BEALE AFB RUBBERIZED TRACK

PERFORMANCE WORK STATEMENT (PWS)

C1.0. INTRODUCTION

C1.1. Mission. The mission is to restore the installation’s running track to a safe, compliant, and fully operational condition. This will ensure that the facility meets all necessary standards to support the physical readiness, training, and official fitness assessments of all assigned Airmen and personnel.

C1.2. Background. The installation’s existing oval running track surface has deteriorated through normal wear and tear, creating an uneven and potentially unsafe environment. The current condition of the track increases the risk of injury to personnel and hinders the proper administration of the mandatory Physical Fitness Readiness Assessment (PFRA).

This project is required to replace the aged surface and bring the facility into compliance with current Department of Defense (DoD) and Air Force standards for safety and performance.

C1.3. Scope. The contractor shall provide all personnel, equipment, materials, management, and supervision necessary to perform a complete rubberized surface removal and resurfacing of the installation’s oval running track. This is a non-personal services contract. The scope includes:

• Full removal and disposal of the existing track surface down to the substrate.

• Post-demolition joint inspection of the underlying asphalt.

• Crack seal approximately 200 l.f. of asphalt. Cracks less than 1/4 inch wide shall be repaired by applying hot-applied sealant.

• When Crack widths are ¼” to ½”: Work includes routing to a nominal width at least 1/8” greater than the existing nominal or average width, and to an approximate depth of ¾”; backer rod shall be placed in cracks that have a depth greater than ¾”. After cleaning with compressed air, cracks shall be filled with the specified hot-applied sealant in accordance with (IAW) UFGS 32 01 17.61.

• When Crack widths are ½” to 1”: Work includes preparing by sandblasting and cleaning with compressed air. The cracks shall then be filled with the specified hot-applied sealant IAW UFGS 32 01 17.61. If the depth of the crack is greater than ¾”, a backer rod material is to be inserted.

• When Crack widths are >1”: Work includes preparing by saw cutting the edges of the crack to provide vertical faces and cleaning with compressed air. Large cracks shall be filled with an asphalt sand or fine-graded asphalt mix.

• Protection of adjacent facilities, structures, and artificial turf. Any damage caused by the contractor shall be repaired at no cost to the Government.

• Installation of a new 13mm full-pour polyurethane synthetic track surface.

• Precise athletic striping of lanes and markings for all components of the Air Force Physical Fitness Readiness Assessment.

• Substrate manufacturer certification and multi-year comprehensive warranty enforcement.

The contractor’s performance must adhere to the standards set forth in this PWS, including relevant Unified Facilities Criteria (UFC 4-740-02 / UFC 3-250-01), NCAA, NFHS, and ASTM standards.
