FA4800-17-B-0002

MUHJ 17-4077 – Replace Airfield and PAPI Lighting

1. Can the requirement for the contractor to have a minimum of seven years experience and a minimum of five projects, each a seven million dollar construction cost be changed? This note eliminates all local

(Southeast Virginia) contractors. We believe reducing the requirement to two years experience with two projects, one of which being a seven million dollar project, will introduce local competition and still insure the Air Force will receive an fully functioning final product at a fair price. Thank you for your consideration.

This requirement may not be modified or reduced.

2. Drawing ALP-002 note 18 states, "Contractor Qualifications: Provide the following mini mum qualifications. Submit the contractor qualifications of the installers to the Contracting Officer for written approval. The contractor shall have a minimum of seven (7) years' experience and a minimum of five (5) projects, each a minimum of seven (7) million dollars construction cost, installing airfield lighting systems..." Is this requirement able to be flexible given that 7 million dollar electrical airfield projects are rare? For the Contracting Officer to make a determination if a bidding contractor is qualified shouldn't this be a required submittal with the bid documents? If so please revise SF1442 to reflect the change.

This requirement may not be modified or reduced.

3. Drawing ALP-702 Detail 4 Precast Runway & Taxiway Edge Lights in Turf Shoulders shows a 3% max slope for turf. How far will bidding contractors be required to grade to achieve the 3% max slope for turf? Since no existing elevations are provided in the drawing package will Langley AFB be able to provide an estimated width contractors should assume for bidding purposes?

Since the area around the runway is so flat, the limits of grading may range from a couple feet wide to

50 feet or greater. Survey was not part of this scope, so the limits are undefined. We recommend 25 feet to 50 feet from edge of pavement outwards. (Note to LAFB: Most likely 25 to 50 feet will be turf damage anyways and is required by LAFB front end specifications to repair damage turf and seed / re-seed.

4. Drawing ALP-606 detail 1 is titled Typical Runway 08-26 Light Installation (No Drainage) and detail 2 is titled Typical Runway 08-26 Light Installation Detail. Detail 2 shows an existing runway concrete drainage system. Will contractors be required to tie a 2" conduit drain pipe from the edge light base to the existing runway concrete drainage system?

Recommend do not provide drain holes and piping for light bases. Light base cans drainage is not needed. Prefer to seal light cans without drainage pipe / conduit. All bases shall be installed without drainage or French drains or pipe / conduit drain line tied into existing drainage systems, from the light back cans. (Note to LAFB: This was discussed with LAFB PM/EE).

5. Will any of the edge light bases to be installed require any drainage?

Recommend do not provide drain piping for light bases. Light base cans drainage is not needed. Prefer to seal light cans without drainage pipe / conduit. All bases shall be installed without drainage or

French drains or pipe / conduit drain line tied into existing drainage systems, from the light back cans.

(Note to LAFB: This was discussed with LAFB PM/EE).

6. Drawing ALP-701 detail 2 note 3 states, "2" PVC conduit to French drain, underdrain or closest drainage structure at edge of pavement. Provide cleanout flush with grade at edge of pavement.

Typical at all low points of system." Will all edge lights require the 2" PVC conduit to French drain, underdrain, or closest drainage structure? Or just edge lights at low points of system?

Recommend do not provide drain piping for light bases. Light base cans drainage is not needed. Prefer to seal light cans without drainage pipe / conduit. All bases shall be installed without drainage or

French drains or pipe / conduit drain line tied into existing drainage systems, from the light back cans.

(Note to LAFB: This was discussed with LAFB PM/EE).

7. If only edge lights at low point of system will require the 2" conduit drain pipe please provide how many low points should be estimated for bidding purposes. In addition, please provide what type of drainage structure should be anticipated for potential locations.

8. Drawing ALP-002 note 32 says the contractor is to pay any permits needed to Virginia resources trust fund. Do you know approximately how much those fees will be?

Depending on what kind and how details, permits fee is unknown.

9. Is the intention of the Government to have all 2" PVC conduits encased in concrete or is it intended to be direct burial in sand per drawing ALP-701 #5?

Clarification: In nonpaved areas provide direct buried conduit as specified and detailed; also see ALP-

002 note 25. In existing paved and concrete areas, provide direct buried conduit as specified using micro tunnel (directional) boring, where pavement / concrete is not removed. Where pavement is removed, provide concrete encased ducts, then repair pavement. CUTTING THE RUNWAY AND TAXIWAY

PAVEMENT / CONCRETE IS NOT PERMITTED. DO NOT CUT THE RUNWAY AND TAXIWAY

PAVEMENT / CONCRETE.

10. Will any of the excess soil to be removed from the project be considered special waste per Virginia

DEQ Regulations requiring disposal in a licensed permitted facility?

See Specs section 1.1.2.2

11. All areas where “US” and “UFO” cross taxiway throats, or full strength pavement do not show work to be done with underground boring. The “AFL” (Airfield Lighting) ducts next to it all do show to be installed by underground bore “AFL(B)”. Should the (1)2” US & UFO conduit runs be installed via bore when crossing existing pavements?

Provide all conduit AFL circuits indicated. Where there are multiple circuits crossings existing paved areas, provide each individual circuit indicated in its own conduit / duct as scheduled and indicated. Do not combine multiple AFL circuits in a single conduit / duct. See ALP-002 note 25. All AFL circuits shall be provided in separate individual ducts as indicated on drawings / schedules.

12. Sheet ALP-001 Symbol “AFL” indicates Concrete Encased Duct System. Are all “AFL” conduits concrete encased? including grassy arears?

Clarification: In nonpaved areas provide direct buried conduit as specified and detailed; also see ALP-

002 note 25. In existing paved and concrete areas, provide direct buried conduit as specified using micro tunnel (directional) boring, where pavement / concrete is not removed. Where pavement is removed, provide concrete encased ducts, then repair pavement. CUTTING THE RUNWAY AND TAXIWAY

13. Sheet ALP-701 Detail 5. Shows concrete encased only under full strength pavement. This indicates no concrete encasement under shoulders and grassy areas. This conflicts with symbol “AFL” on Sheet

ALP-001 Please clarify were we are encasing the ducts with concrete.

14. Sheet-ALP-001 & Sheet-ALP-702 Detail 1 & Sheets ALP201 thru ALP-225. Under paved shoulders most taxiway/Runway ducts are marked “AFL”. Detail 1 on Sheet ALP-702 indicates the duct system under paved shoulders is directional bored. The duct system is not marked “AFL(B)” indicating the duct is bored. How is the duct system to be installed between lights in paved Shoulder? Bored? Open trench?

If Open trenched, is the duct system concrete encased?

If the shoulder is not removed and replaced, then micro tunnel (bore). If the shoulder is removed / replaced/ repaired, then open trench and backfill and provide concrete encased ducts / conduits.

15. Under paved shoulders Sheets ALP201 thru ALP-225 if the method is “open trenched” for the duct system between lights, can the counterpoise be installed in the same trench as the duct system?

No. Provide counterpoise location as indicated on details 1 and 5 on ALP-701.

16. Sheet-ALP-702 Details 1-4 Show a ground rod at each lighting can and a ground wire connecting to the can and the counterpoise together. The details also show the green ground wire pulled in with the airfield circuits ground to the lighting can. Please verify this is correct. Normally you would ground the green ground wire to the inside of Lighting can and run the counterpoise around the lighting base without the ground rod. See detail ALP-607.

Do not connect the counterpoise to the light can bases except at in-pavement lights. Connect the green safety ground wire to the light can base and provide and connect the ground rod at each light to each light can base. (Note to LAFB: This project was designed under criteria when the project starter and completed. The primary UFC guidance and criteria for this project was recently revised this April

2017 (UFC 3-535-01, April 2017). There were changes to the UFC that impact this design. The number of ground rods required for the counterpoise has been increased, doubled, with a maximum spacing of 500 feet ILO 1,000 feet as design. Additionally, the counterpoise is not to be connected to the airfield light can bases except at in-pavement lights. This response upgrades this design to the current UFC requirement.)

17. On ALP-002, Note 25.The contractor may use micro tunneling (boring) in lieu of trench and backfill except under paved areas. The contractor shall install conduits and ducts underground using micro tunneling (boring) under all pavement & concrete. Would it be reasonable to assume that the intent of this note is to avoid cutting and patching of full strength pavements? Is it acceptable to cut and patch shoulder pavements? The details on ALP-801 seem to indicate that cutting and patching of pavements is an acceptable approach to this project. Please clarify.

Yes, full strength, runways / taxiways, shall not be cut, except inset and in-pavement lights at taxiway exits and thresholds. Yes, it is acceptable to cut and patch shoulder pavements.

18. On ALP-001, It shows under the notes of “AFL” “underground single and multiple duct/duct banks, concrete encased UON, description as indicated. See airfield lighting cable/duct designation and schedule where indicated.” Detail 5/ALP-701 and the details on ALP-801 seem to indicate that sand backfill is acceptable in several cases. Please clarify what backfill material should be used in each case.

These shall be backfilled with select granular material as defined in specification section 31 00 00.

19. On ALP-225, Plan Note 3 states: “Ground counterpoise and ground rods not shown on these plans for clarity. Provide ground counterpoise and ground rods system as indicated in the specifications and elsewhere on the design drawings.” There does not appear to be any work required on the light bars on this project. Does this note apply?

Since there is no light bar work on this sheet, and the existing light bars shall remain, then note 3 regarding ground rods and counterpoise does not apply for this sheet.

20. ALP-404 – One Line Diagram – There is an underground primary “UP” shown between transformer

VT2 and T-08 but it does not indicate a conduit size. Should this be a 4” conduit to accommodate the

5kV power distribution cables? We believe this corresponds to the ductbank leaving the vault on ALP-

224 with a “US” designation headed to HH1. Please clarify what duct size should be used for this installation.

Yes, provide 4-inch duct / conduit for 5KV circuit.

21. ALP-225 – Everything on this sheet appears to be bold which would indicate new work. Drawings

ALP-603/604 seem to indicate that new cabling for the approach lights stops at Station #2. Please clarify what work is required on sheet ALP-225.

To clarify: ALP-225, the existing RW08 approach light system mostly will remain and be reconnected with new AFL circuits / power circuits / fiber optic control circuit, and the RW08 threshold lighting bar replaced and relocated. ALP-225 indicates the new fiber optic signal circuit efforts and the new power circuit efforts to the master flasher. AFL-603/604/605 detail 1, indicates the replacement of the master flasher power circuitry, and the new fiber optic control circuitry. The plan sheets compliment this effort required. ALP-218 indicate the existing HH#2 where the new approach lighting system circuitry connects to the existing RW08 steady burning approach light system. Approach light circuit A1D is to be coiled up in existing HH#2 for future use.

22. ALP-01, Subsurface Pull Points/Junctions Legend – Electrical Handhole Type 7 UON, See Detail.

Where is the detail for this structure? The only handhole detail we have found is on 3/ALP-605. Is this the intent of the handhole symbol on the legend?

Yes.

23. Section 33 71 02 and the submittal register reflect a submittal for manholes, handholes, frames and covers for airfield facilities, etc. These items do not seem to be reflected on the contract drawings. If precast concrete handholes with steel or ductile iron frames and covers are required on this project please clarify where they are required.

Review the complete design documents. Submittals are required for handholes (composite type) and can plazas. Handholes (composite type) and can plazas are indicated on the drawings and in the specifications.

24. ALP-002, Note 15 last sentence…”Do not connect counterpoise system to the light bases.” This contradicts what is shown on the details on ALP-702. It seems that the counterpoise is connected to the external ground lug on each light base. Please clarify.

The details on ALP-002 note 15 is correct, do not connect counterpoise to light can bases except at in-pavement lights. The US Air Force standard is not to bond the counterpoise system to the light base except at in-pavement lights per the latest UFC. (Note to LAFB: This project was designed under criteria when the project starter and completed. The primary UFC guidance and criteria for this project was recently revised this April 2017 (UFC 3-535-01, April 2017).

25. ALP-601 Airfield Lighting Cable/Duct Schedule indicates a #6 insulated ground wire should be installed with each airfield circuit on the project. Since this represents the equipment ground for the light base cans it would seem redundant to install an exterior ground rod like the details on ALP-702 show.

Would it be fair to assume that ground rods are only needed for the counterpoise and not at each light base can?

ALP-601 is correct and ALP-702 and details are correct. Provide both safety ground wiring in AFL circuits and ground rods at each light.

26. The bid form is confusing. On page 3 of the IFB, the bid form shows one bid item – ITEM NO 0001.

However, there is a Bidding Schedule that was furnished with the documents showing a Base Bid 0001, Bid Option 0001, and Bid Option 0002. Do we provide one price for the entire project or do we use the

Bidding Schedule form?

The Bid Schedule has been revised and no longer includes Bid Options 0001 and 0002. The specific areas of interest previously noted within these Bid Options (i.e. Taxiway Hotel, Echo, Foxtrot) are now combined with the Base Bid 0001. With that said, please provide your bid with one price for the entire project. This will indlude all items previously covered in the Base Bid and both Bid Options.

27. If we use the Bidding Schedule form, what is the meaning of the line “Aggregate of Bid Line Item

0001”? Is that the value of Base Bid 0001?

See response to question 26.

28. If we use the Bidding Schedule form, what is the meaning of the line “Aggregate of Bid Line Item

0002? Is that Base Bid 0001 + Bid Option 0001?

29. If we use the Bidding Schedule form, what is the meaning of the line “Aggregate of Bid Line Item

0003? Is that Base Bid 0001 + Bid Option 0001 + Bid Option 0002?

30. In Section 31 of the specifications, in paragraph 1.2, there are payment provisions for Classified

Excavation, Piping Trench Excavation, Rock Excavation, and Unclassified Borrow that imply that these items will be paid on a unit price basis. There is no provision on the bid form for the referenced unit prices. Please modify the bid form to allow for pricing of these items or clarify if they are included in the appropriate bid item as a lump sum.

31. Please provide the applicable Davis Bacon Wage Scale for this project.

Please utilize the following General Decision Number: VA170130 01/06/2017 VA130

32. There are several pages that show SGRS Lineup A and B containing 6 power pack bays each.

(REF: ALP-402 sheet 62 of 92, ALP-406 sheet 66 of 92, and top portion of ALP-507 sheet 73 of 92).

Other sheets display SGRS Lineup A and B containing 5 power pack bays each. (REF: ALP-502 sheet

68 9f 92, ALP-503 sheet 69 of 92 and ALP-504 sheet 70 of 92). We will need clarification on if SGRS

Lineup A and B should contain 5 or 6 power pack bays each with the 6th bay being provided for 2 future power packs on each lineup.

The design is based on five power pack bays, as shown in the 500-series plans. The 400-series plans are power plans which additionally reference to provide the switchgear as specified and indicated (on

ALP-500-series plans). The 5-bays includes spare CCRs, so a 6th bay is not required.

However, provide each switchgear lineup such that there is physical space to install a 6th bay in each lineup, for future bay.

33. The SGRS mentions both 240V and 480V input voltage in the spec and drawings. I assume it’s 480V, please confirm.

Provide SGRS systems as a 480V AC rated system. All input electrical AC circuits to the SGRS is 480 volts AC. All references to a 240V system for SGRS should be 480V.

34. On ALP-701 sheet 82 of 92, detail 2 Semi flush Runway Light (Deep Base). The detail contains L-868 Base, Size D, which there is no such light base. Then indicates 15” L-868C Base Deep Can Method. Why use a 15” L-868C Base Can with 14.25 bolt circle when a typical install is L-868, Size B 12” Dia bases with

11.25 bolt circle? Ref: All manufacturer in pavement lights are manufacturer with 11.25 bolt circle.

Recommend provide 16-inch diameter light can bases for all RW 08 threshold inset / in- pavement lights, and all can plaza bases. All other light can bases may be 12-inch diameter. Provide plow rings on all in-pavement lights. (Note to LAFB – this permits a reduction in the light bases for most lights from 16-inch diameter as currently specified to 12-inch diameter. This was discussed with LAFB electric shop. It is LAFB preference that 16-inch diameter light can bases be provided for can plazas and

RW08 threshold inset/ in-pavement lights; all other light can bases may be 12-inch diameter standard.)

35. On ALP-702 sheet 83 of 92, detail 2 Taxiway In-Pavement Light in Full Strength Pavement Detail. .

Why use a 15” L-868C Base Can with 14.25 bolt circle when a typical install is L-868, Size B 12” Dia bases with 11.25 bolt circle? Ref: All manufacturer in pavement lights are manufacturer with 11.25 bolt circle.

Recommend provide 16-inch diameter light can bases for all RW 08 threshold inset / in- pavement lights, and all can plaza bases. All other light can bases may be 12-inch diameter. Provide plow rings on all in-pavement lights. (Note to LAFB – this permits a reduction in the light bases for most lights from 16-inch diameter as currently specified to 12-inch diameter. This was discussed with LAFB electric shop. It is LAFB preference that 16-inch diameter light can bases be provided for can plazas and RW08 threshold inset/ in-pavement lights; all other light can bases may be 12-inch diameter standard.)

36. On ALP-702 sheet 83 ow 92 details 1, 3 and 4. Why install on an L-867D 16” Dia Light Base with

14.25 Bolt Circle when a typical install is mounted on an L-867B 12” Dia Light Base?

37. On ALP-703 sheet 84 of 92. Detail 2 calls for a flange ring, but detail 3 calls for a snow plow ring.

Which is correct?

Provide all inset / semi flush/ in pavement lights with snow plow rings.

38. Are all in pavement fixtures required to have a snow plow ring?

Yes

39. On ALP-705 sheet 86 of 92, detail 3 Wind Cone. There is no manufacturer who makes an L-807 Wind Cone with an Incandescent Double Obstruction Light. You’ll either have to go all LED or all Incandescent.

Please confirm what to provide.

Per Air Force Instruction 32-1044-2014 LED obstruction lights are not permitted on Air Force

Installations.

40. On ALP-707 sheet 88 of 92 Runway 08 & 26 PAPI. Are the L-880, 4-Box, Style B, 6.6A PAPI’s to be

LED?

US Air Force ETL 11-29 does not allow the use of LED fixtures for approach lighting, which includes

PAPI.

41. On ALP-802 sheet 91 of 92 Signage. Are these Signs to be LED?

Provide LED lamps for airfield guidance signs.

42. Is this a lump sum bid per Section B, sheet 3 or 47 contract document?

File details come from the government source that posted it. Updated .
