Offeror Questions FA4690-24-R-0005; Part III (see amendments 01 and 02 for previous Q&A)

Answers to questions submitted on August 2 are below. Duplicate questions have been consolidated (see Q&A I & II for previous Q&A).

Q1. For the Program Manager, what is meant by “Documentation of manager or supervisory training certification”?

A1. The requirement at PWS 3.1.1 Program Manager paragraph k has been removed (changed to “Not Used”).

Q2. As this is a one-year opportunity with a possibility of a 6-month extension, is there any likelihood that option years may be added?

A2. The contract resulting from this solicitation will not be modified to include any option periods (other than the possibility of the 6-month FAR Clause 52.219-8 extension, if needed). The Government is in the process of determining the requirements for a follow-on effort (FY26 and beyond), if any. Any future requirements will be solicited in a follow-on effort.

Q3. Does the 1.5 line spacing also include the Program Manager’s resume?

A3. The 1.5 line spacing requirement applies to the Program Manager’s resume.

Q4. (From amendment 01 Q&A I Q20): Q20. CLIN 0003, Travel Pay Processing Overtime.

Can you please provide offerors with an estimated quantity of anticipated overtime hours? Can the government provide historical data of overtime used on past contracts for this service?

A20. Approximately 190 hours of overtime was utilized in the last 12 months. Past years have been lighter. The Government estimates approximately 150-250 hours per year may be required. Workload will drive the need for overtime hours. Question: Can the Government please update/change the hours in the Bid Schedule or is the contractor allowed to update/change the hours?

A4. The quantity for CLIN 0003 “Travel Pay Processing Ellsworth Contract Support, Overtime” is reduced from 1396 hours to 300 hours. Updates are made in the SF1449 and the Attch 5 Bid Schedule.

Q5. Will the Government please incorporate the recent WD No. 2015-5367, Revision No.: 26 in the Solicitation. Changes in the WD impacts the offerors’ ability to comply with the SCA.

A5. Amendment 03 replaces Rev 25 with Rev 26.

Q6. Please confirm performance recency is five (5) years. The Past Performance Questionnaire states three (3) years.

A6. Recency is five (5) years. The PPQ may be sent to references for performance in the past 5 years.

The note in the PPQ is meant for the Reference POC and allows the Reference POC to submit other PPQs on other contracts performed by the offeror for the Reference Organization within the last 3 years, if any, for which the offeror did not submit a request to the POC.

Q7. Could the government give the tenure of the incumbent staff?

A7. The Government will not release the tenure of the current contractor employees. The overall performance of the existing workforce meets requirements.

Q8. Are all current positions filled?

A8. Of the 37 FTE positions on CLIN 0002 on the existing contract, 32 FTE are currently on contract (5 FTE vacancies).

Q9. Attch 6a AMD01, Eval Factors, Item2a: Step 2 - Order all submitted offers from lowest to highest by Total Evaluated Price (TEP) (Total Evaluated Price includes all pricing combined to provide this requirement, including the -8 6-monthextension). What is the -8 6-month extension?

A9. The -8 6-month extension refers to:

52.217-8 Option to Extend Services.

As prescribed in 17.208(f), insert a clause substantially the same as the following:

Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within _____ [insert the period of time within which the Contracting Officer may exercise the option].

The potential value of a full 6-month extension is being evaluated as part of the Total Evaluated Price.

This value will not be included in the initial award and the Government does not intend to exercise an extension using 52.217-8 unless there are extenuating circumstances (e.g., a protest on the follow-on solicitation requiring services while the protest is being addressed).

Q10. Attch 6a AMD01, Instructions para 1.3: With the questions due on Fri 2 Aug @4:30 MDT and the proposals due Wed 7 Aug @ 4:30 MDT, would the government consider an extension of the proposal submission to allow for the government to fully answer submitted questions and to also allow offerors sufficient time to fully incorporate those answers into their proposal submissions?

A10. The proposal due date is extended to Mon 12 Aug @ 4:30 PM MDT.

Q11. Attch 6a AMD01, Instructions para 2(d): If an offeror submitted PPQs that were returned by the POCs for the previous solicitation, and the offeror is utilizing the same past performance for this solicitation, can the prior received PPQs be utilized by the government, or do they need to be re-accomplished?

A11. PPQs should be specific to this solicitation (FA4690-24-R-0005). However, the Government will consider other sources of information. Addendum to FAR 52.212-2 Evaluation-Commercial Products and Commercial Services, a. Volume III, Past Performance Factor (2)A) Other Sources of Information states:

Past Performance Team evaluation is not limited to review of the information provided in the offeror's Present/Past Performance volume and Past Performance Questionnaires.

Present/Past performance information may be obtained from the Government's Federal Awardee Performance and Integrity Information System (FAPIIS) and the Contractor Performance Assessment Reporting System (CPARS). The Government reserves the right to use performance information from other Federal sources or commercial sources. Data from previous source selections may be used if the data is recent and relevant
