CLIN x028 is to be left blank as the TRADOC requirement has been removed. CLIN will be removed completely at contract award.
3) Reference is made to X008 – LAFB - Maintain and Trim Semi Improved Grounds at 4”-10”
Growing Season (Reference to PWS Paragraph 1.2 through 1.4) 82.5 Acres and X009 – LAFB - Maintain and Trim Semi Improved Grounds at 4”-10” Non-Growing Season (Reference to PWS Paragraph 1.2 through 1.24) 102 Acres. As this is requiring us to price the same area Semi Improved Grounds outlined in the PWS under paragraph 1.2 through 1.4 during the grow season and non-grow season we believe the acreage should be the same. If the acreage is not the same, what is the location of the added 19.50 acres to be maintained during the non-grow season as they are not depicted in the PWS or Maps? In looking at Appendix B – Grounds Description/Workload Estimates Item 8 – Semi-Improved Grounds Mowing at 4”-10” has an estimated quantity of 90 Acres. Can you please clarify the acreage difference between these 3 items?
Government Response: X008 and X009 shall price the for the same acreage of 90 acres. The amount of acreage performed is the same for non-growing season and growing season.

4) In looking at the Instructions, Conditions, & Notices to Offers or Quotes, 52.212-1, Instructions to
Offers Page 115, VOLUME I – PRICE VOLUME states “the offeror shall complete the schedule of supply and services contract line – item numbers (CLINS) of the solicitation by inserting the price elements (unit price and extended amount) for all firm fixed price (FFP) CLINS for the base year and all option years (schedule B). Offeror shall ensure all unit prices and extended Clin totals are rounded to the whole dollar amount.
Prices shall comply with SCA wage rates and other pertinent state, local and federal guidelines.
The contractor is responsible to verify total correctly. All unit prices shall be rounded to the nearest hundredth of a cent (i.e. $.01); rounding errors will not be accepted” We are requesting clarification as one section of this paragraph tells us to ensure all unit prices and extended Clin totals are rounded to the whole dollar. We are then told that all unit prices shall be rounded to the nearest hundredth of a cent. Please clarify which is correct?
Government Response: Amendment 0003 shall update VOLUME I - PRICE VOLUME as follows:
“The offeror shall complete the Schedule of Supplies and Services contract line-item numbers (CLINS) of the solicitation by inserting the price elements (unit price and extended amount) for all Firm Fixed Price (FFP) CLINS for Base Year and all Option Years (Schedule B). Offeror shall ensure all unit prices and extended CLIN totals are rounded to whole dollar amounts. Prices shall comply with all SCA wage rates and other pertinent state, local and federal guidelines. The contractor is responsible to verify totals calculated correctly. All unit prices shall be rounded to the whole dollar.”
5) In the Q & A document posted it states a plug number of $30,000 each for CLINs x014 and x028.
Please clarify as we believe this is an error in one of the CLINs referenced (x028).
Government Response: Special requirement CLINS are CLINS X014 and X029. A plug of 1 Lot at $30,000.00 shall be used for those CLINs.
