1. DESCRIPTION OF SERVICES
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Ellsworth AFB (EAFB) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor’s performance will be based on the inspection of the Contracting Officer’s (CO) and Contracting Officer’s designated Representative’s (COR) evaluation and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, and customer complaints. Final results of the evaluations will determine compliance with performance standards outlined in the contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
1.1 Maintain Improved Irrigated/Non-Irrigated Improved Grounds.
1.1.1 Mow. The Contractor shall mow all improved grounds to look well-manicured with a neat and professional appearance at all times as identified in Appendix A and B. Maintain improved irrigated grass height between 2 and 4 inches, maintain improved non- irrigated grass height between 2 and 5 inches. Maintain turf in a uniform appearance, free of skips, gaps, rutting, or scalping. The Contractor shall repair any damaged turf, trees, shrubs and irrigation system components, or replace with the same type and size damaged during mowing operations. The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The Contractor shall remove or mulch grass clippings when visible after mowing, before leaving work area.
1.1.2. Edge. The Contractor shall edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses. Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than ½-inch from the surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.
1.1.3. Trim. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing and the Contractor shall remove or mulch grass clippings when visible after trimming, before leaving work area.
1.1.4. Irrigation. The Contractor shall maintain, adjust, and operate existing lawn irrigation systems during the growing season.
1.1.4.1. Operation of Irrigation Systems. The Contractor shall irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. Contractor shall practice water conservation measures whenever possible and shall position all watering systems to avoid overspray onto pavements, sidewalks, roadways, etc. Watering shall be performed during nighttime hours. If daytime watering is necessary, Contractor shall notify the CO or COR of the reason for daytime watering, and the duration daytime watering will be in progress. Irrigation responsibilities also include setup, monitoring, adjusting, etc., of irrigation system computer, clocks/timers, controllers, pumps, etc. The Contractor shall stagger irrigation system operating times (as necessary) so that all systems have adequate pressure to function properly. Irrigation should not reduce pressure in water mains to cause safety, fire response, or operational problems at any location on EAFB. Contractor shall be responsible for day-to-day operation of the base-wide automated irrigation system.
1.1.4.2. Maintenance and Repair of Irrigation Systems. The Contractor shall maintain irrigation systems. The Contractor shall be responsible to repair and maintain all irrigation systems after the Backflow out to the lateral lines and including clocks. Repairs will be separately priced and not included in the contract line item price for maintenance of irrigation system (See CLIN 0012). Any damage caused to any component by the government shall be the financial responsibility of the government. In this instance, the repair shall be accomplished through issuance of a work order by the COR. Maintenance includes but is not limited to draining and charging systems, replacing damaged, wiring or broken control devices and sprinkler heads, and repair of ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order.
1.1.4.3 Winterize. The Contractor shall winterize and de-winterize all irrigation systems to prevent freeze damage. Dates for winterizing/de-winterizing are to be determined by the Contractor and shall be scheduled, coordinated with, and approved by the COR a minimum of ten workdays in advance.
1.1.5. Remove Debris/Police Grounds. The Contractor shall perform general litter patrol in all areas of improved irrigated and non-irrigated grounds areas identified in appendix A and B to maintain a neat and professional appearance. Remove and dispose of natural debris (tree limbs, dry brush, tumbleweeds, rodent habitats, etc.) and man-made debris. The Contractor shall police wind and storm damage debris in all areas of responsibility.
1.1.6. Leaf Removal. The Contractor shall remove or mulch leaves in improved irrigated and improved non-irrigated lawns to maintain a neat and professional appearance. If removed coordinate with COR for disposal location on base.
1.1.7. Fertilization. The Contractor shall apply fertilizer 25-0-15 with 50% slow release nitrogen with 3% iron supplement and 9% sulfur at a rate of 4.5 lbs. per 1,000 SQ FT. The Contractor's applicator shall have the proper state and federal permits to apply fertilizer. The contractor shall evenly apply fertilizer and iron supplement to improved irrigated and improved non-irrigated lawn areas to produce a uniform green color and prevent burning and or streaking. Additionally the Contractor shall sweep, remove, and dispose of all fertilizer from concrete surfaces immediately after application and prior to watering to prevent staining. The contractor shall immediately remove any iron stains from any concrete surfaces. The Contractor shall notify the COR, 24 hours in advance of the intended application areas and times.
1.1.8. Weed Control. Weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. In accordance with Integrated Pest Management (IPM) plan (PWS 1.7.4) restore grounds made barren where weeds are removed to the level of care of the surrounding area.
1.1.9. Lawn Renovation. The Contractor shall renovate lawns in improved irrigated and improved non-irrigated as identified by the COR. Renovate deteriorated lawn area to match surrounding areas. If deteriorated lawn is due to grounds contractor actions or lack thereof then the Contractor is responsible for the renovation at no additional cost to the government. The Contractor shall protect repaired areas from damage for a minimum of six weeks after completion. The Contractor shall prepare site for seeding to include: removing old rock mulch, use reclaimed topsoil or approved offsite soil material, till 1 inch of clean weed free compost and fertilizer into soil to a minimum depth of 6 inches, remove stones and clods larger than 2 inches, roots, rubbish, and other extraneous matter. The Contractor will not till in close proximity (2 feet) of tree roots or base of tree. Renovation repairs that are the government’s responsibility shall be accomplished through issuance of a work order by the COR.
1.2. Maintain Semi-Improve Grounds.
1.2.1. Trim. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing. The Contractor shall mulch or remove grass clippings when visible after trimming, before leaving work area.
1.2.2. Mow. The Contractor shall maintain grass height between 4 and 10 inches in all semi-improved grounds, roadside areas as identified in appendix A and B. Maintain turf in a uniform appearance, free of skips, gaps, rutting, or scalping.
1.2.3. Weed control. noxious and invasive species control only In accordance with IPM plan (PWS 1.7.4).
1.3. Maintain Airfield Grounds.
1.3.1. Mow. The Contractor shall maintain grass height between 7 and 14 inches in all airfield areas to include Bird Aircraft Strike Hazard (BASH) areas as identified in Appendix A and B. Maintain turf in a uniform appearance, free of skips, gaps, rutting, or scalping.
1.3.2. Flight-line Drivers. Training must be completed prior to operating vehicles or mowers on the flight line. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (flight line driver’s license) with them at all times.
1.3.3. Trim. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, curbs, sidewalks, fire hydrants, boulders, and other fixed obstacles and temporary obstacles/objects on airfield grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.
1.3.4. Airfield Coordination. The contractor shall coordinate all activities on the airfield by contacting Airfield Management. Work will be accomplished only after Airfield Management has approved scheduled times.
1.3.5. Airfield Light Fixtures. The contractor shall cut a 15 foot wide path between 4” and 6” in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and other fixed obstacles and temporary obstacles/objects in accordance with improved grounds standards. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended while working in these areas. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.
1.3.6. Airfield Tower Communications. The contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating in the Controlled Movement Area (CMA). The contractor shall maintain contact with the control tower when operating on or within CMA. The government will provide two portable radio’s for use in the CMA.
1.3.7. Weed control. Noxious and invasive species control only in accordance with IPM plan (PWS 1.7.4).
1.4. Maintain Restricted Semi-Improved.
1.4.1 Mow. The Contractor shall mow all restricted semi-improved grounds to look well- maintained, with a neat and professional appearance at all times as identified in Appendix A and B. Maintain grass height between 4 and 10 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area.
1.4.2. Trim. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects in the restricted semi-improved area. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing.
1.4.3 Weed Control. Noxious and invasive species control only in accordance with IPM plan (PWS 1.7.4).
1.5. Maintain Unimproved Ground.
1.5.1. Mow. The Contractor shall mow unimproved grounds south east of airfield to look well-maintained, with a neat and professional appearance twice a year (May and Oct) as identified in Appendix A and B. Cut grass height between 10 and 14 inches uniform in appearance, free of skips, gaps, rutting, or scalping. The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area.
1.5.2. Trim. Unimproved grounds are not trimmed.
1.5.3 Weed control. Noxious and invasive species control only in accordance with IPM plan (PWS 1.7.4).
1.6. Snow/Ice Removal.
1.6.1. Snow/Ice Services. The Contractor shall remove snow and ice from all areas shown in Appendix C. The Contractor shall ensure areas are free of snow accumulation, piles, or drifts by removing all snow and ice from sidewalks, steps, landings, and entrance ramps. Priority 1-snow removal areas are the Hospital, Wing Headquarters and the fire lanes between dorms. Additional priority 1 on weekends only, Freedom Chapel and Black Hills Chapel. These areas will be kept clear of accumulations of 1 inch of snow or within 1 hour after snowfall stops (whichever occurs first), between the hours of 6:00 a.m. and 7:00 p.m., seven days a week. This may require multiple snow/ice removals each day.
The priority 2 snow removal areas are all remaining areas to include both chapels. These areas will be kept clear of accumulations of 2 inches of snow or within 1 hour after snowfall stops, between the hours of 6:30 a.m. and 5:00 p.m., weekdays except holidays. An additional exception is when the base is shut down due to severe weather events.
1.6.2. Remove Ice. The Contractor shall use some form of ice melt (non-salt based) when icy. The Contractor is responsible for damage to turf and irrigation system components caused by the Contractor’s staff in the process of snow removal. The Contractor shall immediately remove ice to provide secure footing conditions. The Contractor will provide all ice removal material and shall remove and dispose of excess accumulation.
1.7 Special Requirements. Shall only be accomplished through issuance of a work order (WO) by the COR.
1.7.1. Trees. The Contractor shall prune or trim all trees as necessary. The Contractor shall be responsible for identifying all trees that require pruning or trimming. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute ANSI A300 Part 1 Industry Standards. Pruning shall be required to lift, remove, and/or cutback branches that conflict with normal traffic or safety. In addition, the Contractor shall prune or trim trees that pose public safety hazards. Minimum safety clearances are 14 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings. Trees that pose threats to structures or buildings shall be removed with COR approval. Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the responsibility of the Contractor with COR approval. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (fewer than 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. The contractor will coordinate with 28 CES to de-energize primary and secondary electrical lines, the contractor will not perform trimming or pruning work until the electrical lines are de-energize. Contractor shall be responsible for removing all debris generated from trimming or pruning operations. Refer to Appendix A and B for estimated work load.
1.7.1.1. Tree Care. The Contractor shall be responsible for identifying all trees that require brace, cable, guy (to keep tree vertical) stabilization and deep water to at least 6 inches into the soil, all damaged trees after identification. The Contractor shall adjust wires, cables, and straps as required, to prevent girdling. The Contractor shall remove all guy wires, cables, straps, and stakes when trees remain vertical (normally, after three growing season).
1.7.1.2. Tree Standards. The Contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest addition, unless otherwise directed by the CO.

1.7.1.3. Tree and Stump Removal. The Contractor shall perform stump and perimeter roots removal by completely removing, cutting and grinding all growth to a minimum of 8 inches below grade. Stumps shall be ground within one (1) week of the tree removal/dig permit date. Stump-grinding debris shall be removed the same day grinding is performed. In improved areas the Contractor shall backfill with topsoil, to match the existing ground grade and plant grass seed. Trees identified for removal shall be considered within the following categories, Large, Medium, Small and Sapling, as based on their Diameter at three feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter. Formula for finding the diameter is Circumference = π * Diameter.
Large Trees:
36” and above Medium Trees:
24” to less than 36” Small Trees:
3” to less than 24”
Saplings:
3” and smaller
1.7.1.4. Emergency Tree Maintenance. Emergency tree maintenance is defined as spot pruning/trimming/removal of trees and stumps or branches that are unsafe or pose threat to personnel or property. The Contractor shall complete an emergency spot pruning, trimming, or removal within one (1) workday from identification to eliminate the hazard. Removal shall include stump grinding.
1.7.2 Reserved.
1.7.3. Prune Shrubs, Hedges and Other Plants. The contractor shall prune/trim shrubs and other plants within improved irrigated and improved non-irrigated grounds to maintain their natural growth characteristics to enhance the appearance and health of the plant. This service work order will be issued in May and Oct. The contractor will have two months to complete all work. Hedges shall be maintained to their natural mature height and shape. Shrubs, plants, hedges, and ground cover shall be pruned/trimmed 16 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall also be removed.
1.7.4. Pest/Weed Control. The contractor shall provide all management, licenses, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by this Grounds Maintenance PWS. To include improved, semi-improved, unimproved and non-turf areas. Non-turf areas is total vegetation control, IPM plan shall include Aquatic invasive species ref: 1.7.5.2. All Contractor’s/Sub-Contractor’s/applicators must register on Integrated Pest Management Information System (IPMIS) Web Appendix F. IPMIS list approved herbicides for use on Ellsworth AFB. The contractor shall input application data onto the site plus provide pest management copies of all application records and current state applicator license. Refer to DoDI 4150.07 and AFI 32 -1053 for additional requirements for mixing and storage requirements.
1.7.5. Pest/Weed Control Plan. Contractor shall submit for approval the IPM to COR one month prior to implementing plan.
1.7.5.1. The Pest/Weed Control Plan must be updated before any new herbicide is used. The weed control plan shall detail:
1.) The type of herbicide(s) to be applied; with the name & EPA number & application rate (amount per acre).
2.) Timing of application(s).
3.) The type of application equipment.
1.7.5.2. Aquatic Invasive Species (located in semi-improved and unimproved areas) includes but not limited to Buttercup and Chara (Algae) and cattails.
The total estimated acreage for cattails in the ponds is:

1.7.6. Seed Mix. Sow seed at a rate of 6 LBS/1000 SF. Seeding of large areas can be drilled or hydro seeded; small areas can be raked into topsoil (contractor’s discretion). Use drought resistant seed mix for improved and semi-improved areas and standard farm field mix for non-maintained areas.
1.7.7. Dig Permits. The Contractor shall obtain, initiate, complete and have in their possession, an approved AF Form 103 (CE dig permit), prior to any digging or driving an object into the ground on EAFB. This does not include aeration. Allow up to ten workdays to process. AF Form 103s may be obtained from the CE Customer Service Desk and work locations shall be coordinated through the COR. Approved dig permits are only valid for 30 days from approval date. Any digging initiated by the Contractor not covered by a digging permit shall be at the Contractor’s own risk and liable for any damages. CE dig permit refer to appendix E.
1.7.8. Aeration. The Contractor shall aerate irrigated improved and improved non- irrigated grounds once a year in the fall to maintain a green and healthy lawn during the growing season. Plugs/cores in improved areas shall be mulched, dragged, or removed by the Contractor after aerating. If removed coordinate with COR for disposal location on base.
2. SERVICE SUMMARY. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the Contractor’s Quality Control Plan provide information on meeting contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

2.1 Quality Control. The Contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service. The Contractor shall develop and implement procedures to identify, correct, and prevent discrepancies from reoccurring. A written Quality Control Plan shall be submitted to the CO for review. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the Contractor’s strategy to provide quality workmanship, continual process improvement, and correct deficiencies when discovered.
2.2. Quality Assurance. The government shall inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the Contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or Contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the Contractor. The Contractor shall respond to the CDR IAW instructions provided and return it to the Contracting Officer within 10 calendar days of receipt.
2.3. Performance Assessment.
2.3.1. Periodic Validations. The COR will employ a “spot check” style of evaluation based on the Contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR.
2.3.2 Periodic progress meetings. The CO, COR or other government personnel as appropriate, and the Contractor shall periodically meet, at a minimum of once per contract year, to discuss the Contractor’s performance. The following issues may be discussed: opportunities to improve the contract, any modifications required of the contract or changes to the QASP, or performance trends. The CO may waive a meeting if there are no issues to discuss.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. Facilities. The government will provide office and indoor storage space in Grounds Maintenance Building (Bldg. 88421; approximately 4,774 Sq. Ft.). No alterations to the office space shall be made without the specific written permission from the COR and the CO as coordinated and approved via the Civil Engineer work order request, AF Form 332. In case of alterations necessary for compliance with OSHA, such permission shall not be reasonably withheld. The Contractor shall return the office space to the government in the same condition as received, fair wear and tear and approved modifications. Repairs for excessive wear and tear or damage will be charged to the contractor.
3.2. Utilities. The government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment or system without prior COR review and approval. The Contractor shall practice energy conservation in the government provided facilities
3.3. Security, Fire, and Medical Services. The government will provide police, medical and fire protection while contract personnel are on base.
3.4. Telephone. The government will provide telephone capability (useable lines in phone jacks which currently exist in the government-furnished building) for Contractor use in making local commercial calls in support of contract requirements. Long distance calls and toll calls are not authorized on government phones.
3.5. Solid Wastes Collection and Disposal. The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS. The Contractor shall adhere to disposal of yard/tree waste in specified dumpster collection on base. The CO or COR shall identify these specific dumpsters for yard/tree waste.
4. GENERAL INFORMATION
4.1. Mission. The overall Civil Engineer mission at EAFB is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned Airmen, families, and civilian employees.
4.2. Environmental Requirements. In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided.
4.2.1. Hazardous Materials. The government (HAZMART personnel) will inventory all chemicals that the Contractor brings on to EAFB or any property under the control of EAFB. Any products that meet the criteria of “Hazardous Waste” must be bar coded and tracked until permanently removed from government property. The inventory will be performed prior to commencement of work. Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261. The Contractor shall not use products that are or contain Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio-accumulative and Toxic (PBT) chemicals. Any products containing one of these banned substances will not be allowed on base.
4.2.2. Spill Control. The Contractor will be briefed on EAFB spill response procedures at the pre-performance conference. The Contractor is responsible to report all spills to the CO or COR and promptly cleanup all spills in a manner consistent with current environmental regulations, in the event that it is necessary to utilize government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the government for all associated costs. The Contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.
4.2.3. Training. The Contractor shall ensure all employees complete the local Air Force Hazardous Communication, HAZMART, and hazardous waste training. The Contractor shall appoint a primary and alternate HAZMART and Hazardous Waste monitor. Monitors are responsible for training all Contractor personnel regarding hazardous material containers maintained within EAFB and complete MSDSs immediately upon receipt of new chemicals, products, or materials. The Contractor shall submit MSDSs to HAZMART as required.
4.2.4. Herbicides. All herbicides must be approved prior to use by the Command Entomologist if not on Integrated Pest Management Information System approved list. The Contractor shall provide an inventory of hazardous materials with the applicable Material Safety Data Sheet (MSDS) or Safety Data Sheet (SDS) that will be used to perform the required services. In addition, use reasonable care to avoid releasing hazardous material or hazardous waste, which may cause environmental damage to government structures, public land, water, or other natural resources. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the government as the CO directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost.
4.2.4.1. Herbicide Storage and Mixing. Refer to DoDI 4150.07 and AFI 32 -1053 for additional requirements for mixing and storage requirements.
4.2.5. Inspectors. The Contractor is subject to inspection by DOD certified applicators/inspectors as well as State Department of Agriculture Herbicides Division or equivalent agency.
4.2.6. Hazardous Materials Inventory. The Contractor shall maintain an up-to-date hazardous material inventory with copies of MSDS(s) for all materials used on the job site. The Contractor shall maintain a complete copy of all approved MSDS/SDS.
4.3 Background. Grounds maintenance scope of work is estimated at approximate 3,585 acres that are maintained to various tuff length standards. Special emphasis must be given when supporting grounds maintenance during the spring growth surge (Apr-Jun) where grass can grow up to an inch a day during a wet spring. Grounds maintenance also supports trimming, edging, tree trimming, shrub trimming, fertilization, pest/weed control, irrigation maintenance, and debris/leaf removal. This requirement supports approximately 1,500 shrubs and 500 trees of various sizes. The snow and ice removal requirement supports approximately 192,000 Sq. Ft. throughout the base.
4.4 Damages to Government Buildings, Equipment, or Vegetation. Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 – “Protection of Government Buildings, Equipment, and Vegetation.” All damage caused by the Contractor shall be repaired or replaced by the Contractor at no additional cost to the government within 15 calendar days after identification and/or notification. COR will evaluate and coordinate with appropriate government inspector for approve of all repairs.
4.5. Hours of Operation. Perform grounds maintenance services during normal duty hours which are 7:30 a.m. to 4:30 p.m., Mondays through Fridays, excluding federal holidays, unless otherwise required to maintain the contract performance schedule or approved by the CO. There may be situations that require the Contractor to work at times other than normal working hours. When the Contractor’s work schedule conflicts with an Air Force mission requirement, advise the CO and reschedule the work to minimize disruption.
4.6. Recognized Holidays. The Contractor is not required to provide service on federal holidays, except in emergency situations; the holidays are:

NOTE: If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
4.7. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.8. Security Requirements. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
4.9. Performance of Service During Crisis or Heightened Security. This service is not determined to be essential for performance during crisis according to DODI 3020.37.
4.10. Special Qualifications. The Contractor shall provide the name and telephone number (mobile phone) of the Contractor’s on-site contract manager and alternate responsible for all requirements in the PWS.
4.11. Interfaces. Do not unduly interfere with regularly scheduled government operational activities in the performance of contract requirements. In the event a government supervisor so requests, temporarily cease work in the area and report the instructions, to include name of the government person involved, to the COR immediately by the most expedient means. Notify the COR verbally of disputes with customers or other base Contractors and follow-up in writing.
4.12. Contracting Officer (CO) and Contracting Officer Representative (COR). The CO will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the Contractor after contact award.
4.13. Safety Requirements and Reports. The Contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal and written report to the CO and COR as soon as possible of each occurrence of damage to government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact.
4.14. Labor Hour Reporting. The Contractor is (Including sub-contractor hours) required to report for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields in the Contract Manpower Reporting Application (CMRA) web site at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
