FY11 COCESS Q&A
| Q1 | Am I correct in understanding the solicitation that it does not include building a facility to house the COCESS, it solicits the materials and equipment to outfit the COCESS as well as the service running the COCESS? |
| A1 | Correct, a workspace will be provided on base. |
| Q2 | Paragraph 1.4.3 of the SOW states that the "Government reserves the right to purchase supplies from other sources." We submit that this reservation is already made clear through paragraph 1.4.2, and that the inclusion of this sentence only creates uncertainly and creates unreasonable risk for the contractor. It is already clear that the government has the right to cancel orders if the contractor can not meet the government's delivery date or price. We request that this sentence be removed from the SOW. |
| A2 | We do not intend to remove this sentence. The Government may order items from another source if the price/delivery terms are more competitive than through the COCESS contract. |
| Q3 | Is the Government's only requirement for the technical proposal to receive a "pass" rating (as described on page 31 3a) to submit information regarding meeting the 6 web based purchasing system requirements? |

| Q4 | Regarding past performance, can the Government please clarify whether the "M" stated below for square footage and sales is equal to thousand or million? Is total occupied square footage equal to or in excess of 4,500 square feet and annual expenditures greater than $2.5 million? Can the Government please also clarify the definition of "500 separate and distinct commodities"? |

| Q5 | The NAICS code for this procurement - 332510 is for "Fabricated Metal Product Manufacturers". In order to qualify for this requirement, does the applicant have to be a manufacturer producing fabricated metal products? |

| Q6 | Will the Government please re-consider setting this requirement aside for small business? |
| A6 | No, the SBA has not granted ACC a nonmanufacurer waiver. Per FAR Part 19, “Nonmanufacturer rule” means that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406). |
| Q7 | NAICS code of 444130 is more applicable to a COCESS contract. 332510 refers to manufacturers of Hardware. There is not a single manufacturer that manufactures all of the Hardware and material need for a COCESS location. Please reconfirm with SBA to reestablish the NAICS code to 444130. |
| A7 | Reconfirmed with SBA, still cannot use 44 series NAICS. See Vol 75, No 193 of the Federal Register dated 6 Oct 10 states, "(44-45) NAICS codes shall not be used to classify Government acquisitions for supplies." |
