1.0. SCOPE OF WORK. The contractor shall provide all management, transportation, tools, supplies, equipment, labor, testing and supervision to perform field investigations, vehicles and equipment necessary to perform services on Joint Base Langley-Eustis (JBLE), Virginia (VA) in a manner that shall ensure continuous and reliable service. The contractor shall demolish seven
(7) buildings (814, 820, 853, 877, 2431, 2630, and 2802) on Fort Eustis, Virginia. All work shall be performed in accordance with attached drawings, specifications, and all applicable laws, regulations, standards and commercial practices as described in the performance work statement with the focus on safety and customer service. Additional work that is not listed but may be required to accomplish the desired results is inclusive in this project scope. The contractor shall submit with their proposal the estimated Period of Performance, NOT TO EXCEED 12 Months, required to demolish all 7 buildings.

2.0. DESCRIPTION OF SERVICES.
The contractor shall demolish buildings 814, 820, 853, 877, 2431, 2630, and 2802 in accordance with UFC 1-900-01 (Selection of Methods for the Reduction, Reuse and Recycling of Demolition Waste). This scope of work shall include specified requirements, drawings and technical requirements set forth below. All work shall be accomplished in accordance with the specifications, site map, and terms and conditions of the contract.
2.1. DEMOLISH BUILDINGS 814 and 820 (these are large buildings)

2.1.1. Install a temporary chain link fence system around the entire area of each work site. Fence footprint shall encompass each entire facility. Extent of temporary fencing beyond the building will be discussed at the Pre-Bid Site Visit (PBSV).
2.1.2. The contractor is responsible for the removal and disposal of the building structure as well as all of its contents including, but not limited to: all furnishings, trash, fixtures, appliances, mechanical systems, electrical systems, exterior pits, fencing, carports, smoking gazebos, walkways, canopies, brick chimneys, foundations, footers underground tanks, and building structure.
2.1.3. IAW JBLE’s hazardous waste disposal policy, contractor is responsible for removal of all smoke alarms, fluorescent lights, batteries, thermostats and any other hazardous materials. Any hazardous materials shall be taken to building 1208 (Hazardous Waste Accumulation Facility) for disposal prior to demolition.
2.1.4. Barracks 814 and 820 both were built in 1953. Both have tested positive lead based paint (LBP) and asbestos present in past surveys. The. Government will provide Asbestos
Sampling/Test Reports at the PBSV. If that is not feasible, the Government will provide further direction at the PBSV. The contractor is responsible for abating and removing all asbestos from buildings 814 and 820 prior to demolition. Asbestos abatement will be accomplished in accordance with the US. Code of Federal Regulations Title 40 (40 CFR) Protection of Environment, with the contractor providing manifests and trip tickets, in accordance with (IAW) the CFR standards.
2.1.5. Contractor is responsible for evacuating and recycling refrigerants from all mechanical equipment prior to demolition.
2.1.6. Dust resulting from demolition shall be controlled at all times.
2.1.7. The contractor shall not allow demolition debris to accumulate at the work site.
2.1.8. In accordance with sound environmental principles and UFC 1-900-01, the contractor shall salvage or recycle as much steel, copper, aluminum, glass and lumber as possible. Weight tickets for all recycled material must be turned in to the Civil Engineering Division (CED) Project Manager (PM) within 7 days of recycling.
2.1.9. Remove and dispose of all foundations and footings complete. If pilings are found, remove to a depth of 8 ft. below finish grade or basement floor, as the case may be.
2.1.10. Grade each demolition site such that all areas drain to exist yard drains or streets, without ponding, deep depressions, or unusual mounds of dirt. Remove dirt clogs and rocks over ½” and hydro-seed all the way to the street or parking lot.
2.1.11. Do not demolish the light poles inside the sidewalks along buildings 814 and 820. They belong to Dominion Power, who will isolate and remove them prior to demolition.

2.1.13. Specific Scope requirements for building 814.
2.1.13.1. Demolish building 814 parking lot pavement sections as needed to demolish electrical boxes with bollards, and storage boxes, at building and then replace with 8” concrete paving with 6” stone, in alignment with existing curb at corner. Demolish electrical boxes, storage boxes, associated concrete slabs, and bollards, at end of parking lot. Check with CED PM first to be sure they are disconnected.
2.1.13.2. Demolish exist asphalt paved basketball court and associated basketball misc. items south of building 814. These were left behind in old building 819 site, adjacent to building 814.

2.1.15. Specific Scope requirements for Building 820.

2.2.10. Demolish electrical panel and system and underground electrical conduit associated with building 853. Disconnect at live electrical panel in main building prior to demolition (CED PM will check with CED Operations for location of the electrical panel.)
2.2.11. Excavate and dispose of any contaminated soil from crawl space of building.
2.2.12. Provide fill dirt and topsoil and hydro-seed IAW § Site Restoration in this PWS.

2.3.2. 2.3.9. Remove and dispose of all foundations and footings complete.

2.3.11. Demolish asphalt paved picnic area between building and parking lot. Cut the asphalt paving on a straight line where the picnic area meets the parking lot. Do not demolish light pole.

2.3.12. Demolish electrical panel and system and underground electrical conduits associated with Building 877. CED PM will check with CED Operations for location of the utility electrical service and confirm to contractor in email when the service has been disconnected.
2.3.13. CED PM and Contractors will inspect building at PBSV for any water fixture devices.
2.3.14. Remove and dispose of the building and deck structure as well as all of its contents including, but not limited to: all furnishings, trash, and building structure. Any contents considered reusable will be removed from the building by users prior to demolition.
2.3.15. Demolish conc. footings and dispose of.
2.3.16. Demolish window air conditioner. The contractor is responsible for evacuating and recycling refrigerants from all mechanical equipment prior to demolition.

2.4.3. IAW JBLE’s hazardous waste disposal policy, contractor is responsible for removal of all smoke alarms, fluorescent lights, batteries, thermostats and any other hazardous materials. Any hazardous materials shall be taken to building 1208 (Hazardous Waste Accumulation Facility) for disposal prior to demolition.
2.4.4. Building 2431 may contain LBP or asbestos based on the construction date of 1977. The Government will provide Asbestos Sampling/Test Reports at the PBSV. If that is not feasible, the Government will provide further direction at the PBSV. The contractor is responsible for abating and removing all asbestos from building 2431 prior to demolition. Asbestos abatement will be accomplished in accordance with 40 CFR, with the contractor providing manifests and trip tickets, in accordance with the CFR standards.
2.4.5. Contractor is responsible for evacuating and recycling refrigerants from all mechanical equipment prior to demolition.
2.4.6. Dust resulting from demolition shall be controlled at all times.
2.4.7. The contractor shall not allow demolition debris to accumulate at the work site.
2.4.8. In accordance with sound environmental principles and UFC 1-900-01, the contractor shall salvage or recycle as much steel, copper, aluminum, glass and lumber as possible. Weight tickets for all recycled material must be turned in to the CED PM within 7 days of recycling.

2.6.4. Building 2802 construction date is not recorded; but it was used in the 1952 movie Red Ball Express. CED expects lead-based paint and at least asbestos window caulking. There are no available record asbestos test reports. The Government will provide Asbestos Sampling/Test Reports at the PBSV. If that is not feasible, the Government will provide further direction at the PBSV. The contractor is responsible for abating and removing all asbestos from Building 2431 prior to demolition. Asbestos abatement will be accomplished in accordance with the US. 2.6.11. Demolish existing shrubbery directly adjacent to the building and dispose of existing trees outside the perimeter are to remain as is and in place as possible.
2.6.12. Photos Specific to Building 2802.
2.7. UTILITIES. Prior to demolition, contractor will ensure all utilities to all seven (7) buildings (Gas, Electric, Water, Sewer, Fiber Optics etc.) have been disconnected (by others) at the point of entry for each facility, and that the underground water and sewage to the building have been capped prior to each demolition. Contractor shall attend all coordination meetings with the Utility Service Providers. The contractor shall provide a minimum of seven day notice to 733 CED of all outages. The contractor shall coordinate utility disconnects with the CED PM and privatized utility providers. The contractor shall return all fire extinguishers, alarm panels and transmitters to the government.
2.7.1. Request for permission to shut down services shall be coordinated with the PM, CED and privatized utility providers not less than 14 calendar days prior to date of proposed interruption.
The request shall give the following information:
- Nature of Utility (Gas, Elect, Water, Etc.)
- Size of line and location of shutoff.
- Building and services affected.
- Hours and date of shutoff.
- Estimated length of time service will be interrupted.
2.7.2. Miss Utility. Contact Miss Utility (phone number: dial 811) to have utilities marked prior to demolition.
2.7.3. Shutoffs which will cause interruption of Government work operations as determined by the CED shall be accomplished during regular non-work hours or non-work days of the using agency without any additional cost to the Government.
2.7.4. Valve Operation. Where shutoff of water lines interrupts service to fire hydrants or fire sprinkler systems, the Contractor shall arrange his operations and have sufficient material and personnel available to complete the work without undue delay or restore service without delay in event of emergency.
2.7.5. Water Access. The contractor may attach to the nearest fire hydrants at each demolition site, if available. Priority use of the fire hydrants will be to provide water to fight fires. For using the water hydrants, the demolition contractor shall call American States Utility Services (ASUS)’
POC prior to the first hydrant hookup at each site and they will come out to the site. The contractor shall use a backflow preventer on all hydrant connections and the backflow preventer must be approved by ASUS and protected from freezing during winter months.
2.7.6. Gas Mains. Flow in gas mains which have been shut off shall not be restored until the Government inspector has coordinated that all items serviced by the gas line have been shut off.
2.7.7. Electrical .All electrical service on Ft Eustis is owned by Dominion Energy Virginia (DEV). Contractors shall coordinate directly with DEV and the CED PM for all electrical connections or disconnections.
2.7.8. All water and sewer service on Ft Eustis is owned by Old Dominion Utility Service (ODUS). Contractors will coordinate directly with ODUS and the CED PM for all water and sewage connections or disconnections.
2.7.9. All natural gas service on Ft Eustis is owned by Virginia Natural Gas (VNG). Contractors will coordinate directly with VNG and the CED PM for all natural gas connections or disconnections.
2.8. SITE RESTORATION. Contractor shall perform site restoration for all (7) buildings in accordance with commercial practice and this PWS. After demolition, contractor shall thoroughly clean all sites of debris, restore and hydro seed areas that are made bare and/or damaged by the demolition, IAW EMP 4.4.6.16 “Environmental Special Conditions, Environmental Management Procedures”, §11 Installation Clean Soil Program. Contractor shall haul, spread and grade to ensure 5” of suitable top layer exists prior to seeding. Contractor shall water as necessary until grass is established. Mobilization of heavy equipment is at the contractor’s discretion but should not cause damage to roads, grounds, vegetation or surrounding areas.
Backfill area of excavation as necessary to establish elevation matching that of surrounding area.
Contractor shall restore any depressions and holes to finish grade so as to provide positive drainage at the site. The contractor shall take care to protect surrounding landscape existing trees will remain as they are and shall not be pruned or cut. The contractor shall only use approved routes to and from storage, work and disposal areas. Confine all operations, tools, and equipment, parking of vehicles and storage to areas designated by the Approved Storm Water Management Plan. If required, written requests for street closures shall be submitted fourteen working days prior to closing of the street.
The contractor shall reference UFC 3-220-O4FA (Backfill for Subsurface Structures) and EMP 4.4.6.16 in their proposal and include specifications that will be followed as related to material type, lifts, compaction, and testing procedures to ensure the finished site is suitable for future projects. Fill, compact, lift in 1 foot lifts to minimize settling
2.9. DELIVERABLES. The contractor shall submit all deliverables in electronic form and shall produce reports using the Microsoft Office suite of applications. All deliverables must meet professional standards and the requirements set forth in contractual documentation. The contractor shall be responsible for delivering all end items specified.

2.9.1. Storm Water Management Plan. Provide Storm Water Management Plan IAW EMP
4.4.6.16. If greater than 1 acre of land will be impacted by this project the contractor shall also submit a Storm-water Pollution Prevention Plan IAW EMP 4.4.6.16 to the government to be covered by the base NPDES permit.
2.9.2. Permits. The contractor shall provide a copy of all required state and local agency permits to the Contracting Officer before starting any demolition services at Fort Eustis. The permits shall remain on the job site at all times.
2.9.3. Hot Work Permit. Before using any spark producing devices or open flames either inside or outside of work areas, the contractor shall obtain a Hot Work permit from the Post Fire Department at least three (3) days in advance.
2.9.4. Waste Management Plan. A waste management plan (IAW EMP 4.4.6.7 and EMP 4.4.6.16) shall be submitted within 15 days after contract award and prior to initiating any site preparation work. The plan shall include the following:
- Name of individuals on the contractor's staff responsible for waste prevention and management
- Actions that will be taken to reduce solid waste generation
- Description of the specific approach used in recycling/reuse of the various materials generated, including the areas and equipment to be used for processing, sorting, and temporary storage of wastes
- Characterization, including estimated types and quantities, of the waste to be generated
- Name of landfill and/or incinerator used
- Identification of local and regional reuse programs, including non-profit organizations such as schools, local housing agencies, and organizations that accept used materials such as materials exchange networks and Habitat for Humanity
- List of specific waste materials that will be salvaged for resale, salvaged and reused, or recycled
- Identification of materials that cannot be recycled/reused with an explanation or justification
- Anticipated net cost savings determined by subtracting Contractor program management costs and the cost of disposal from the revenue generated by sale of the materials and the incineration and/or landfill cost avoidance.
2.9.5. Waste Generated Record. Records shall be maintained to document the quantity of waste generated; the quantity of waste diverted through sale, reuse, or recycling; and the quantity of waste disposed by landfill or incineration. The records shall be made available to the Contracting Officer during construction, and a copy of the records shall be delivered to the Contracting Officer upon completion of the construction.
2.9.6. Asbestos Trip Ticket Manifest. The manifest shall be submitted NLT 40 days after signed by receiving landfill. Manifest shall include product that is demolished, quantity, date, truck number, demolished building number, signature from 733 CED/CEIE Hazardous Waste Manager, demolition Contractor, transporter company name, driver’s name/signature, disposal site, name/signature of receiver.
3.0. GENERAL INFORMATION.
3.1. Hours of Operation. The hours of operation are 0700 to 1600 Eastern Standard Time (EST), Monday – Friday, excluding federal holidays. If the contractor wishes to perform any services outside of the normal hours of operation, the contractor shall coordinate with the Contracting Officer Representative (COR) and the Contracting Officer (CO) no later than one week prior to the scheduled event. In the event of emergency circumstances, accommodations may be made on a case by case basis.
3.1.1. Base Closure Days. If the Base Commander determines the base is closed due to snow, hurricane, or Acts of God, the contractor shall reschedule work planned for this time.
3.1.2. Federal Holidays. The Contractor shall not be required to work any of the following federal holidays:

3.1.2.1. If a holiday falls on Saturday, the preceding Friday shall be observed. If a holiday falls on Sunday, the following Monday shall be observed. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance.
3.2. Non Mission-Essential Functions. It has been determined by the Functional Commander of this service that the requirements under this PWS are non-essential and therefore shall not be performed during a crisis, exercise or inclement weather.
3.3. English Language Requirement. All contractor personnel shall read, understand, speak and write English fluently.
3.4. Contract Manager. The Contractor shall provide a contract manager and an alternate who shall be responsible for the performance of the work; these duties can be an additional duty.
These individuals shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract and shall be designated, in writing, to the Contracting Officer (CO). The alternate contract manager shall act for the contract manager when the manager is absent.
3.4.1. The contract manager or alternate shall be available within 2 hours to meet on the installation or by telecom with the CO and/or with other government personnel designated by the CO during normal duty hours to discuss issues or concerns.
3.5. Communication. Contractor personnel shall maintain open and professional communication with government personnel at all times. Complaints validated by the COR shall be reported in writing to the CO and the contractor for action. Failure of the contractor to take corrective action on validated complaints raised by the COR and the CO will be considered a failure to perform.
3.6. Appearance. Contractor personnel shall present a professional, conservative, and neat appearance. Contractor personnel shall report for duty in a professional manner, in appropriate attire and having complied with socially acceptable standards of personal hygiene.
3.7. Contractor Identification. All contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious are required to identify themselves as such to avoid being mistaken for Government officials. Contractors performing work at Government workplaces will provide their employees with an easily readable identification (ID) badge indicating the employee's name, the contractor's name, the functional area of assignment, and a recent color photograph of the employee.
Contractors shall require their employees to wear the ID badges visibly when performing work at Government workplaces. Contractor personnel must also ensure that all e-mails, documents, or reports they produce are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. All signature blocks on e-mails shall indicate the Contractor's name.
All e-mail address lines shall include CTR in the address line.
3.8. Conflict of Interest. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest.
The contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such a person seeks and receives approval in accordance with the Department of Defense (DoD) Directive 5500.7 and Air Force policy. If prior military, personnel must have been discharged under honorable conditions with no administrative actions taken against them.
3.9. Security Requirements for Unclassified Contracts. The contractor shall ensure the necessary pass and identification items required for contract performance are obtained for all personnel.
3.9.1. Listing of Personnel. The contractor shall maintain a current listing of personnel. The list shall include the employee’s name, social security number and level of security clearance. The list shall be validated and signed by the company’s Facility Security Officer (FSO) and provided to the sponsoring agency’s security manager, the COR, and the CO. An updated listing shall be provided when an employee’s status or information changes.
3.9.2. Base Access Passes. The contractor shall ensure that each employee obtains the following pass and identification items: all necessary cards, passes, buttons, decals, or other items required for access to the areas and the installation. Upon contract award and the replacement of any employees, the contractor will be required to complete a base access request form which will be submitted to the COR. The COR will submit the pass request to the 733d Security Forces Squadron (733 SFS) to obtain the necessary identification items. Upon approval of the pass request by 733 SFS, the contractor employee will be required to obtain any individual and vehicle identifications media at the 733 SFS Pass and Identification Section, (Bldg. 2) on Fort Eustis, VA. If contractor personnel already have current Langley-Eustis DBIDS cards (or long term passes), they may use them to come through the manned entries at the Main Gate, until they expire.
3.9.3. Pass and Identification. All prospective contractors shall undergo a verification process to determine the trustworthiness and suitability prior to being granted access to federal property.
Limited access with escort may be granted (at the installation's discretion) for an interim period while investigations are being conducted. The 633d Security Forces Squadron or 733rd Security Force Squadron, as appropriate, will conduct background checks on all contractor personnel requiring access to the installation. IAW 18 USC 1382, the authority of the Installation Commander to control and deny a Contractor employee entry to all or part of the installation is absolute.
3.9.4. Employee clearance requirements. As a minimum, contractor personnel must be able to obtain and maintain a TIER 1, favorable suitability/fitness determination under 5 CFR 731 or equivalent. The Government will submit background investigations for positions that require a Common Access Card (CAC) and/or IT access only. Prior to CAC issuance, an FBI fingerprint check must be completed without adverse comment, and the T1 Investigation or equivalent must be initiated. CACs will not be issued before the fingerprint check results have been completed and the investigation has been opened/scheduled at Office of Personnel Management (OPM).
Contractor personnel receiving unfavorable T1 Investigations shall not be employed. The sponsoring Government agency will submit requests for investigation on AF Form 2583, Request for Personnel Security Action, at no additional cost to the contractor. The contractor shall comply with the requirements of DoDM 5200.02, AFM 16-1405 Personnel Security Program and AFI 33-119, Electronic Mail (E-Mail) Management and Use.
3.9.5 Physical Security (Security of Government Property). The contractor shall safeguard all government property, including controlled forms provided for contractor use. At the close of each work period, government equipment, facilities, and squadron assets and materials shall be secured.
3.9.6. Entry Procedures to Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to Air Force (AF) controlled/restricted areas where contractor personnel will work.
3.9.7. Reporting Requirements. The contractor shall comply with the requirements of Volume 1, AFI 71-101, Criminal Investigations, and paragraph 1.1 of Volume 2, Protective Service Matters. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. The contractor personnel’s immediate supervisor shall brief him/her upon initial on-base assignment and as required thereafter.
3.9.8. Retrieving Identification Media. The contractor shall return all identification media to the sponsoring agency’s security office, the COR or the CO upon completion/termination of the contract or upon departure of any personnel during the course of the contract. Failure to do so may delay payment to the contractor. Final payment may be withheld until identification media is returned.
3.9.9 Key Control. The contractor shall establish and implement key control procedures in the Quality Control Plan (QCP) to ensure keys issued to the contractor by the government are properly safeguarded and not used by unauthorized personnel. The contractor shall not duplicate keys issued by the government. Contractor personnel shall not use keys to open work areas for personnel other than contractor personnel engaged in performance of their duties, unless authorized by the Facility Security Officer (FSO) or Facility Manager. Contractor shall return keys to the government after demolition of the building is complete.
3.9.9.1. Lost Keys. Lost keys shall be reported immediately to the CO and the COR. The government replaces all lost keys and performs re-keying for all government owned facilities.
The total cost of the keys, re-keying or lock replacement shall be deducted from the price of the contract.
3.10. Traffic Laws. The contractor and/or contractor personnel shall comply with the installation traffic code as specified in Virginia State Law and Air Force Instruction (AFI) 31-218, Motor Vehicle Traffic Supervision (current edition). The Contractor and/or contractor personnel shall comply with current instruction on cell phone use while on any military installation.
The movement of all vehicles within the Post shall be confined to the roads designated and shall comply with traffic regulations within the post. Other roads may be used only with the approval of the Quality Assurance Inspector (QAI).The contractor shall keep all roads free of mud and other foreign material resulting from his operations. Parts of Fort Eustis are restricted access where private owned vehicles are not allowed and special identification for each person’s entry is required.
3.10.1 Parking and Staging Areas. The contractor staging area(s) shall be at a designated location approved by the PM CED and the COR. The contractor shall store approved trash receptacles, construction materials and equipment in these area(s). The contractor shall maintain these area(s) in a clean and safe manner as approved by the Contracting Officer. The Contractor's trailer, toilet facilities for workers use, and a parking area for personal vehicles will be designated in the vicinity of the Contractor staging area(s). The Government will not reimburse the contractor for any losses the contractor may suffer for equipment stored at this or any other site on the installation.
3.10.2. No trailers, materials, or equipment shall be place or stored outside the fenced area(s). All areas used by the Contractor, for the storage of equipment or materials, or other use, shall be restored to the original or better condition upon completion of the project. Utilities connections to contractor temporary office trailer shall be accomplished by the Contractor, and payment for utility use shall be paid by the Contractor.
3.11. Weapons, Firearms, and Ammunition. Contractor personnel are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on any military installation. This prohibition includes any individual who may otherwise possess any legally issued concealed weapons permit.
3.12. Smoking in Air Combat Command (ACC) Facilities. Contractors are advised that the ACC Commander has placed restrictions on the smoking of tobacco products in ACC facilities.
AFI 40-102, Tobacco Use in the Air Force (current edition), outlines the procedures used by the commander to control smoking in our facilities. Contract personnel and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.
3.13. ENVIRONMENTAL MANAGEMENT: Joint Base Langley-Eustis (JBLE) is dedicated to the conservation, protection, and enhancement of the environment. The contractor shall comply with all: federal laws and regulations; state and local laws, ordinances, and regulations;
and Installation policies and procedures. JBLE Installation specific policies and procedures:
3.13.1. Joint Base Langley-Eustis - Fort Eustis. The contractor must comply with JBLE Environmental Management Procedure (EMP) 4.4.6.16 “Environmental Special Conditions, Environmental Management Procedures” and EMP 4.4.6.7 “Solid Waste and Recycling Management”. EMPs are reviewed and/or updated at least annually. JBLE EMPs can be reviewed and downloaded at:

3.13.2. As part of the submittal process for back-fill dirt and top soil dirt, contractor shall arrange a visit to the submitted sources of back-fill dirt and top soil dirt with the CED PM and the Environmental Element
POC.
3.14. Safety Standards. The contractor shall comply with the "Occupational Safety and Health Administration (OSHA)" Safety and Health Regulations for Construction, Part 1926, for the performance of all work under this contract.
3.14.1. The contractor shall comply with accident reporting requirements as outlined in US Army Transportation Center Fort Eustis Regulation 385-10 Safety - Occupational Safety And Health Program. All accident reports will be reported immediately to the QAI/COR/PM.
3.14.2. The contractor shall comply with all safety requirements outlined in US Army Transportation Center Fort Eustis Regulation 385-10 Safety - Occupational Safety And Health Program, Fort Eustis Regulation 420- 90, Facilities Engineering: Fire and Emergency Services, Fire Prevention Program, and all rules and regulations issued by the National Fire Protection Association covering storage and use of inflammable mixtures of materials which might constitute a fire hazard.
3.15. CLEAN UP. Remove rubbish, debris, and construction materials daily. All rags, cotton waste or materials which might constitute a fire hazard shall be placed in metal containers or destroyed at the end of http://www.jble.af.mil/Units/Army/Eustis-Enviromental each day. Upon completion of the work, all staging, scaffolding and containers shall be removed from the site. The contractor shall not deposit or place any cloths, rags, waste, trash or debris in Government owned trash cans, containers or receptacles. The contractor shall furnish adequate trash cans for his use on this contract. All these materials shall be disposed of off post at the Contractor's expense.
3.15.1 Debris shall be removed and transported in a manner that prevents spillage on streets or adjacent areas. Local regulating hauling and disposal shall apply. All vehicles for hauling debris shall be covered.
3.15.2 Note: Concrete cannot be crushed on site and used as fill. The concrete must be removed off site.
3.16. Operations Security (OPSEC) This contract has been determined to not have critical or sensitive information requiring an OPSEC Plan.
4.0. SERVICES SUMMARY (SS). The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided. These thresholds are critical to mission success.
Procedures as set forth in the Federal Acquisition Regulation (FAR) 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. The absence of any contract requirements from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Government has the right to inspect all services required in the contract.
