Questions and Answers

Grounds Maintenance - Ellsworth AFB Sol # FA4690-16-R-0001 Question 1: Refer to paragraph 1.1.2, Edge. Please provide the linear footage for edging requirements for the improved grounds?

Answer 1: This information not available. However, contractors can estimate the linar footage using the attached map.

Question 2: Per para 1.1.4., Irrigation, are all 25 irrigation systems 100% fully operational?

Have all these listed irrigation systems been in an operational status in the past years?

If any have not been operational, please list then along with how long they been out operation?

Answer 2: There are 22 lawn irrigation systems and 15 drip irrigation systems (est quantities). Yes, all systems were operational at the end of FY15 season but approximately 10 percent of these systems require repairs.

Question 3: Will a certified irrigation techincal person be required to perform irrigation duties, such as repairs and installation?

Answer 3: A certified irrigation technician is not required. Contractor should have competent personnel making repairs to adequately support the requirements outlined in paragraph 1.1.4 of the PWS.

Question 4: Please provide clarification who is to be responsible for the burden of cost towards the repairs regarding Hourly (man Hours) & and specialized equipment? (Such as: trencher, backhoe, shoring, etc.)?

· Also you need and hourly rate (Line Item) for repairs or installations when and if requested to perform to related work, of incidents not caused from grounds maintenance operations.

· You are missing many items that are very much relevant in performing repairs and or installing new systems, in your special requirement listing of irrigation components, the components missing not listed are vital in making a system fully operational.

· Such As; Risers, Swing joints, Valve box, Coupling/fittings, PVC repair slip joints, assortment of hardware, Controller w/multi zones, drip admitters, hourly rate for labor, hourly for equipment?

Answer 4: Refer to PWS, Paragraph 1.1.4.2, Maintenance and Repair of Irrigation Systems. Repairs will be separately priced and not included in the contract line items price for maintenance of irrigation systems. Special requirement full service prices (CLIN 0012 & CLIN 0013) must include installation with associated fittings and hardware..

Question 5: Refer to PWS, paragraph 1.1.5., Police Grounds.

· Policing of grounds from normal & common winds and storms are clearly understood, but when you should have a natural disaster type storm such as; when a storm or winds are powerful enough to break limbs out or off of trees, or tear away building materials/fabric off a building structure.

When you have a Tornado, Excessive Straight-line winds, Ice Storms, Etc, these type storms should not be considered as normal for policing or clean up requirements, and the contractor should be compensated for this service?

Answer 5: Wind and storm damage debris does not apply in connection with an extreme event such as a tornado or natural disaster. In these cases, the government will contact the contractor if assistance is required. If so, a contract modification would be required to support this effort.

Question 6: Refer to PWS, paragraph 1.1.8, Weed Control. Have you had a strong and vigorous weed control program previously, where you do not have excessive weeds that would create a barren area within any turf area of responsibility? If a contractor kills weeds on your property (base) why should a contractor be responsible for the cost of restoring the barren area, the burden of cost should be the governments, which should be under special requirements (work order). ***now if the contractor should create a barren area of turf by their actions yes it should at their expense*** Answer 6: Prior to FY13 there was a good weed control program in place. However, in FY 14 & 15, a limited weed control program by contractors and Govt pest management personnel was in place. In the event of a large area is left barren after treating an area, the contractor would be responsible to restore grounds made barren where weeds were removed to the level of care of the surrounding area.

Question 7: At bldg 88421 there was a garage space designated for storage of herbicides, is that spaces till available to the contractor for storing herbicides for this contract? AFI 32-1053 on page 8 section 3.7.6.4.; states pesticides/herbicides are to be stored in a temperature-controlled facility/environment.

Answer 7: An area is available in Bldg 88421 (see floor plan.)

Question 8: Invasive species Aquatic section 1.7.5.2 you have 6 Lakes/Ponds listed total 1.5 acres have they been maintained and control to be in compliance by you (Gov) or a previous contractor?

Answer 8: Approximately 98% of the cattail vegetation above the water line was manually removed last fall. This is the only work that has been done by the Govt. See attachment BASH Mitigation.

Question 9: In Attachment 2 the master price schedule CLIN 0002AG (WEED CONTROL) (June) 1 mo; Do you want contractors to provide a cost for Improve, Semi-Improve*Airfield (BASH)*Unimproved (BASH)* Unimproved*Noxious / Aquatic*&Hard surface into this one CLIN line item?

· Weed control for the Improved & Semi-improved is 714 acres,; Airfield, Unimproved (bash), & Unimproved grounds is noxious and invasive species total is 2547 acres; Hard surface is 1060 acres.

· The logical costing way is to cost out each requirement by themselves, not combine all acreage into one cost line item for 4231 acres of totally different areas of requirements!!!!

· Noxious and Aquatic are totally different costing (they both require totally different product/chemicals). As well as Hard Surface requirement it also requires a different product.

Answer 9: CLIN 0002AG is a sub CLIN under 0002 “Maintain Improved Grounds” and must be priced. Refer to base special requirements and hospital special requirements for weed control in other areas.

Question 10: Please provide clarification regarding your intent for a contractor to cost (1.1.8.) weed control CLIN 0002AG, what areas/acreage of grounds do you want inserted in this CLIN? (Just need to be Clear!)

Answer 10: CLIN 002AG is a sub CLIN under 0002 “Maintain Improved Grounds” and must be priced. Refer to base special requirements and hospital special requirements for weed control in other areas. We are complying with a mandated Air Force CLIN structure. Weed control is applied to all areas. Refer to PWS, paragraphs 1.1.8, 1.2.3, 1.3.7, 1.4.3, 1.5.3, 1.7.5, and Appendix A (Weed Control Plan).

Question 11: Appendix A you have provided 6 different areas of requirements three of which are listed in Special Requirements?

Answer 11: Appendix “A” is estimated workloads and additional information data.

Question 12: Refer to PWS paragraph 1.1.9, Renovate Lawns. Please clarify as to how this requirement is to be utilized, as it is not a via issued work order item?

· In your 1449 bid schedule CLIN 0002AH and option years you have this service as a performance base line item, unless you have a ¼ acre area that requires renovation or more, what if the COR does not issue or identify an area annually how is this service utilized in billing it or a payment as it is not in the work order status?

Answer 12: The PWS paragraph 1.1.9, Lawn Renovation, will be revised by adding the following sentence: “Renovation repairs that are the government’s responsibility shall be accomplished through issuance of a work order by the COR”.. Lawn renovations that are the govt responsibility to repair will be issued as a work order. That work order can be billed after the work is completed and accepted by the COR. If no work order for lawn renovations has been issued, the contractor can not bill for those services. Remaining balance will be de-obligated by the government.

Question 13: Refer PWS paragraph 1.2. Semi-Improved Grounds, 1.3, Airfield Grounds, 1.4, Restricted Semi-Improved Grounds. In Appendix A you have the semi-improved estimated at 28 mowing cycles is this an accurate or realistic number for mowing cycles annually?

Answer 13: This is a performance-based contract and how often the contractor cuts the grass is at the discretion of the contractor to maintain performance standards. Appendix A contains estimated quantities only and also refer to climate data for seasonal weather information.

Question 14: Refer to ATTACHMENT 3 Special Requirements and PWS paragraph 1.7.6. Seed Mix. Why do you have your required seed mix in the special requirements and lawn renovation in performance base section? Why not have them together as they are both for the same purpose?

Answer 14: This is an Air Force Mandated CLIN structure that must followed.

Question 15: These two sections/paragraphs we assume are requirements for turf repair. You state the contractor is required to till compost and fertilizer 6 inch into the existing ground / area of repair. The soil/ground at Ellsworth has considerable rocks, stones, and gravel in it, tilling 6 inches down into the soil sound maybe impossible. It could become an issue if the COR insist when the ground conditions prove un-favorable to meet your requirements. Please review this requirement and provide clarification?

Answer 15: Unforeseen soil conditions will be addressed individually by the COR and the CO.

Question 16: Attachment 2, Master Pricing Schedule for base yr, option yr, and 6 mo ext the CLINs 0012 & 5013 are distorted and not legible enough to understand your intent for use, they do not match CLINs list above them which are legible, please review these two CLIN cells.

Answer 16: Attachment 2 (Master Price Schedule), Attachment 3 (Price Schedule - Special Requirements), Attachment 4 (Price Schedule – Medical Clinic) Microsoft EXCEL spreadsheet will be revised to correct these discrepancies.

Question 17: Please provide clarification as to how you intend for the contractor to invoice the 1449 form bid schedule CLIN items?

· You have 1449 bid schedule, master price schedule, and special requirements price schedule.

· You have CLINs 0002, 0003, 0004, 0007, 0008AA/AB, 0009AA/AB/AC/AD/AE/AF, 0012, and 0013 which is Special requirements (work order). Which is understandable are only accomplished and paid for by issuance of work order

Answer 17: Contractors will invoice to the SubCLIN level (SubCLINs contain quantities and units) only for CLINs that contain SubCLINs. Please note that all pricing information contained in the three Price Schedules must be transferred to the appropriate CLIN or SubCLIN in the SF 1449.

Question 18: Where you have created confusion, we are assuming the 1149 CLINs 1 thru 12 are performance base and CLIN 0013 is work order (IDIQ)???

Answer 18: This is a performance based IDIQ contract. A delivery order will be issued for required quantities on CLINs 1 thru 13. All SubCLINs in the Medical Clinic Price Schedule are subject to a work order with the exception of SubCLINs 12AA, 12AK, and 12 AQ. Additionally, all SubCLINs in the Special Requirement Price Schedule are subject to a work order per PWS, paragraph 1.7 and 1.73.

Question 19: You have tree work price twice master price schedule and 1449 bid schedule but not under special requirements Attachment 3 which we know is via work order.

Answer 19: Master Price list covers base wide requirements, except Hospital. Attachment 4 covers Hospital requirements only. Attachment 3 covers special requirements not covered in Master Price list. This is a mandated Air Force CLIN structure that must followed.

Question 20: So what I am trying to verify is on the 1449 bid schedule, how will the contractor invoice DAFAS and get paid, and what CLIN are billed/invoiced under performance base. Do divide them by 12 months, 7 months, or by 6 months, or the month or time period they are accomplished/performed.

Answer 20: Contractors will invoice to the SubCLIN level (SubCLINs contain quantities and units) only for CLINs that contain SubCLINs. Please note that all pricing information contained in the three Price Schedules must be transferred to the appropriate CLIN or SubCLIN in the SF 1449.

Question 21: Having a clear idea as to what a contractor is able to invoice / knowing income monthly, quarterly is somewhat vital,, so please provide a clear explanation as to what CLINs are or will be invoiced as firm fixed/performance along with time lines for when the contractor can Invoice/Bill them.

Answer 21: Contractors will invoice to the SubCLIN level (SubCLINs contain quantities and units) only for CLINs that contain SubCLINs. Please note that all pricing information contained in the three Price Schedules must be transferred to the appropriate CLIN or SubCLIN in the SF 1449.

Question 22: Can you please clarify the procedure/requirements needed to mow inside the restricted areas.

Answer 22: Refer to PWS paragraph 4.8. Additionally, access to some restricted areas will require security clearance badge (provided by Govt after security clearance is appoved) and access to other restricted areas will require an escort. Escorts will be provided by Government.

Question 23: Are we able to get rid of the cattails by use of chemical means?

Answer 23: Yes, approved chemical application may be used to remove cattails.

Question 24: The Past Performance Information Form states in the first sentence that you are "in the process of selecting a contractor for the Remote Crypto ReKey project." Shouldn't this be Grounds Maintenance and Snow Removal project?

Answer 24: Yes, "Remote Crypto ReKey project" should be replaced with "Grounds Maintenance and Snow Removal Project". An amendment to the solicitation will correction this discrepancy.

Question 25: Refer to paragraph 1.1.5 of the PWS, Debris Removal/Police Grounds. Would small items such as cigarette butts and gum wrappers be included in this requirement?

Answer 25: Refer to PWS paragraph 1.1.5. The Contractor shall perform general litter patrol in all areas of improved irrigated and non-irrigated grounds areas identified in appendix A and B to maintain a neat and professional appearance. Remove and dispose of natural debris (tree limbs, dry brush, tumbleweeds, rodent habitats, etc.) and man-made debris. The Contractor shall police wind and storm damage debris in all areas of responsibility. The contract is performance based and the requirement is to maintain a neat and professional appearance. How often and to what detail the contractor performs the service is at their discretion.

Question 26: Would debris removal/policing be required during the winter months?

Answer 26: Refer to Delivery Information, Delivery Dates, starting on page 94 of the SF 1449 Solicitation (Aprl through Oct).

Question 27: Would debris removal/policing be required during holidays and weekends?

Answer 27: Refer to PWS paragraph 4.5, Hours of Operation.

Question 28: Would debris removal/policing be required continuously throughout the day? Or just once a day? Or in conjunction with other grounds operations?

Answer 28: Refer to PWS paragraph 1.1.5. The Contractor shall perform general litter patrol in all areas of improved irrigated and non-irrigated grounds areas identified in appendix A and B to maintain a neat and professional appearance. Remove and dispose of natural debris (tree limbs, dry brush, tumbleweeds, rodent habitats, etc.) and man-made debris. The Contractor shall police wind and storm damage debris in all areas of responsibility. The contract is performance based and the requirement is to maintain a neat and professional appearance. Question 29: Refer to paragraph 1.1.4.1 of the PWS, Operation of Irrigation Systems. What is the approximate average age of the installed irrigation systems?

Answer 29: Drip systems are 3-6 years old, other systems are 10-20 years old.

Question 30: Of the irrigated grounds, how many acres have installed irrigation systems?

Answer 30: Improved lawn irrigated 42 acres. Also, 15 drip systems support new shrubs and trees plantings.

Question 31: How many of the irrigation systems have time clocks and how many are operated manually?

Answer 31: All systems have automatic clocks.

Question 32: How many backflows and anti-siphon devices are there?

Answer 32: All systems have backflows and anti-siphon. Refer to PWS 1.1.4.2

Question 33: Who is the incumbent contractor and what is the current contract amount?

Answer 33: There is no grounds contract currently in place and therefore no incumbent contractor.

Question 34: Refer to paragraph 1.1.9. of the PWS, Lawn Renovation. Will the Government require the contract to provide this service to areas that are or have been under construction?

Answer 34: Yes, if that construction is performed by the Government and issued through a work order. Renovation repairs that are the government’s responsibility and shall be accomplished through issuance of a work order by the COR.

Question 35: Will the Government require the contract to provide this service to areas that have been damaged by others than contractor operations?

Answer 35: No, except if that construction is performed by the Government and issued through a work order. Renovation repairs that are the government’s responsibility shall be accomplished through issuance of a work order by the COR.

Question 36: How many square feet did the government identify last year as needing Lawn Renovation Services?

Answer 36: 1 Acre.

Question 37: Refer to paragraph 1.7.4. of the PWS, Pest/Weed Control. Do the non-turf areas include housing areas, all base roads, all base parking lots, all base storage areas, all base sidewalks, all base Utility areas such as heating/cooling equipment pads and transformer storage areas, all fuel tank storage areas/fuel farms?

Answer 37: Yes, except for housing area. Refer to Grounds Maintenance Map and Estimated Quantities.

Question 38: Are there maps for Pond #1, Pond #2, LoLa Pond? How far away from the main part of the base are these lakes/ponds? In order to calculate the amount of herbicide needed for algae control we need the average depth of the identified water areas can the government provide this?

Answer 38: An amendment to the solictitation will remove the map from the PWS and add a revised map as a separate attachment.

Question 39: Are the hard surfaces being currently maintained under a herbicide control plan?

Answer 39: Yes. However, these areas received only minimal maintenance.

Question 40: In Appendix A “Weed Control Plan” it states the estimated workload is once during the growing season for all weed control operations, what constitutes a defect as referred to in the Services Summary section SS-8? If the service is required just once why is it observed monthly?

Answer 40: Refer to PWS paragraph 1.1.8 & 2.2, this is a performance based contract, poor performance or lack of performance would be examples of potential defects. Additionally, the PWS paragraph 2.2, Service Summary Table, SS-8, Performance Threshold, with be changed to reflect application schedule.

Question 41: Is it correct that any and all sprinkler repairs, not caused by the contractor, will be priced and paid separately and not part of CLIN 0002AC maintenance pricing? Please clarify.

Answer 41: Yes, CLIN X002AC is to maintain irrigation system. Refer to PWS 1.1.4, 1.1.4.1 and 1.1.4.2 for maintaining and maintenance of systems. Also, refer to CLINs X012 & X013 and their associated Price Schedules for separately priced irrigation system component replacements.

Question 42: CLIN 0005, "Maintain Vegetative, Inert Beds and Related Areas" is marked "RESERVED". Are we correct in assuming that the contractor is not required to maintain the weeds in planter beds or rock beds? Please clarify.

Answer 42: No, the contractor is required to maintain planter and rock gardens to the same standard as the surrounding lawn type. CLIN 0005 is reserved and therefore not used. CLINs X002AA, X002AG, X012, and X013 support this effort. Refer to PWS 1.7.3 1.7.4 & 1.7.5.

Question 43: Please advise and clarify the writings found under “Instructions to Offerrers” Article #4, which states (Forms, Fill-ins, required Information, documents and records). It appears that all forms (editable clause, SF 1449 / 30, Reps and Certs) are to be located in a different part along with contract pricing.

Answer 43: Yes, Volume II will contain SF 1449 with amendments, price schedules, Representations and Certifications, Financial Data, and any other fill-in clauses and provisions that are included in the different sections of this solicitation.

Question 44: What other forms, fill-ins, required information, documents and records are referred to?

Answer 44: Forms, Fill-ins, required Information, documents and records will be removed by an amendment to the solictation.

Question 45: CLIN 0013, Page 97 of Solicitation. Please confirm that the period of performance for CLIN 0013 is actually 1 April 2019 to 31 March 2020.

Answer 45: An amendment to the solicitation will change the POP from 1 April 2019 – 31 March 2020 to 1 April 2016 – 31 March 2017.

Question 46: Solicitation, page 151 Attachment 05. Please confirm that the most current wage determination is 8 July 2015 and not Dec 2015 for this solicitation.

Answer 46: An amendment to the solicitation will attach the most current wage determination.

Question 47: Solicitation, DFARS 252.245-7002. Please confirm that there will be government property associated with this contract. If so, please confirm that FAR (52.245-1) is correct concerning property loss.

Answer 47: An amendment to the solicitation will remove DARS clause 252.245-7002.

Question 48: Throughout L&M. Please clarify how many of each RFP volume is required for correct delivery. The chart on page states that three copies are required, but in other areas it says one copy is required.

Answer 48: Three copies are required. Forms, Fill-ins, required Information, documents and records will be removed by amendment to the solictation.

Question 49: Attachment 6. Please replace “Remote Crypto ReKey project” with “Grounds Maintenance Project,” in attachment 6 (Past Performance Information Form).

Answer 49: An amendment to the solicitation will correct the Questionnaire discrepancy.

Question 50: PWS 1.1.2 Edge . Please confirm the linear footage for edging requirements as listed in section 1.1.2 Edge of the PWS.

Answer 50: This information not available. However, contractors can estimate the linar footage using the attached map.

Question 51: PWS 1.1.4. Please clarify in section 1.1.4 Irrigation that 25 irrigation systems are 100% fully operational or have been in an operational state within the past 365 calendar days.

Question 54: Please provide an hourly rate (Line Item) for repairs or installations when and if requested to perform related work, of incidents not caused from grounds maintenance operations.

Answer 54: An hourly rate line item will not be provided. Refer to PWS, Paragraph 1.1.4.2, Maintenance and Repair of Irrigation Systems. Repairs will be separately priced and not included in the contract line items price for maintenance of irrigation systems. Special requirement full service prices (CLIN 0012 & CLIN 0013) must include installation with associated fittings and hardware.

Question 55: Please clarify how items left out of the “Special Requirements” section will be procured if vital to performing repairs and or installing new systems (i.e. Risers, Swing joints, Valve box, Coupling/fittings, PVC repair slip joints, assortment of hardware, Controller w/multi zones, drip admitters). Please clarify hourly rate for labor, hourly for equipment.

Answer 55: An hourly rate line item will not be provided. Refer to PWS, Paragraph 1.1.4.2, Maintenance and Repair of Irrigation Systems. Repairs will be separately priced and not included in the contract line items price for maintenance of irrigation systems. Special requirement full service prices (CLIN 0012 & CLIN 0013) must include installation with associated fittings and hardware.

Question 56: 1.1.5 Police Grounds. Regarding PWS section 1.1.5 Police Grounds, please confirm that in the case of a natural disaster events such as tornados, excessive straight line winds, ice storms, etc… these items would not be considered as normal for policing or clean-up requirements. Please confirm how compensation would be handled for natural disaster events.

Answer 56: Wind and storm damage debris does not apply in connection with an extreme event such as a tornado or natural disaster. In these cases, the contractor would contact the Contracting Officer if contractor assistance is required. If so, a contract modification would be required to support this effort.

Question 57: PWS 1.1.8. Will the Government confirm whether a strong and vigorous weed control program as listed in PWS 1.1.8 has been effective within the last 365 calendar days, if barren areas are a result of weed control please confirm if the contractor is responsible to improve area?

Answer 57: Prior to FY13 there was a good weed control program in place. However, in FY 14 & 15, a limited weed control program by contractors and Govt pest management personnel was in place. In the event of a large area is left barren after treating an area, the contractor would be responsible to restore grounds made barren where weeds were removed to the level of care of the surrounding area.

Question 58: Will the Government confirm that garage space in Building 88421 will continue to be designated for storage of herbicides, is the space still available to the contractor for storing herbicides for this contract?

Answer 58: An area is available in Bldg 88421 (see floor plan.)

Question 59: Will the Government confirm that the 6 Lakes/Ponds- total 1.5 acres in Aquatic section 1.7.5.2 have been maintained and controlled and is in compliance by the Government or a previous contractor within the last 365 days?

Answer 59: Approximately 98% of the cattail vegetation above the water line was manually removed last fall. This is the only work that has been done by the Govt. See attachment BASH Mitigation.

Question 60: Please clarify the Government wants contractors to provide a cost for Improve, Semi-Improve*Airfield*Unimproved (bash)* Unimproved* and Hard surface into this one CLIN line item listed as CLIN 0002AG (WEED CONTROL) (June) 1 month. Normally, we see costing delegated by requirement areas, not with all acreage combined into one cost line item for 4231 acres combining different requirements.

You have Prune Shrubs in the bid schedule under performance base costing, yet you have the stated requirements in your Special Requirements section please clarify your intent performance base or Work Order?

Answer 65: This is a performance based IDIQ contract. A delivery order will be issued for required quantities on CLINs 1 thru 13. All SubCLINs in the Medical Clinic Price Schedule are subject to a work order with the exception of SubCLINs 12AA, 12AK, and 12 AQ. Additionally, all SubCLINs in the Special Requirement Price Schedule are subject to a work order per PWS, paragraph 1.7 and 1.73.

Question 66: ATTACHMENT 3 Special Requirements; 1.7.6. Seed mix. Seed mix in the special requirements and lawn renovation in performance base section are separate. Will the Government consider combining them as they are both for the same purpose?

These two sections/paragraphs we assume are requirements for turf repair. You state the contractor is required to till compost and fertilizer 6 inch into the existing ground / area of repair. The soil/ground at Ellsworth has considerable rocks, stones, and gravel in it, tilling 6 inches down into the soil sound maybe impossible. It could become an issue if the COR insist when the ground conditions prove un-favorable to meet your requirements. Please provide clarification.

Answer 66: Unforeseen soil conditions will be addressed individually by the COR and the CO.

Question 67: During the pre-proposal conference, the customer stated they would be sending out revised Master, Medical, and Services spreadsheets for pricing. Will the government still provide these items?

Answer 67: Yes, an amendment to the solicitation will contain revised spreadsheets.

Question 68: Please clarify removal of invasive (specifically cattails), which was discussed at the pre-proposal conference. It is our understanding that removal is ONLY to the water’ edge and not removal completely (i.e., to include cattails contained within the water.

Answer 68: Yes, removal is in the ponds per to PWS, paragraph 1.7.5.2. This includes cattails contained within the water.

Question 69: Will the Government add the language to cover specific aquatic species control to include total pond acreage? If so, can a separate CLIN be added for Aquatic control?

Answer 69: No additional language will be provided and a separate CLIN for Aquatic Control cannot be added due to a mandated Air Force CLIN structure. Refer to PWS, paragraph 1.7.4 and 1.7.5.2. Also, refer to Appendix A, “Informational Data Only – Estimated Amounts” for information on base lakes and ponds.

Question 70: PWS 1.6.2 Please confirm if contractor is held liable for slips and falls in areas where snow re-accumulates.

Answer 70: No. However, contractor’s are responsible for carrying appropriate amount of liability insurance for the scope of work.

Question 71: PWS 1.6 . Period of performance states 1 April 2016 – 31 March 2017 perform snow ice removal please clarify if this period of performance is correct or should it run from 01 November 2016 to 31 March 2017

Answer 71: The snow and ice removal period is April and November through March (6 months).

Additionally, snow removal for April 2016 will not be included in a subsequent Delivery Order. However, contractors are still expected to price snow removal for April 2016.
