Q&As resulting from the Sources Sought Notice posted to FBO on 13 Aug 2015
1. Question: Is there an incumbent contractor currently performing work for this requirement? What is their company name and contract number?
Answer: Yes, Sabrosa Foods is currently performing services at Fort Eustis through contract FA4800-15-C-0003 and at Langley AFB through contract FA4800-15-C-0001.

2. Question: Will there be a site visit? If so, is there a date by which we must RSVP?
Answer: No, there will not be a physical site visit. There is a slideshow of pictures in lieu of a physical site visit that is available upon request for those that send an email to jospeh.delmontagne.1@us.af.mil
3. Question: Is there a deadline for the submission of questions?
Answer: There is no deadline for the submission of questions but note that proposals are due at noon Feb 12th.
4. Question: Can you provide a copy of the current contract(s) and all its amendments that is in place with the current contractor(s) for the Cafeteria Food Service Contract(s) for the locations as specified in the PWS at Fort Eustis and Langley, AFB?
Answer: No. The current contract contains proprietary pricing information of the incumbent, which is protected information and exempted from public disclosure IAW FAR 24.203(b). Note the following regarding contract information available to the public:

5. Question: Can you provide a copy of the current Seniority List for Fort Eustis and Langley, AFB locations as specified in the PWS.
Answer: No. IAW FAR 22.1020, the incumbent provides the seniority list in the last month of the existing contract, which is then provided by the Contracting Officer to the successor contractor.
6. Question: Can you provide the total current contract award price(s) for the current contractor(s) for the aforementioned site.
Answer: The total contract value for the current contracts are $1,592,445.31 for Fort Eustis and $2,638,771.08 for Langley AFB. Sabrosa Foods, Inc is the incumbent for both contracts.
7. Question: There are no instructions for how or where or what to submit for past performance. Please clarify.
Answer: From provision 52.212-1 of the RFP:
5.2. Proposal Volumes. Proposals shall be prepared in two (2) separate and distinct volumes. A volume is not required for past performance as the past performance information will be pulled from CPARS/PPIRS. Past performance information available through other Government sources (i.e. key Government officials) will be used as required.

8. Question: My firm is interested in taking the lead role as the Prime Contractor and forming a partnership with a highly qualified and experienced military food service contractor. Does your agency value my teaming partner’s past military dining room attendant and military food service experience, under a prime-sub teaming arrangement? If not, would your agency provide credit if it were a joint venture?
Answer: Note this is a LPTA source selection and no past performance is Acceptable performance. Also note provision 52.212-2 “The past performance information to be evaluated on each offeror will be information retrieved from CPARS and PPIRS as well as information available through other Government sources (i.e. key Government officials) regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement.” This means the teaming partner would be subject to past performance evaluation. Ensure to comply with paragraph 4 of provision 52.212-1.
FAR 19.101(7) applies:
(i) Definition of a joint venture for size determination purposes. A joint venture for size determination purposes is an association of persons or concerns with interests in any degree or proportion by way of contract, express or implied, consorting to engage in and carry out a single specific business venture for joint profit, for which purpose they combine their efforts, property, money, skill, or knowledge, but not on a continuing or permanent basis for conducting business generally. A joint venture is viewed as a business entity in determining power to control its management.
(iii) Joint venture. Concerns submitting offers on a particular acquisition as joint ventures are considered as affiliated and controlling or having the power to control each other with regard to performance of the contract. Moreover, an ostensible subcontractor which is to perform primary or vital requirements of a contract may have a controlling role such to be considered a joint venturer affiliated on the contract with the prime contractor. A joint venture affiliation finding is limited to particular contracts unless the SBA size determination finds general affiliation between the parties. The rules governing 8(a) Program joint ventures are described in 13 CFR 124.513.
9. Question: I'd like to know the government expectations for contingency contract cook section 1.1.4.2? Currently, the contracts are separate with one having union labor rates and the other non-union labor rates. What is the Government's pricing instructions on this issue? Should the contractor assume the non-union contingency cook facility will become unionized under the merged contract therefore, quotations will reflect a union labor rate for the contingency contract cook position.
Answer: The current attachments to the RFP (CBA and WD) need to be used as the basis for pricing; any assumptions made by interested offerors will be at their own risk. The negotiated pricing will be Firm-Fixed Price, therefore each offeror needs to ensure they understand the terms and conditions of the RFP, to include its attachments.
10. Question: What is the distance between the 3 work sites?

11. Question: Is the current contractor price provided in questions and answers for 1 year?
Ft. Eustis – Resolute Café $1,592,445.31
Langley AFB – Crossbow and Raptor – $2,638,771.08
Answer: These are the total prices per contract IAW the information found in ezSearch in the Federal Procurement Data System – Next Generation (FPDS-NG).

12. Question: Do these prices include the VA UTA, cooks for 1016 weeks per year and contract line servers for 144 weeks per year?
Answer: The prices include cooks and line servers respective to the requirements of those contracts.
13. Question: What is the average number of meals served per day for the UTA weekends?
Answer: From PWS pages 30 and 31 respectively, the headcount for Crossbow DFAC is 500 and Raptor Café is 300.
14. Question: Does the contractor furnish cooks at the Raptor Café on weekends for the UTA?
Answer: Yes.
15. Question: Why is lunch shown on the weekend for the Crossbow Dining Facility on page 30?
Answer: This was an error. Please disregard the lunch headcount and use the brunch headcount.
– Amendment 01 will be issued to update the PWS with this information.
16. Question: What is the menu for the UTA at the Crossbow Dining Facility during lunch?
Answer: This question is irrelevant and not pertinent for offerors to submit technical and price proposals.
17. Question: Was the current contract negotiated or sole sourced?
Answer: The current contracts were both awarded via an 8(a) sole source contract.
18. Question: The CLIN X006 in the base and option years show 1,016 weeks under Quantity and Unit.
This is more than one year (one year=52 weeks). Please confirm if this is correct.
Answer: This is correct. The government may need multiple cooks per week at both bases, which is why the number is so high. Please note that this is a NTE CLIN so it is likely this CLIN will not be fully used.
19. Question: The CLIN X007 in the base and option years show 144 weeks under Quantity and Unit.
Please confirm if this is correct.
Answer: Similar to answer 18, this is correct. Multiple Line Servers may be needed per week. It is also a NTE CLIN.
20. Question: Can we install timeclocks? If so, do they become the property of the government or remain as the contractor’s?
Answer: The contractor is allowed to install timeclocks and they will remain contractor property.
21. Question: Do we have access to internet or Wi-Fi?
Answer: Internet access and computers are not provided by the government. The contractor may supply their own.
22. Question: In the Technical Exhibit A of the PWS, it shows that Resolute Café is open 60 weekend days. But on the Pricing Schedule, CLIN X002, it states 56 days. Please confirm which one is correct.
Answer: The Resolute Café may be open a maximum of 60 days, but due to holidays and other closures, the most likely number of days is 56.
23. Question: How many cashier stations are there in Resolute Café? Do all of them have to be manned at all times?
Answer: There is no requirement for cashier services at Resolute Café. Only the Langley facilities require cashier services.
24. Question: Please confirm that we are to serve for 192nd FW UTA on both Saturday and Sunday, as it is stated in the PWS as “weekend”.
Answer: Yes, the UTA weekend consists of both Saturday and Sunday.
25. Question: There is the average meal count for lunch on weekends in Crossbow when the meal serving periods indicate that there are only brunch and dinner service. Please clarify why there is a meal count number for lunch on weekend.
Answer: See the answer to question 15.
26. Question: Are the “VA Guard UPT” on the Pricing Schedule and “192nd FW UTA” in the PWS referring to the same service?
Answer: Yes
27. Question: Please provide the number of people in each dining facility to help calculate the usage level of consumable products, such as toilet paper, paper towel, hand soap and such. We are aware that you have provided the average number of meal count but we want to make sure that we capture the correct number of people who would use consumables in the building.
Answer: The meal headcount plus the employees should be the only people visiting the facilities.
28. Question: Section 3.1 on page 43 says to send the proposal and its copies to the address listed in Block 9 of Standard Form (SF) 1449. The address given in section 3.1, which offerors are instructed to mark the package with is different than the address given in box 9 of SF 1449. To which address should offerors send the proposal and its copies?
Answer: The correct address is 14 Burrell Street, Bldg 67, Langley AFB 23665-2088.
– Amendment 01 will be issued to update the PWS with this information.
29. Question: I am unable to find information in the solicitation and PWS regarding key personnel positions. Can you please confirm which positions are considered key personnel?
Answer: Each offeror’s technical approach will determine who their key personnel are IAW the PWS. This is not directed by the government.
30. Question: When the contractor is providing food preparation service (cook support), does the contractor provide the cook(s) to prepare the meal, or instead to assist the Government's cooks already there?
Answer: The contract cooks will be working alongside military cooks in most instances. But, if a rare situation requires all military to deploy, contract cooks would need to be able to prepare the meal.
31. Question: Paragraph 1.1.3.4--Preparation of Fruits and Vegetables, is the contractor required to prepare fruits and vegetables other than contingencies?
Answer: This task in para 1.1.3.4. is not associated with contingencies; it is one of the main tasks defined under operational requirements and specific tasks.
32. Question: What is the responsibilities of the CBA job category titled “Insurance Clerk”?
Answer: This individual handles all payroll and time cards of contract employees. The title of this position was determined by a previous contractor who had a CBA with the applicable union.
33. Question: Will this contract require Bussers in the dining room during the meal periods to table bussing and removal the soiled dishes of each patron?
Answer: No, the tables are cleared by the patrons and dirty items placed in the bussing cabinets. The only requirement is for the attendants clean the bussing cabinets.
34. Question: is the Change fund government property?
Answer: No. The change fund is provided by the contractor. PWS 1.1.3.11.5
35. Question: When government provided equipment is broken and is vital to completing a contract task will the government exempt that task from being done unless they provide an alternate means to completing the task?
Answer: It depends on the task.
36. Question: Is any food prep or cooking required of the contractor other than when contingency cooks are requested? If so to what extent?
Answer: Yes, see PWS 1.1.3.4
37. Question: Will the government require company logos on the uniforms? Does the contractor have to pay for the safety shoes or is the employee’s responsibility? It is not addressed in the CBA. DOL and OSHO only requires the employer to pay if the shoes/boots have to meet a specific task requirement and are not commonly worn off duty and remains at the job site.
Answer: Logos will not be required on the uniforms. There is no contractual requirement for shoes, therefore that is left between the contractor and their employees.
38. Question: Where is this on-site manager’s office to be?
Answer: There is a contractor office space located at all three facilities.
39. Question: Will there be office space/s provided for contract management in any of the DFACs?
Answer: Yes, see the answer to question 38.
40. Question: Are the Dining Facility Attendant Supervisors referring to the Shift Leaders represented in the CBAs?
Answer: Yes
41. Question: Is there internet access for the contractor’s use at the office space/s provided?
Answer: No, the government is not providing internet access. It must be acquired by the contractor.
42. Question: Does each DFAC have office space for DFA Supervisor staff?
Answer: Yes, see the answer to question 38.
43. Question: Will the contractor be required to maintain a DFA Supervisor and Alternate for each DFAC list in the PWS even during the period that a DFAC are closed?
Answer: When the facility is closed, services are not required and no contract employees need to be present.
44. Question: Does the Government considered these to be exempt management positions under the Service Contract Act? Since the CBA covers Shift Leaders could the contractor use these positions to cover the requirements stated in PWS para 1.2.1.1?
Answer: Each interested offeror must determine which employees are exempt from SCA. Yes, shift leaders can cover the requirements in PWS para 1.2.1.1.
45. Question: PWS 4.2. The contractor shall furnish and maintain cleaning supplies; for information purposes, a list of typical supplies is provided at TE B. All chemicals used in the dining facility shall be approved by the environmental office, identified on an inventory, labeled, and stored in locked labeled cabinets or closets. The Contractor shall obtain a Material Safety Data Sheet (MSDS) from the product manufacturer for each item listed on the inventory. Contract personnel shall have access at all times to the MSDS. Insecticides and pesticides shall not be stored in dining facilities.
a) What is the historic usage?
Answer: The PWS covers the information needed for cleaning, the historic usage is proprietary to the technical approach of the incumbent.
b) What Insecticides and pesticides will the contractor be required to purchase and apply at the facilities? What is the historic data of type and quantities?
Answer: No pesticides or insecticides are required, that service is provided by another service contract.
c) Does the Contractor furnish paper products upon power or mechanical failures? There is no data provided in TE B. What is the historic usage?
Answer: The government will provide paper products when necessary.
d) Does the government provide the paper goods to include Styrofoam cups, paper ware, plastic ware, etc, for meals served and consumed in or outside the dining facilities?
Answer: Yes, see the answer to question 45.c.
46. Question: Will the contractor be required to provide any vehicles in connection with the work being performed under any service in the PWS?
Answer: No, vehicles are not required.
47. Question: Who replacement of light bulbs? Who provides light bulbs? If contractor, what is the number and type of bulbs used in each facilities?
Answer: The government will provide bulbs, and the contractor changes bulbs lower than 10 feet.
Bulbs over ten feet will be changed by CE

48. Question: Extended service CLIN price. Is this for one person for the number of unit hours or the total number of persons need for one hour?
Answer: Total number of persons needed for one hour.
49. Question: What is the space provided in each DFAC for the setup, use and storage of office equipment, supplies and tools?
Answer: Adequate office space is provided in each facility for these items.
50. Question: Will the contractor be required to unload and/or stock government furnished subsistence and/or supplies?
Answer: No.
51. Question: Who is responsible for cleaning the Hoods and Exhaust filters in the cooking areas and servicing lines?
a) Where are the grease traps located in relationship to each hood?
b) How many hoods and grease traps are there in each DFAC?
c) What is the standard for meeting the grease trap cleaning requirement?
d) What is the standards for cleaning the exterior of the exhaust hoods?
e) How often do the exhaust hoods need to be cleaned?
Answer for a through e: There is a separate contract for the maintenance, repair and interior cleaning of the grease traps and hoods. The contractor shall only clean the exterior surface of the exhaust hoods.
– Amendment 01 will be issued to update the PWS with this information.
52. Question: Who will supply replacement expendable and durable items such as the dishes, flat ware, coffee cups, glasses, etc?
Answer: The government will replace these items on an as-needed basis, except in the case of contractor negligence.
53. Question: Will the contractor be provided a facility on base for the ample storage of supplies?
Answer: There is adequate storage room in each of the facilities for supplies.
54. Question: The Contractor shall furnish all supplies and services to meet performance requirements.
a) In order for the contractor to project the cost to purchase and maintain an inventory of cleaning supplies adequate to sustain normal facility operation we need to know the historical usage. Since only the incumbent would have the reference information necessary to project these cost without risk.
Answer: See the answer to question 45.a.
b) Will the government provide the contractor with the initial supplies for each facility?
Answer: No
c) What is the quantity of each item provided for each DFAC listed in TE C?
Answer: Quantities are provided in TE C
55. Question: Will we be responsible for providing cleaning supplies that would be used by everyone in the DFAC, including the government, such as Oven Cleaners, paper towels, plastic bags, Griddle cleaning screen, Disposable Wipe Cloths brooms and mops and mop buckets, not all of these items cannot be segregated. Will the government be providing their own cleaning supplies?
Answer: The government will provide their own cleaning supplies. The contractor is expected to provide items as specified in TE B.
56. Question: What are the specific requirements, security procedures, training, level of security clearance (i.e.: secret, top secret), citizenship requirements and costs for obtaining the CAC credentials?
Answer: PWS 1.2.10 outlines security requirements. CAC cards will not be required by contractor personnel, but they must pass the background check process required by the base.
57. Question: Will an area be available in each DFAC to install wall mounted time clocks?
Answer: Yes, the contractor can mount time clocks.
58. Question: Is the stripping and waxing part of the CLIN pricing for each DFAC?
Answer: No, stripping and waxing is not required.

59. Question: Will contractor be required to have a minimum number of personnel at the Headcount/Cashier Stations throughout all meals period or will the designated personnel be able to leave their areas in order to perform other duties?
Answer: Yes, see TE A.
60. Question: Will contractor be required to have a minimum number of personnel in the dining rooms throughout all meals period or will the designated dining room personnel be able to leave the dining room areas in order to perform other duties?
Answer: No. The contractor is required to meet the tasks defined in the PWS, so the positioning of contract employees should be IAW PWS requirements.
61. Question: Can invoices be submitted every two weeks? As a small business, under FAR 52- 232.1(b) we are allowed to invoice twice monthly to allow for better cash flow.
Answer: Invoicing shall occur IAW each CLIN’s structure. Each interested offeror is expected to be financially responsible IAW FAR Part 9 and therefore have the financial resources required for this contract.
62. Question: Will the Contractor be required staff all designated serving lines with qualified personnel during all meal periods?
Answer: When this CLIN is used, the servers are expected to stay on the serving line that meet the requirements in the PWS.
a) Does this include the Resolute Café?
Answer: Yes, when line servers are being used.
b) Will contractor be required to have a minimum number of personnel of each serving line throughout all meals period or will the designated serving line personnel be able to leave the serving line areas when there no patrons in line in order to perform other duties?
Answer: See the answer to question 60.
c) Is the contractor required to clean the grills on the serving lines and other equipment on the serving lines?
Answer: Yes for Langley, No for Fort Eustis.

63. Question: Are there any tasks associated with washing and sanitizing bake ware and other items used in preparing baked items?
Answer: Some cleaning may be required for baking items.
a) When is the baking done by the military?
Answer: Baking is always done by the military, unless contract cooks are employed.
b) Is baking done in a centralized facility?
Answer: No, baking is done at each facility separately.
c) Does this require a contractor employee on site for cleaning during this time?
Answer: No
64. Question: 52.222-17, Nondisplacement of Qualified Workers (May 2014) (E.O. 13495). Flow down required in accordance with paragraph (1) of FAR clause 52.222-17.
Request for relevant information: Nondisplacement of Qualified Workers Under Service Contracts; The regulations require that workers on a federal service contract who would otherwise lose their jobs as a result of the completion or expiration of a contract be given the right of first refusal for employment with the successor contractor.
Since the Federal Government’s procurement, interests in economy and efficiency are served when the successor contractor hires the predecessor’s employees. Their studies have shown that a carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government the benefits of an experienced and trained work force that is familiar with the Federal Government’s personnel, facilities, and requirements.
Since all Offers will see immediate reductions in the cost of hiring new workers do to this regulation all Offers will need to be provided the same information about the current incumbent force has does the incumbent and those Offers that them may team or collaborate with. They would have an unfair competitive advantage over other Offers without this cost saving information.
a) Please provide all Offers, the number incumbent employees on the list the contractor is required to provide the government upon request and the current position these employees are qualified for.
Answer: Contact the union.
b) The employee wages and benefits are the major direct cost passed through as a direct cost to the government. If the union will not provide the current seniority list to all bidders, giving the incumbent a significant competitive advantage over all other bidders, since they would be the only one to know actual employee seniorities.
Answer: See the answer to question 5.
c) Can we be provided with a copy of the current contractor's seniority list to adequately price for accumulation of vacation time in the proposal?
Answer: No, see the answer to question 5.
d) What is the average number of year’s seniority does each of the incumbent’s employees have?
Answer: Contact the union.
e) What is the total number of employees currently employed?
Answer: Contact the union.
65. Question: Key control, what keys will the contractor have access to? Who Opens and Closes the DFACs?
Answer: The contractor has keys to their office and storage areas. The military will open and close the office.
66. Question: Is there a time limit on the amount of time the contractor has to clean the areas assigned to the contractor, i.e. serving line, dining room or dishwashing areas between meals other than to say the areas need to be cleaned prior to the start of the next meal period?
Answer: PWS 1.1.3 outlines many different tasks and the timeline expected for cleaning.
67. Question: Will the contractor be permitted to perform scheduled cleaning in the evenings after the dinner meal, i.e. from 1930hrs to 2330hrs?
Answer: Yes.
68. Question: PWS 4.2.1. Contractor Use of Mandatory Sources of Supply or Service IAW FAR Clause 52.208-9. The Contractor shall purchase items listed in the Procurement List, which may be accessed at: http://www.abilityone.gov/. These will include but are not limited to paper napkins, cleaning supplies, paper towels, trash bags and janitorial supplies identified at TE B and used in operating the food service facilities under this contract. Commercial sources may be used only when JWOD sources are unable to provide the needed supplies. Buy American.
According to FAR -- Part 8.005 Contract Clause the Contracting Officer shall insert the clause at 52.208-9, Contractor Use of Mandatory Sources of Supply and Services, in solicitations and contracts that require a contractor to provide supplies or services for Government use that are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled. The contracting officer shall identify in the contract schedule the supplies or services that shall be purchased from a mandatory source and the specific source.
a) Will the government be using the supplies purchased by the contractor?
Answer: Yes, see PWS para 4.2.1. in the PWS updated in Amendment 01.
– Amendment 01 will be issued to update the PWS with this information.
b) Can you provide a list of the supplies that the contractor will be required to purchase of the specific use of the government.
Answer: See the answer to question 68.a.
c) Can the price and delivery information for the mandatory supplies as referenced in FAR clause 52.208-9 please be provided?
Answer: Each interested offeror must conduct their own research and procure supplies from a supplier who provides AbilityOne supplies.
d) Do non-profits currently provide supplies to the current contractor performing? If so, please provide a list and current price of all the Items they currently purchase through the National Industries for the Blind. If there is an anticipated price increase in the coming year, provide a list of those products and price.
Answer: This information is proprietary to the incumbent.
e) After further review, FAR Clause 52.208-9 it seems that this clause will not apply to the services in this requirement as the contractor will not provide supplies for use by the Government. Therefore the reference to the clause in PWS paragraph 4.2.1 should be removed.
Answer: There are supplies to be used by the government that are contractor-furnished; see PWS para 4.2.1.
– Amendment 01 will be issued to update the PWS with this information.
69. Question: We request clarification in the area of Food Service Equipment cleaning, so that we, the contractor have a clear understanding as to our responsibilities.
a) Who is responsible for the food service equipment in the kitchen areas?
Answer: The government owns the equipment but the contractor is required to clean and operate the equipment IAW the PWS.
b) Who Clean the Interior of the hot and cold beverage and food dispensing equipment? Does food dispensing equipment include serving lines?
Answer: Same as above
c) Who Clean the Interior of the Ice Cream machines?
Answer: Same as above
d) Who is responsible for cleaning the interior and exterior of the Food holding boxes/warmers?
Answer: PWS 1.1.3.12.6 – contractor cleans
e) Who is responsible for cleaning the interior and exterior of refrigeration/freezer equipment? This included refrigeration/freezer equipment in the kitchen areas?
Answer: PWS 1.1.3.13.7 – contractor cleans.
70. Question: PWS, Para 1.1.3.1. Clarification that the contractor is responsible only for cleaning the storage areas, not receiving and storing of subsistence?
Answer: Correct.

Answer: No. The contractor will not actually receive a CAC, they must pass the background check usually done to obtain one to get access to base.
78. Question: PWS, Para 3.0. Government Property and Services. Who will be supplying the maintenance on all the equipment in the facilities? Will it be the contractor?
Answer: For food service equipment: the government performs the maintenance at Fort Eustis via another service contract. The contractor shall perform preventative maintenance and repair of food service equipment at Langley.

Answer: The contractor will provide all office equipment, to include printers, that they deem necessary. The government will not be using them.

Answer: They are included in Appendix 1.
82. Question: Technical Exhibit A. The number of serving lines and cashier station are not listed for the Resolute Café. Please provide this information?
Answer: Line Servers and cashiers are not required for the Resolute Café.
83. Question: Technical Exhibit A. Flight Kitchen. During the UTA weekends, how many cashiers are needed and are active duty personnel using the facility also?
Answer: Active duty personnel are not permitted to use the Raptor café on the UTA weekends. The facility should be staffed the same as a normal meal.

94. Question: Are cooks required in Raptor Café’s Fast Food service for the UTA service (one weekend a month) as cooks are required in Crossbow’s UTA service?
Answer: Yes.
95. Question: On the Amendment 0001, in the box 14, #6 says the due date is extended to 26 February 2016. However on page 2, it says “The required response date/time has changed from 12-Feb-2016 12:00 PM to 01-Mar-2016 12:00 PM.” Could you please confirm which is correct?
Answer: The correct proposal due date is 1 March 2016 at 12:00 PM.
96. Question: Is the daily meal count for breakfast at the Resolute Café on the weekend correct at 583 meals?
Answer: This number is correct, but please note this is an average as annotated in the PWS.
97. Question: The solicitation shows the number of days Crossbow is open at 364. Is this correct, and there are one (or two / leap year) day(s) that the facility is closed, or is it open every day of the year?
Answer: The Crossbow is open 365 days a year, or 366 days during leap years.
Q&As resulting from EN T1 and Amendment 0002
98. Question: Please confirm there are cooks for weekdays at Raptor Café.
Answer: There are NOT cooks regularly scheduled during weekdays at Raptor Café. If they will be required during weekdays, contract cooks would be requested on an as-needed basis under CLIN X006 series. UTA Weekend, which include Raptor Café, does require cooks.
99. Question: Should the UTA weekends staffing include both UTA staffing and the regular weekend staffing?
Answer: No, please show only UTA staffing on the UTA weekend tabs.
100. Question: We saw you had included the new CBAs for both locations but you did not include the new Supplements to these CBAs that have the new wages and benefits. Can you please provide these?
Answer:
The Langley CBA expired and the new CBA reflects the same wages that were previously included in the last Supplemental Agreement. Since the Langley CBA is new, a Supplemental Agreement is currently not in place.
The Fort Eustis CBA is not new but had to be corrected in Amendment 0002 to fix the end date of the WD on page 1 of the pdf file. The Langley Supplemental Agreements had been erroneously added so they are now removed and the latest Fort Eustis Supplemental Agreement is included at the end of the Fort Eustis CBA, Attachment 3. The corrected Attachment 3 is posted to FBO on 26 Sep 2016. The Supplemental Agreement wages are in effect until 31 Dec 2016.
