About this file

This is a Standardized Operating Procedure (SOP) memorandum issued by the 346th Air Expeditionary Wing (AFSOUTH) in San Juan, Puerto Rico, dated October 23, 2025, establishing vetting and vehicle inspection procedures for government contractors accessing the facility.

The SOP mandates that all contractors on official business undergo background vetting through the National Crime Information Center prior to authorization to work in the 346 AEW Areas of Responsibility. Contractors must submit required information including full name, date of birth, Social Security number, state driver's license photo, and passport photo (for foreign nationals) to 346 EABS/CON no later than three duty days before scheduled work. An Entry Authority Listing must include the requesting organization, point of contact information, work dates and times, and authorized work areas. Foreign nationals require additional Air Force Office of Special Investigation checks. The 346 EABS/CC may authorize additional criminal history checks and searches of city, county, state, and federal databases. Applicants are denied access upon discovery of disqualifying information per the Fitness Determination Matrix. Criminal history information is released only to law enforcement and the subject, with disclosure/sharing of Law Enforcement Sensitive Information permitted across the Federal government for the life of the access credential under HSPD-6, HSPD-11, and HSPD-24.

Commercial vehicle inspection procedures require contractors to stop at inspection points where Security Forces verify authorization against the Entry Authority Listing. Contractors must turn off vehicles, open all doors and compartments, and exit to stand in designated locations. Military Working Dogs conduct vehicle sweeps when available, followed by Security Forces thorough inspection. Contractors are cleared to proceed upon completion with no findings. Prohibited items include firearms, ammunition, weapons, tasers, pepper spray, explosives, fireworks, illicit drugs, drug paraphernalia, and open alcohol containers. Any prohibited items result in denial of access and documentation in the Security Forces Blotter with notification to 346 EABS/CON. Processing times may extend due to ongoing security situations. Refusal to comply with Commercial Vehicle Inspection procedures results in denial of access.
