Combined 7 Building Demolition 18 May 2021 Site Visit
Questions and Answers
1. Please provide the updated asbestos report survey for all facilities in question. If a new report is not available, please provide the existing reports for reference will an estimated quantity of additional asbestos removal no shown in older reports such as “Demolish 4” asbestos wrapped pipe @ 5000LF X PRICE = Total” to compensate for any unforeseen conditions found onsite and to not extend the bid due date.
Please see asbestos surveys and TCLP reports for Bldgs. 814, 820, 2431, and 2802, which accompany these questions and answers.
I have the old asbestos survey reports, but I don’t want to confuse the building demolition contractors by providing old reports.
2. Please confirm the Government will disconnect all utilities 5’ out from the building and salvage any electrical equipment prior to the KTR taking possession of the facility for demolition.
CED Answer: Yes, the privatized utility companies will disconnect all utilities to at least 5’ out from each building, and normally to the next primary connection point.
Dominion Energy Virginia (DEV) will disconnect the electrical service and remove electrical equipment, transformers, and other DEV equipment. After award, the contractor will need to communicate with the CED Project Manager (PM) and Dominion Energy on a timeline that will give DEV enough time to completely remove DEV equipment in each building before demolition begins on that building.
2.1 At Bldgs. 814 & 820, DEV will remove the transformers (green electrical boxes), and conductors (Primary and secondary cable) to the MDP. The Contr. shall contact DEV to schedule the disconnect at least (6) weeks prior to the start of demolition of the bldg. The first (2) weeks will be used by DEV to schedule their work. There is extensive work to be done by DEV (about 4 weeks) to make B814 and B820 safe for demo. If the Contr. needs the Basement sump pump, or their own Basement pump, or their own equipment to be powered after requesting electrical service disconnection, they will need to provide their own generator, or contract with DEV for temporary electrical service.
- DEV will remove the poles and lights on the basketball court and around the building. Additionally, there are (3) poles that will be removed but need to be replaced after demolition is complete. The foundations for these (3) poles need to be protected during demolition.
2.2 At Bldg. 853, the light pole will stay in place. DEV will remove the wire to Bldg. 853 prior to the bldg.
demolition. Use care to not damage the light pole.
2.3 At Bldg. 877, DEV will disconnect the bldg., but leave the electrical panel / ground boxes in place.
When you contact Miss Utility, make sure that they have marked the underground electrical conduits before you demolish Bldg. 877. Do not damage the underground electrical conduits or the electrical panel / ground boxes.
2.4 Bldg. 2431 utilities: See Answer to Question 84.
2.5 Bldg. 2630 utilities: See Answer to Question 85.
2.6 Bldg. 2802 utilities: See Answer to Question 86.
Dominion Energy Virginia (DEV) Answer (Rob Williams): Some buildings need to keep the electric energized until the contractor is ready, sometime this is after the contractor takes ownership, Dominion needs to know what building can be de-energized in advance.
CED Answer (Michael Reilly, CED Project Manager): Bldgs. 814 and 820 need to keep the electric energized until the contractor is ready (See Answer to related Question 11 for more information). The other bldgs. can be de-energized in advance.
3. During the site visit the Government discussed new curb/gutter and parking lot concrete at facilities 820/814. Please provide a drawing with LF of areas that receive this new work so all bidders are bidding the same SOW.
CED Answer: Due to cost, CED has decided to “not” replace the parking lot pavement that is removed.
Remove as little concrete paving at the bldg. as reasonable, but due to the foundation demolition, some if it will need to be demolished. Make clean concrete paving cuts that do not cause confusion and danger to the users of the parking lot. See sketches below:
Bldg. 814
Bldg. 820
4. Please confirm if pilings are located on bldgs. 814 or 820 or provide as-builts depicting this information so all bidders are bidding the same SOW.
CED Answer: CED does not have piling drawings of Bldg. 814 & 820, but expects that pilings exist. For foundation drawings, see foundation drawings in the original construction drawings. See example column detail below from original construction drawings, Sheet 19.
5. Will concrete crushing be allowed onsite at buildings 814 and 820?
CED, Environmental Element, Michael Shaffer (MS) Answer: We have had concrete crushers on Fort Eustis before. They [the contractors] should have their own VDEQ Operating Permit and should be familiar with dust suppression. If regulations are followed I have no concerns with their use.
CED (MR) Answer: Per CED, Environmental Element, Michael Shaffer, the Contr. is permitted to crush concrete IAW the regulations. See JBLE EMP 4.4.6.16 “Environmental Special Conditions, Environmental Management Procedures”, which was just revised 26 Mar ’21 (disregard older versions). Note: EMP
4.4.6.16 §6.1.2 Dust states, “[If the project is likely to create dust emissions, the following requirement applies] Mitigation of fugitive dust emissions shall be accomplished in accordance with 9 VAC5-40-90, Standard for Fugitive Dust/Emissions.”
9 VAC5-40-90 may be found at the following web site:
https://law.lis.virginia.gov/admincode/title9/agency5/chapter40/section90/
EMP 4.4.6.16 (revised 26 Mar ’21) may be found at the following web site:
https://www.jble.af.mil/Portals/46/Documents/Eustis%20Environmental/EMPs/Misc%20EMPs/EMP%20 4_4_6_16%20Contracting%20Environmental%20Special%20Conditions%20-%20JBLE- Eustis.pdf?ver=5saynAugvG14P6nbW_r_6w%3d%3d .
All concrete, whether crushed or not, shall be moved off Base.
6. Please confirm Fencing is required around ALL demolition sites at ALL buildings. Is privacy fabric required as well where fencing is utilized?
CED Answer: Fencing is required around ALL demolition sites at ALL buildings.
If installation of the fence is not feasible at Bldg. 2802, due to the active train track, coordinate with CED for an alternative solution acceptable to the Contractor and CED. The Contractor may instead need to prepare an alternate fenced area for the storage of their tools and materials.
7. What equipment will Dominion Power be removing from buildings (Transformers, Light poles, wires)?
See DEV Answer to question 28.
8. When will Performance Work Statement be revised?
CED Answer: Along with these contractor questions, or immediately after.
9. Will the government provide as-builts for the 814 and 820 structures for determining concrete dimensions, footer depths and below grade structures?
CED Answer: Yes, the Government will provide as-built original construction drawings for Bldgs. 814, 820, & 2802, and the original construction drawings for Bldg. 2431. As-built drawings are not available for Bldgs. 853, 877, and 2630.
Caveat: The as-built original construction drawings are provided as a courtesy and may have errors or omissions. The Contr. is responsible to field verify plans and dimensions as needed.
10. Will utilities be air-gapped, cut and capped and verified during the utility isolation performed by “others”?
DEV Answer (Rob Williams): Dominion will de-energize and remove line side conductors, transformers, and primary conductors.
11. Please confirm that there will not be any energized lines or existing utilities that remain in place that the contractor will need to protect and at the very least be made aware of.
CED Answer: There will be no energized lines or existing utilities that remain in place. See additional scheduling information in CED Answer to Question 2.
12. Please confirm that all dry transformers and secondary electrical will be removed by others.
DEV Answer (Rob Williams): Any equipment down line of the MDP (or switchgear) belongs to the Government. Dominion will remove the Lineside conductors entering the MDP.
CED Answer: The demolition project Contr. will remove equipment that remains, after DEV removes the DEV equipment.
13. At the site tour it was discussed that asbestos surveys were available but were dated from 10 years ago, the state will require more recent asbestos surveys, if this is the case will the government perform this revised asbestos survey? If the government will not provide updated surveys, will the contractor be compensated to perform required updated surveys?
CED, Environmental Element, Michael Shaffer (MS) Answer: Agreed that past lead based paint and asbestos records are out of date and incomplete and a new survey should be updated to reflect current site conditions. The 800 block did have several buildings that the crawl spaces contained asbestos debris in the soil. Some crawl spaces were abated and some were not.
If asbestos surveys are completed and lead content is at the level to be disposed of as demolition debris there should be no issues.
An Asbestos Abatement Plan will be required to detail how the removal will take place and steps to be taken to protect the health and safety of the work force and maintain environmental standards.
All required state and federal environmental Air Quality and asbestos abatement notifications should be made by the Contractor to meet time requirements.
CED MR Answer: See CED Answer to Question 1.
14. During the site tour it was discussed that the contaminated soil below the decking and structure of building 877 would need to be removed, please provide details on the contamination and extent of this material. Please provide documentation of any process knowledge of spills or other sources of this contamination.
CED Answer: Bldg. 877 was constructed in 1985, and is not expected to contain asbestos or lead-based paint. CED is not aware of any contaminated soil below the decking or structure of Bldg. 877. I remember discussing the footings at Bldg. 877: I don’t have as-built drawings for Bldg. 877, so I don’t know anything about it’s footings. I expect that it does have footings.
15. Has the government performed a hazardous material/universal waste inventory for items that will be transported to building 1208 for subsequent disposal by the government? If so, please provide quantities.
CED Answer: No survey of hazardous material/universal waste has been performed, except for the Govt.
provided Asbestos / Lead TCLP Reports.
16. It was discussed at the site tour that concrete shall not be crushed onsite. Is this applicable to a dedicated crushing machine due to dust emissions or does the government expect demolition crews to size reduce buildings minimally for subsequent disposal?
See CED Answer to Question 5.
17. It was stated during the site tour that footings, piers and pedestals would be demolished and removed to a depth of eight (8) feet below their current location, does the government expect the demolition contractor to excavate eight (8) feet below grade or eight (8) feet below the structure’s lowest point?
CED Answer: Excavate to a depth of (8) feet below the grade outside the bldg., except at the Basement, excavate to a depth of (8) feet below the Basement finish floor.
18. It was discussed that an additional 2 basketball courts and one gazebo with slab were to be added to the scope, please confirm.
CED Answer: Yes, demo a total of (4) basketball courts and (2) gazebos. Leave (1) basketball court and
(1) gazebo at Bldg. 815 (see annotated aerial photo below).
Demo basketball courts (DEV will remove light poles)
Demo smoking gazebos (including conc. pads)
Demo basketball court` (DEV will remove light poles)
Do not demo basketball court and smoking gazebo near Bldg. 815
19. At structure 2802, are the rail lines active? Please provide any train schedule information. Does work around these tracks require a railroad inspector or flagman? Who owns this rail line?
CED Answer: Yes, the rail line is active. Coordinate work with CED Quality Assurance Inspector (QA), who will check with the Range Officer for the schedule of when trains may be using the track. The Contr. may need to provide a watch person, to notify their workers if a train is sighted.
20. Will the government provide a map of available fire hydrants for water (dust control) as well as any costs for water use via hydrant if applicable?
CED Answer: Yes, see drawings below, provided by American States Utility Services (ASUS), of fire hydrant locations. There are no fire hydrants near Bldgs. 877, 2630, and 2802.
There will be no water utility cost to the contractor. Use the water reasonably without wasting it.
“The contractor may attach to the nearest fire hydrants at each demolition site, if available. Priority use of the fire hydrants will be to provide water to fight fires. For using the water hydrants, the demolition contractor shall call American States Utility Services (ASUS) POC at 757-888-0484 prior to the first hydrant hookup at each site and they will come out to the site. The contractor shall use a backflow preventer that has been tested and certified by a licensed individual on all hydrant connections and the backflow preventer must be approved by ASUS and protected from freezing during winter months.”
Bldgs. 814 & 820 – ASUS drawing of nearby Fire Hydrants:
Fire Hydrant (typ.)
Bldg. 853:
There is a fire hydrant approx. 350 lf away, but it crosses the drive twice. Contr. may connect to the fire hydrant shown in the location drawing above. Note that the hose would need to cross (2) vehicular drives used by patrons of Bldg. 828. Do not create a situation in which vehicles or pedestrians are unable to utilize the drives safely. Provide warning cones and tape. The hose could potentially be run around Bldg. 828, but the run increases to approx. 600 lf.
Alternately, the Contr. may connect to the hose bib at Bldg. 828, if it is operable. The Contr. may need to provide a faucet connection to the hose bib. See photos below:
Bldg. 853 Bldg. 828 Hose Bib

68. Is it the intention of Base to stabilize the disturbed areas with grass or gravel? If grass, what is the required grass mix for this project?
CED Answer: Grass. See the PWS §2.8 Site Restoration, and EMP 4.4.6.16.
Please note: Per the EMP 4.4.6.16, §11.7, topsoil, backfill dirt, grass, hay/straw, and mulch cannot be imported onto JBLE-Eustis from any of the Virginia Imported Fire Ant Quarantine Areas. See following web link to see a map of the quarantine areas:
https://www.vdacs.virginia.gov/plant-industry-services-fire-ant-suppressioneand-eradication.shtml
69. Please provide clarification on the topsoil requirement and area grading. Given the shallow footprint of some slabs on grade confirm that over-excavation will not be required to place 4 inches of topsoil.
Confirm that topsoil is meant to be materials similar to the surrounding area.
CED Answer: New topsoil shall be IAW the PWS §2.8 Site Restoration. Per PWS §3.13.2, “As part of the submittal process for back-fill dirt and top soil dirt, contractor shall arrange a visit to the submitted sources of back-fill dirt and top soil dirt with the CED PM and the Environmental Element POC.”
In a past demolition project, a contractor simply laid topsoil over the existing grade, creating unnatural hills, which adversely affected site drainage and topography. In order to have 4” of topsoil and provide good drainage, you may need to excavate. If 4” of good topsoil is already present IAW the PWS §2.8 Site Restoration, and the completed site drains well, that may not be necessary. The sites will need to drain well.
70. Please confirm that laboratory analysis of waste stream materials will not be needed prior to disposal in the onsite landfills?
CED Answer: Onsite natural dirt and rocks returned to the same site will not need to be tested. JBLE does not have landfills.
71. Please issue the contractor sign in sheet from the site visit.
CED Answer: That is a question for Contracting.
72. Will the information discussed at the pre bid site visit be published on SAM.gov website?
CED Answer: That is a question for Contracting.
73. "Excavate and dispose of any contaminated soil from crawl space of building." Do we have any analytical on the soil contamination?
CED Answer: CED Answer: Yes. See CED Answer to Question 1, which will contain samples / reports from the crawl spaces of Bldgs. 814 & 820.
74. Is there any bid bond for this project?
CED Answer: That is a question for Contracting.
75. Can you provide an asbestos inspection report for the buildings to be demoed?
CED Answer: See CED Answer to Question 1.
76. In the location drawings for buildings 814 & 820 (PWS page 4 of 45) note says demolish & replace the parking lot. Do you want us to replace the parking lot? If yes, please send us the specs for that.
No; See CED Answer to question 3.
77. Can we backfill with demo aggregate materials?
CED Answer: No
78. Do you have the quantities for the removal of contaminated soil from the building 853?
CED Answer: Bldg. 853 does not have a crawl space. CED is not aware of any contaminated soil at Bldg.
853.
79. Do you have an engineer's estimate for the project? I am asking to make sure we are capable of bonding the project should we be awarded the project?
Contracting Answer: “The government DOES NOT provide estimates.” The contractors “are required to get bonds based on the amount of the proposal they submit.”
Questions from Pre-Bid Site Visit:
80. At Bldg. 853, who will demo the light pole and any electrical conduits from the light pole and Bldg.
853?
DEV Answer (Rob Williams): At Bldg. 853, the light pole will stay in place. DEV will remove the wire to Bldg. 853 prior to the bldg. demolition. Use care to not damage the light pole during demolition of the bldg..DEV will remove the light pole and it’s conductor going to Bldg. 853.
81. At Bldg. 853, who will demo the electrical panels and conduits.
CED Answer: The Demo Project Contr. will demo the electrical panels in Bldg. 853, and associated underground electrical conduit going to the panel box in the Bldg. 828 Mechanical Room.
82. At Bldg. 877, should electrical panels and conduit coming out of ground be demolished?
DEV Answer (Rob Williams): The Batting Cage electrical service (electrical panels and conduit coming out of the ground at Bldg. 877), will remain in place. Contact Miss Utility prior to demolition, and make sure that they have marked the underground conduits coming from this electrical service to the batting cage.
Use care to not damage this electrical service, the above ground electrical panels, or the underground conduits coming from it to the batting cage.
83. At Bldg. 877, should asphalt paving remnants near end of parking lot be demolished?
CED Answer: The PWS required the asphalt paving (with the picnic tables) just north of the parking lot to be demo’d. Demolition of this paving is deleted from the project, since the User needs this paving for small vehicles stored in Bldg. 866. Instead, demo the asphalt paving remnants that should have been demo’d in the previous project to demo Bldg. 876 (see aerial photo below).
Do not demolish asphalt paving on north side of Bldg. 866
Demolish this asphalt paving
84. Who will demo the electrical transformer and conductors going to Bldg. 2431.
DEV Answer (Rob Williams): DEV will remove the transformer and conductors going to Bldg. 2431. Note;
there will be extensive work on Dominion’s part to relocate this service, and they will need at least two months to have this building ready for demo. This will need to be highlighted as soon as the demolition contract has been awarded.
85. Should the demo project remove the (2) electrical poles at Bldg. 2630?
DEV Answer (Rob Williams): Yes; the (2) poles associated with this building are not property of DEV, and will need to be removed by the demo project Contr. DEV will remove the electric service coming to B2630.
86. Is there power going to Bldg. 2802.
DEV Answer (Rob Williams): No DEV equipment feeds this bldg.
