1.0. SCOPE OF WORK. The contractor shall provide all management, transportation, tools, supplies, equipment, labor, testing and supervision to perform field investigations, vehicles and equipment necessary to perform services on Joint Base Langley-Eustis (JBLE), Virginia (VA) in a manner that shall ensure continuous and reliable service. The contractor shall demolish seven

(7) buildings (814, 820, 853, 877, 2431, 2630, and 2802) on Fort Eustis, Virginia. All work shall be performed in accordance with attached drawings, specifications, and all applicable laws, regulations, standards and commercial practices as described in the performance work statement with the focus on safety and customer service. Additional work that is not listed but may be required to accomplish the desired results is inclusive in this project scope. The contractor shall submit with their proposal the estimated Period of Performance, NOT TO EXCEED 12 Months, required to demolish all 7 buildings.

2.0. DESCRIPTION OF SERVICES.

The contractor shall demolish buildings 814, 820, 853, 877, 2431, 2630, and 2802 in accordance with JBLE EMP 4.4.6.16 “Environmental Special Conditions, Environmental Management Procedures” (revised 26 Mar 2021). This scope of work shall include specified requirements, drawings and technical requirements set forth below. All work shall be accomplished in accordance with the specifications, site map, and terms and conditions of the contract.

2.1. DEMOLISH BUILDINGS 814 and 820 (these are large buildings)

2.1.1. Install a temporary chain link fence system around the entire area of each work site prior to demolition work. This can be done for both bldgs. concurrently, or for each bldg. in succession+.

Fence footprint shall encompass each entire facility.

2.1.2. The contractor is responsible for the removal and disposal of the building structure as well as all of its contents including, but not limited to: all furnishings, trash, fixtures, appliances, mechanical systems, electrical systems, exterior pits, fencing, carports, smoking gazebos, walkways, canopies, brick chimneys, foundations, footers, and building structure.

2.1.3. IAW JBLE’s hazardous waste disposal policy, contractor is responsible for removal of all smoke alarms, fluorescent lights, batteries, thermostats and any other hazardous materials. Any hazardous materials shall be taken to building 1208 (Hazardous Waste Accumulation Facility) for disposal prior to demolition.

2.1.4. Barracks 814 and 820 both were built in 1953. See Govt. provided Asbestos Report dated 10 May ‘21, which found asbestos. See Govt. provided May 2021 TCLP report. The contractor is responsible for abating and removing all asbestos from buildings 814 and 820 prior to demolition. Asbestos abatement will be accomplished in accordance with the US. Code of Federal Regulations Title 40 (40 CFR) Protection of Environment, with the contractor providing manifests and trip tickets, in accordance with (IAW) the CFR standards.

2.1.4.1 Crawl Space Asbestos: In the Govt. provided May 2021 Asbestos Report, remnant thermal insulation was found in the crawl space: In addition to removing the remnant asbestos thermal insulation, remove the soil to a depth of 4” and to a width of 2 ft on each side of the remnant asbestos thermal insulation.

2.1.5. Contractor is responsible for evacuating and recycling refrigerants from all mechanical equipment prior to demolition.

2.1.6. Dust resulting from demolition shall be controlled at all times.

2.1.7. The contractor shall not allow demolition debris to accumulate at the work site.

2.1.8. In accordance with sound environmental principles and EMP 4.4.6.16, the contractor shall salvage or recycle as much steel, copper, aluminum, glass and lumber as possible. Weight tickets for all recycled material must be turned in to the Civil Engineering Division (CED) Project Manager (PM) within 7 days of recycling.

2.1.9. Remove and dispose of all foundations and footings complete. If pilings are found, remove to a depth of 8 ft. below finish grade or basement floor, as the case may be. CED does not have piling drawings of Bldg. 814 & 820, but expects that pilings may exist. For foundation drawings, see foundation drawings in the original construction drawings. See example column detail below from original construction drawings, Sheet 19.

2.1.10. Grade each demolition site such that all areas drain to exist yard drains or streets, without ponding, deep depressions, or unusual mounds of dirt. Remove dirt clogs and rocks over ½” and hydro-seed all the way to the street or parking lot.

2.1.11. Do not demolish the light poles inside the sidewalks along buildings 814 and 820. They belong to Dominion Power, who will isolate and remove them prior to demolition (see §2.7.4.1).

2.1.12. After Dominion Energy (DEV) has removed the transformers and connectors (see §2.7.4.1), demolish the bollards and concrete bases.

Also, demolish paving at the Gaffey Place parking lots in preparation for the bldg. demolition.

Remove as little concrete paving from the parking lots as reasonable, but due to the foundation demolition, some if it will need to be demolished. Make clean concrete paving cuts that do not cause confusion and danger to the users of the parking lot (see sketches below).

2.1.15. Specific Scope requirements for Building 820.

DEV will remove the transformers (green electrical boxes), and conductors (Primary and secondary cable) to the MDP. Contact to schedule the disconnect. There is extensive work to be done by DEV (about 4 weeks) to make B814 and B820 safe for demo.

Contractor need to coordinate with DEV for there are (3) poles that will be removed but need to be replaced after demolition is complete. The foundations need to be protected during demolition.

2.2. DEMOLISH BUILDING 853

2.2.1. Install a temporary chain link fence system around the entire area of work site. Fence footprint shall encompass entire facility.

2.2.2. The contractor is responsible for the removal and disposal of the building structure as well as all of its contents including, but not limited to: all furnishings, trash, fixtures, appliances, mechanical systems, electrical systems, and building structure. Any contents considered reusable will be removed from the building by users prior to demolition.

2.2.3. IAW JBLE’s hazardous waste disposal policy, contractor is responsible for removal of all smoke alarms, fluorescent lights, batteries, thermostats and any other hazardous materials. Any hazardous materials shall be taken to building 1208 (Hazardous Waste Accumulation Facility) for disposal prior to demolition.

2.2.4. Building 853 was constructed in 1998 and should not contain LBP or asbestos.

2.2.5. Dust resulting from demolition shall be controlled at all times.

2.2.6. The contractor shall not allow demolition debris to accumulate at the work site.

2.2.7. In accordance with sound environmental principles and EMP 4.4.6.16, Contractor shall salvage or recycle as much steel, copper, aluminum, glass and lumber as possible. Weight tickets for all recycled material must be turned in to the CED PM within 7 days of recycling.

2.2.9. Grade site such that all areas drain to exist drainage or streets, without ponding, deep depressions, or unusual mounds of dirt. Remove dirt clogs and rocks over ½” and hydro-seed all the way to 10 feet past the silt fence, or as determined at the PBSV.

2.2.10. Demolish electrical panel and system and underground electrical conduit associated with building 853. Disconnect at live electrical panel in main building prior to demolition (CED PM will check with CED Operations for location of the electrical panel.)

2.2.11. Provide fill dirt and topsoil and hydro-seed IAW §2.8 Site Restoration.

2.2.12. Water access: Contr. may connect to the fire hydrant shown in the Location Drawing above. Note that the hose would need to cross (2) vehicular drives used by patrons of Bldg. 828.

Do not create a situation in which vehicles or pedestrians are unable to utilize the drives safely.

Provide warning cones and tape.

Alternately the Contr. may connect to the hose bib at Bldg. 828, if it is operable. The Contr. may need to provide a faucet connection to the hose bib. See photos below:

2.3.8. In accordance with sound environmental principles and EMP 4.4.6.16, the contractor shall salvage or recycle as much steel, copper, aluminum, glass and lumber as possible. Weight tickets for all recycled material must be turned in to the CED PM within 7 days of recycling.

2.3.9. Remove and dispose of all foundations and footings complete.

2.3.10. Grade site such that all areas drain to exist drainage or streets, without ponding, deep depressions, or unusual mounds of dirt. Remove dirt clogs and rocks over ½” and hydro-seed all the way to 10 feet past the silt fence, or as determined at the PBSV.

2.3.11. Demolish asphalt paved picnic area between building and parking lot. Cut the asphalt paving on a straight line where the picnic area meets the parking lot. Do not demolish light pole.

2.3.12. Demolish electrical panel and system and underground electrical conduits associated with Building 877. CED PM will check with CED Operations for location of the utility electrical service and confirm to contractor in email when the service has been disconnected.

2.3.13. Remove and dispose of the building and deck structure as well as all of its contents including, but not limited to: all furnishings, trash, and building structure. Any contents considered reusable will be removed from the building by users prior to demolition.

2.3.14. Demolish footings (if present) and dispose of. CED does not know the construction of the building and deck footings.

2.3.15. Demolish window air conditioner. The contractor is responsible for evacuating and recycling refrigerants from all mechanical equipment prior to demolition.

2.3.16. Water Access: There is no fire hydrant nearby. The Contr. may connect to the in-ground faucet near Bldg. 877. As can be seen in the photo, the in-ground faucet is broken. CED has initiated a service order to replace the faucet. If the repair is not completed by the time the Contr. needs the faucet, the Contr. would need to either replace the faucet, or connect instead to the hose bibb at the entrance to Latrine Bldg. 867 (with warning cones and tape).

2.4.10. Excavate sufficient soil that the slope is not a high hill as it is at present. It can be a gradual low-slope.

Please see “Typical Fill Section” on original construction drawing, Sht. FE 632-1.1 to see approx. elevation of fill that the design planned in order to create the hill.

Please consider the FE 632-1 construction drawings only as approximate, since As-Built (after construction) drawings of this bldg. are not available. (Note that the Sht. FE 632-1.2 generator room floor plan was reversed in actual construction, so all the doors would be on the same exterior wall.)

2.6. DEMOLISH BUILDING 2802

2.6.1. The contractor shall install a temporary chain link fence system around the entire area of work site. Fence footprint shall encompass entire facility. If installation of the fence is not feasible, due to the active train track, coordinate with CED for an alternative solution acceptable to the Contractor and CED. The Contractor may instead need to prepare an alternate fenced area for the storage of their tools and materials.

2.6.2. The contractor is responsible for the removal and disposal of the building structure as well as all of its contents including, but not limited to: all furnishings, trash, fixtures, appliances, electrical systems, chimneys, foundations, footers, and building structure. Any contents considered reusable will be removed from the building by users prior to demolition.

2.6.3. IAW JBLE’s hazardous waste disposal policy, contractor is responsible for removal of all smoke alarms, fluorescent lights, batteries, thermostats and any other hazardous materials. Any hazardous materials shall be taken to building 1208 (Hazardous Waste Accumulation Facility) for disposal prior to demolition.

2.6.4. Building 2802 was constructed in 1952, and was used in the 1952 movie Red Ball Express.

See Govt. provided May 2021 Asbestos & TCLP Lead reports, which found no asbestos, and lead levels under 0.50 mg/L.

2.6.5. Dust resulting from demolition shall be controlled at all times.

2.6.6. The contractor shall not allow demolition debris to accumulate at the work site.

2.6.7. In accordance with sound environmental principles and EMP 4.4.6.16, the contractor shall salvage or recycle as much steel, copper, aluminum, glass and lumber as possible. Weight tickets for all recycled material must be turned in to the CED PM within 7 days of recycling.

2.6.8. Remove and dispose of all foundations and footings complete.

2.6.9. Grade site such that all areas drain to exist drainage without ponding, deep depressions, or unusual mounds of dirt. Remove dirt clogs and rocks over ½” and hydro-seed all the way to 10 feet past the silt fence, or as determined at the PBSV.

2.6.10. Demolish existing shrubbery directly adjacent to the building and dispose of existing trees outside the perimeter are to remain as is and in place as possible.

2.6.11. This rail line is active. Coordinate work with CED Quality Assurance Inspector (QA), who will check with the Range Officer for the schedule of when trains may be using the track.

The Contr. may need to provide a watch person, to notify their workers if a train is sighted.

2.6.12. Photos Specific to Building 2802.

2.7. UTILITIES. The privatized Utility Service Providers will disconnect all utilities to at least 5’ out from the buildings, and normally to the next primary connection point. Prior to demolition, contractor will ensure all utilities to all seven (7) buildings (Gas, Electric, Water, Sewer, Fiber Optics etc.) have been disconnected, and that the underground water and sewage to the building have been capped prior to each demolition. Contractor shall attend all coordination meetings with the privatized Utility Service Providers. The contractor shall coordinate utility disconnects with the CED PM and privatized utility providers. The contractor shall return all fire extinguishers, alarm panels and transmitters to the government. The demolition contractor will not need to pay a fee for disconnection.

2.7.1. Request for permission to shut down services shall be coordinated with the PM, CED and privatized utility providers not less than 14 calendar days prior to date of proposed interruption.

Note: See exception for DEV, for longer time period required for Bldgs. 814 and 820 (§2.7.4.1.), and for Bldg. 2431 (§2.7.4.4).

The request shall give the following information:

- Nature of Utility (Gas, Elect, Water, Etc.)

- Size of line and location of shutoff.

- Building and services affected.

- Hours and date of shutoff.

- Estimated length of time service will be interrupted.

2.7.2. Miss Utility. Contact Miss Utility (phone number: dial 811) to have utilities marked prior to demolition.

2.7.3. Shutoffs. Shutoffs which will cause interruption of Government work operations as determined by the CED shall be accomplished during regular non-work hours or non-work days of the using agency without any additional cost to the Government.

2.7.4. Electrical .All electrical service on Ft Eustis is owned by Dominion Energy Virginia (DEV). Contractors shall coordinate directly with DEV and the CED PM for all electrical connections or disconnections.

DEV will disconnect the electrical service and remove electrical equipment, transformers, and other DEV equipment in conflict with the demolition. After award, the contractor will need to coordinate with Dominion Energy (DEV) on a timeline that will give DEV enough time to completely remove DEV equipment before demolition begins. Some of the buildings need more work than others and will take much longer to complete equipment removal. The contractor is responsible to contact Dominion in advance if temporary power will be needed at any of the buildings.

- DEV will remove the transformers (green electrical boxes), and conductors (Primary and secondary cable) to the MDP. The Contr. shall contact DEV to schedule the disconnect at least

(6) weeks prior to the start of demolition of the bldg. The first (2) weeks will be used by DEV to schedule their work. There is extensive work to be done by DEV (about 4 weeks) to make B814 and B820 safe for demo. If the Contr. needs the Basement sump pump, or their own Basement pump, or their own equipment to be powered after requesting electrical service disconnection, they will need to provide their own generator, or contract with DEV for temporary electrical service.

- DEV will remove the poles and lights on the basketball court and around the building.

Additionally, there are (3) poles that will be removed but need to be replaced after demolition is complete. The foundations for these (3) poles need to be protected during demolition.

2.7.4.2. At Bldg. 853, the light pole will stay in place. DEV will remove the wire to Bldg. 853 prior to the bldg. demolition. Use care to not damage the light pole during demolition of the bldg..

2.7.4.3 At Bldg. 877, DEV will disconnect the bldg., but leave the electrical panel / ground boxes / underground conduits going to the batting cage in place. When you contact Miss Utility, make sure that they have marked the underground electrical conduits before you demolish Bldg. 877.

Do not damage the underground electrical conduits or the electrical panel / ground boxes, or the underground electrical conduits coming from it to the batting cage.

Use care to not damage this electrical service, the above ground electrical panels, or the underground conduits coming from it to the batting cage.

2.7.4.4. At Bldg. 2431, DEV will remove the transformer and conductors going to the bldg.

Note; there will be extensive work on Dominion’s part to relocate this service, and after a (2) week notice for scheduling, they will need at least (2) months to have this building ready for demo. This will need to be highlighted as soon as the demolition contract has been awarded.

2.7.4.5. At Bldg. 2630, the (2) poles associated with this building are not property of DEV, and will need to be removed by the demo project Contr. DEV will remove the electric service coming to B2630.

2.7.4.6. At Bldg. 2802, No DEV equipment feeds this bldg.

2.7.5. All water and sewer service on Ft Eustis is owned by American States Utility Services (ASUS). Contractors will coordinate directly with ASUS and the CED PM for all water and sewage connections or disconnections.

2.7.5.1 Valve Operation. Where shutoff of water lines interrupts service to fire hydrants or fire sprinkler systems, the Contractor shall arrange his operations and have sufficient material and personnel available to complete the work without undue delay or restore service without delay in event of emergency.

2.7.5.1. Water Access. The contractor may attach to the nearest fire hydrants at each demolition site, if available. Priority use of the fire hydrants will be to provide water to fight fires. For using the water hydrants, the demolition contractor shall call American States Utility Services (ASUS)’ POC prior to the first hydrant hookup at each site and they will come out to the site. The contractor shall use a backflow preventer on all hydrant connections and the backflow preventer must be approved by ASUS and protected from freezing during winter months. Notify ASUS POC after disconnecting from the fire hydrant at the completion of the building demolition.

2.7.6. All natural gas service on Ft Eustis is owned by Virginia Natural Gas (VNG). Contractors will coordinate directly with VNG and the CED PM for all natural gas connections or disconnections.

2.7.6.1 Gas Mains. Flow in gas mains which have been shut off shall not be restored until the Government inspector has coordinated that all items serviced by the gas line have been shut off.

2.7.7. The storm sewer system in Ft Eustis is not privatized and is not owned by ASUS. For services regarding the storm sewer contact the CED PM and Operations CED.

2.7.7.1 Sump pumps (Bldgs. 814 & 820): Please note for reference that the original construction site storm sewer drawing shows that the Basement sump pumps empty into the storm sewer.

2.8. SITE RESTORATION. Contractor shall perform site restoration for all (7) buildings in accordance with commercial practice and this PWS. After demolition, contractor shall thoroughly clean all sites of debris, restore and hydro seed areas that are made bare and/or damaged by the demolition, IAW EMP 4.4.6.16 “Environmental Special Conditions, Environmental Management Procedures”, §11 Installation Clean Soil Program. After temporary and silt fencing is removed, Contractor shall fill and smooth holes, and apply seed of same type as the hydro seed. Contractor shall haul, spread and grade to ensure 4 inches of suitable top layer exists prior to seeding. Contractor shall water as necessary until grass is established.

Mobilization of heavy equipment is at the contractor’s discretion but should not cause damage to roads, grounds, vegetation or surrounding areas.

Backfill area of excavation as necessary to establish elevation matching that of surrounding area.

Contractor shall restore any depressions and holes to finish grade so as to provide positive drainage at the site. The contractor shall take care to protect surrounding landscape existing trees will remain as they are and shall not be pruned or cut. The contractor shall only use approved routes to and from storage, work and disposal areas. Confine all operations, tools, and equipment, parking of vehicles and storage to areas designated by the Approved Storm Water Management Plan. If required, written requests for street closures shall be submitted fourteen working days prior to closing of the street.

The contractor shall reference UFC 3-220-O4FA (Backfill for Subsurface Structures) and EMP 4.4.6.16 in their proposal and include specifications that will be followed as related to material type, lifts, compaction, and testing procedures to ensure the finished site is suitable for future projects. Fill, compact, lift in 1 foot lifts to minimize settling.

2.8.1. Please note: All soils (including top soil and backfill dirt), grass sod, hay/straw, mulch, and other articles listed in EMP 4.4.6.16, §11.7 shall not be imported onto JBLE-Eustis if the source of the article is within the current Virginia Imported Fire Ant Quarantine Area. See EMP 4.4.6.16, §11.7 for full requirements.

2.8.2. Please note: All soils (including top soil and backfill dirt), grass sod, hay/straw, mulch, and other articles listed in EMP 4.4.6.16, §11.7 shall not be exported from JBLE-Eustis without the contractor entering into a written cooperative agreement with Virginia Department of Agricultural and Consumer Services (VDACS) and meet related protocols. See EMP 4.4.6.16, §11.7 for full requirements.

2.9. DELIVERABLES. The contractor shall submit all deliverables in electronic form and shall produce reports using the Microsoft Office suite of applications. All deliverables must meet professional standards and the requirements set forth in contractual documentation. The contractor shall be responsible for delivering all end items specified.

2.9.1. Storm Water Management Plan. Provide Storm Water Management Plan IAW EMP 4.4.6.16, for LDAs over 10,000 sf. For LDAs 10,000 sf and under, it is the contractor’s responsibility to develop and implement a SWM Plan, but it does not have to be submitted to the Government (see EMP 4-4-6-16 §8.1.2).

2.9.1.1. Virginia Runoff Reduction Method (VRRM). Provide VRRM IAW EMP 4.4.6.16 §8.1.2 compliance sheet for each bldg. LDA, to document the reduced water runoff, due to changing from impervious cover to managed turf.

On the spreadsheet,

- “Enter Total Disturbed Area (acres)” into the green box at the top of the spreadsheet.

- Enter the “Pre-ReDevelopment Land Cover (acres) for “Managed Turf (acres)” for grass/vegetation areas that will be disturbed and the “Impervious Cover (acres)” for bldg., concrete, paving, and other impervious areas to be demolished. Enter under the “D Soils” heading only.

- Enter the “Post-Development Land Cover (acres) for “Managed Turf (acres)”. You probably won’t need to enter any area into “Impervious Cover (acres)” because it will be demolished.

Near the bottom of the spreadsheet, in the “TP Load Reduction Required for Redevelopment Area (lb/year), you will see the amount of load that has been saved (in red text).

See excerpt of example spreadsheet below for a .95 acre demolition site, of which .45 acres is bldg./paving:

2.9.2 Storm Water Pollution Prevention Plan. If greater than 1 acre of land will be impacted by this project the contractor shall also submit a Storm Water Pollution Prevention Plan IAW EMP 4.4.6.16 to the government to be covered by the base NPDES permit.

EMP 4.4.6.16 §8.1.3 states, “8.1.3. STORMWATER POLLUTION PREVENTION PLAN (SWPPP): For LDAs over 1 acre, a full SWPPP submittal shall be developed in accordance with 9 VAC 25-870 and 9 VAC 25- 880 and submitted to VDEQ for approval. No LDAs may commence without an approved

SWPPP.”

Note: The contractor will need to determine if the area of each LDA is over an acre or not. If so, the contractor will need a SWPPP for that LDA. For the purpose of determining the area of an LDA, each bldg. and its site area disturbed will be considered the LDA for that building demolition project.

2.9.3. Permits. The contractor shall provide a copy of all required state and local agency permits to the Contracting Officer before starting any demolition services at Fort Eustis. The permits shall remain on the job site at all times.

2.9.4. Hot Work Permit. Before using any spark producing devices or open flames either inside or outside of work areas, the contractor shall obtain a Hot Work permit from the Post Fire Department at least three (3) days in advance.

2.9.5. Waste Management Plan. A waste management plan (IAW EMP 4.4.6.16) shall be submitted within 15 days after contract award and prior to initiating any site preparation work.

The plan shall include the following:

- Name of individuals on the contractor's staff responsible for waste prevention and management

- Actions that will be taken to reduce solid waste generation

- Description of the specific approach used in recycling/reuse of the various materials generated, including the areas and equipment to be used for processing, sorting, and temporary storage of wastes

- Characterization, including estimated types and quantities, of the waste to be generated

- Name of landfill and/or incinerator used

- Identification of local and regional reuse programs, including non-profit organizations such as schools, local housing agencies, and organizations that accept used materials such as materials exchange networks and Habitat for Humanity

- List of specific waste materials that will be salvaged for resale, salvaged and reused, or recycled

- Identification of materials that cannot be recycled/reused with an explanation or justification

- Anticipated net cost savings determined by subtracting Contractor program management costs and the cost of disposal from the revenue generated by sale of the materials and the incineration and/or landfill cost avoidance.

2.9.6. Waste Generated Record. Records shall be maintained to document the quantity of waste generated; the quantity of waste diverted through sale, reuse, or recycling; and the quantity of waste disposed by landfill or incineration. The records shall be made available to the Contracting Officer during construction, and a copy of the records shall be delivered to the Contracting Officer upon completion of the construction.

2.9.7. Asbestos Trip Ticket Manifest. The manifest shall be submitted NLT 40 days after signed by receiving landfill. Manifest shall include product that is demolished, quantity, date, truck number, demolished building number, signature from 733 CED/CEIE Hazardous Waste Manager, demolition Contractor, transporter company name, driver’s name/signature, disposal site, name/signature of receiver. Note: The Manifest document typically originates from the receiving landfill.

2.9.8. Construction/Demolition and Debris. Submit Construction/Demolition and Debris (C&D) tickets IAW EMP 4.4.6.16. Remember to also include the “Construction/Demolition (C&D) Debris Recycling and Reporting” form in EMP 4.4.6.16 Attachment 1, with each quarterly submittal.

2.9. Construction Scheduling. The contractor may work on more than one building at a time, as long as a) they deploy a large enough work force that they don’t slow work to a crawl pace, and b) they provide a superintendent or alternate superintendent at each site.

2.10. (UST’s). There are no known underground storage tanks (UST’s) at any of the demolition sites. If the contractor encounters any UST’s, please call the Government Project Manager (PM) or Quality Assurance Inspector (QA).

3.0. GENERAL INFORMATION.

3.1. Hours of Operation. The hours of operation are 0700 to 1600 Eastern Standard Time (EST), Monday – Friday, excluding federal holidays. If the contractor wishes to perform any services outside of the normal hours of operation, the contractor shall coordinate with the Contracting Officer Representative (COR) and the Contracting Officer (CO) no later than one week prior to the scheduled event. In the event of emergency circumstances, accommodations may be made on a case by case basis.

3.1.1. Base Closure Days. If the Base Commander determines the base is closed due to snow, hurricane, or Acts of God, the contractor shall reschedule work planned for this time.

3.1.2. Federal Holidays. The Contractor shall not be required to work any of the following federal holidays:

3.1.2.1. If a holiday falls on Saturday, the preceding Friday shall be observed. If a holiday falls on Sunday, the following Monday shall be observed. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance.

3.2. Non Mission-Essential Functions. It has been determined by the Functional Commander of this service that the requirements under this PWS are non-essential and therefore shall not be performed during a crisis, exercise or inclement weather.

3.3. English Language Requirement. All contractor personnel shall read, understand, speak and write English fluently.

3.4. Contract Manager. The Contractor shall provide a contract manager and an alternate who shall be responsible for the performance of the work; these duties can be an additional duty.

These individuals shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract and shall be designated, in writing, to the Contracting Officer (CO). The alternate contract manager shall act for the contract manager when the manager is absent.

3.4.1. The contract manager or alternate shall be available within 2 hours to meet on the installation or by telecom with the CO and/or with other government personnel designated by the CO during normal duty hours to discuss issues or concerns.

3.5. Communication. Contractor personnel shall maintain open and professional communication with government personnel at all times. Complaints validated by the COR shall be reported in writing to the CO and the contractor for action. Failure of the contractor to take corrective action on validated complaints raised by the COR and the CO will be considered a failure to perform.

3.6. Appearance. Contractor personnel shall present a professional, conservative, and neat appearance. Contractor personnel shall report for duty in a professional manner, in appropriate attire and having complied with socially acceptable standards of personal hygiene.

3.7. Contractor Identification. All contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious are required to identify themselves as such to avoid being mistaken for Government officials. Contractors performing work at Government workplaces will provide their employees with an easily readable identification (ID) badge indicating the employee's name, the contractor's name, the functional area of assignment, and a recent color photograph of the employee.

Contractors shall require their employees to wear the ID badges visibly when performing work at Government workplaces. Contractor personnel must also ensure that all e-mails, documents, or reports they produce are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. All signature blocks on e-mails shall indicate the Contractor's name.

All e-mail address lines shall include CTR in the address line.

3.8. Conflict of Interest. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest.

The contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such a person seeks and receives approval in accordance with the Department of Defense (DoD) Directive 5500.7 and Air Force policy. If prior military, personnel must have been discharged under honorable conditions with no administrative actions taken against them.

3.9. Security Requirements for Unclassified Contracts. The contractor shall ensure the necessary pass and identification items required for contract performance are obtained for all personnel.

3.9.1. Listing of Personnel. The contractor shall maintain a current listing of personnel. The list shall include the employee’s name, social security number and level of security clearance. The list shall be validated and signed by the company’s Facility Security Officer (FSO) and provided to the sponsoring agency’s security manager, the COR, and the CO. An updated listing shall be provided when an employee’s status or information changes.

3.9.2. Base Access Passes. The contractor shall ensure that each employee obtains the following pass and identification items: all necessary cards, passes, buttons, decals, or other items required for access to the areas and the installation. Upon contract award and the replacement of any employees, the contractor will be required to complete a base access request form which will be submitted to the COR. The COR will submit the pass request to the 733d Security Forces Squadron (733 SFS) to obtain the necessary identification items. Upon approval of the pass request by 733 SFS, the contractor employee will be required to obtain any individual and vehicle identifications media at the 733 SFS Pass and Identification Section, (Bldg. 2) on Fort Eustis, VA. If contractor personnel already have current Langley-Eustis DBIDS cards (or long term passes), they may use them to come through the manned entries at the Main Gate, until they expire.

3.9.3. Pass and Identification. All prospective contractors shall undergo a verification process to determine the trustworthiness and suitability prior to being granted access to federal property.

Limited access with escort may be granted (at the installation's discretion) for an interim period while investigations are being conducted. The 633d Security Forces Squadron or 733rd Security Force Squadron, as appropriate, will conduct background checks on all contractor personnel requiring access to the installation. IAW 18 USC 1382, the authority of the Installation Commander to control and deny a Contractor employee entry to all or part of the installation is absolute.

3.9.4. Employee clearance requirements. As a minimum, contractor personnel must be able to obtain and maintain a TIER 1, favorable suitability/fitness determination under 5 CFR 731 or equivalent. The Government will submit background investigations for positions that require a Common Access Card (CAC) and/or IT access only. Prior to CAC issuance, an FBI fingerprint check must be completed without adverse comment, and the T1 Investigation or equivalent must be initiated. CACs will not be issued before the fingerprint check results have been completed and the investigation has been opened/scheduled at Office of Personnel Management (OPM).

Contractor personnel receiving unfavorable T1 Investigations shall not be employed. The sponsoring Government agency will submit requests for investigation on AF Form 2583, Request for Personnel Security Action, at no additional cost to the contractor.
