About this file

This is a Questions and Answers document for Solicitation FA468626NAFPEST, a Blanket Purchase Agreement (BPA) for NAF Pest Control services issued on 14 April 2026 (Amendment 002) by the Department of Air Force. The document addresses 13 official questions from prospective offerors regarding contract requirements, facility details, service specifications, and submission procedures.

Key requirements for prime contractors include possession of a valid California Structural Pest Control Business License, current liability insurance with pesticide pollution coverage, and workers' compensation insurance. The BPA involves no minimum purchase guarantee, with services ordered on an as-needed basis through individual call orders. Ten contract line items (CLINs 0001–0010) cover routine pest management services across facilities ranging from 1,800 to 50,000 square feet, including lodging facilities, officer quarters, child development centers, and recreation facilities. An eleventh CLIN (0011) addresses emergency response calls, with response time standards to be specified in individual call orders rather than in the master BPA. The twelfth CLIN (0012) covers removal of accessible bees and wasps with no specified height limitations; contractors must be capable of servicing multi-story facilities. Award criteria are Technical Capability, Past Performance, and Price under a best value trade-off evaluation. Service schedules, frequencies, and quantities will be determined at the time of individual call order placement based on government need. Certificates of Insurance should designate 9 CONS/PKB, 6500 B Street, Bldg 2529, Beale AFB, CA 95903 as certificate holder. The government provided estimated square footage figures and facility photographs for planning purposes, along with observed site conditions noting rodent, stinging insect, arachnid, and vector pest pressures across various facilities.

Solicitation Number: FA468626NAFPEST Title: NAF Pest Control Issue Date: 14 April 2026 Amendment Number: 002 Contracting Officer: Cali McVay

QUESTIONS AND ANSWERS

Q1. During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?

A1. The Offeror, as the Prime Contractor, is responsible for meeting all requirements of the solicitation.

As stated in Part 1 of the "Quotation Submission & Evaluation" section and PWS Section 3.1, the Offeror must possess and provide proof of a valid California Structural Pest Control Business License, as well as current liability and workers' compensation insurance. The Government will evaluate the Prime Contractor based on the criteria set forth in the solicitation.

Q2. What was the previous awarded Solicitation Number, Date awarded, and awarded value?

A2. This is a new requirement. The Government does not have historical information available for release as part of this solicitation.

Q3. Has any part of the Performance Work Statement (PWS) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?

A3. This is a new requirement. All offerors should carefully review the provided Performance Work Statement (PWS) and all solicitation documents in their entirety to ensure their quotation is responsive.

Q4. Has the government issued any Notice of Correction for pest control services over the past 12 months at any locations?

A4. This information is not available for release.

Q5. Will the government provide any preference for SDVOSB or VOSB certified contractors in alliance with the government supporting veteran owned contractors?

A5. Award will be made based on the best value trade-off evaluation factors listed in Section 2 of the "Quotation Submission & Evaluation" section of the RFQ: Technical Capability, Past Performance, and Price. All responsible sources may submit a quotation, which shall be considered by the agency.

Q6. Attachment A identifies representative facility types but does not provide building square footage or other size indicators. For the purposes of pricing per-service-call, can the Government provide square footage for the facilities listed in the Price Schedule (CLINs 0001 - 0010)?

A6. For general planning purposes, unofficial estimated square footage figures and site observations are provided below.

Q7. Can the government provide how many Emergency Response Call requests there have been in the past 12 months?

A7. Historical data on emergency call frequency is not available.

Q8. To allow offerors to appropriately price CLIN 0011 (Emergency Response Call), will the Government provide the expected response time standard(s) that will govern emergency call orders issued under this BPA?

A8. Per PWS Paragraph 4.1 and 4.2 (PO-2), response time requirements for emergency services will be specified in individual call orders issued under the BPA.

Q9. The PWS states that service schedules and quantities will be specified in individual call orders. To support accurate pricing for CLINs 0001–0010, can the Government provide estimated annual call order frequency or historical service volume per facility or facility type?

A9. Per the RFQ, this is a Blanket Purchase Agreement (BPA) with no minimum purchase guarantee.

Services will be ordered on an as-needed basis via individual call orders.

Q10. CLIN 0012 - Can the government confirm if there is a height limitation for removal of accessible bees and wasps attached to the building? If no height limit, what is the maximum height of your tallest structure for services being requested?

A10. There is no specified height limitation. Offerors are expected to have the capability to service multi-story lodging facilities and other standard building types found on a military installation.

Q11. I have a question about Attachment A. It says that there will be examples given to represent the facilities. I don't have any pictures in my attachment. I was wondering if I can get those to assist in creating a bid for the pest control request? Also if other companies have submitted questions can I get those and the answers as well please?

A11. This document contains all official questions received and their corresponding answers. Facility photos are provided below.

Q12. I’m trying to do the certificates of insurance that you’re requesting. What address do you want me to put on that. Do you want it to red department of Air Force ninth mission Support group Bill Air Force Base, California? Or is there a street address or PO Box?

A12. Yes, electronic copies (.pdf) of the certificates should be submitted with your quotation. The Certificate of Insurance should list the following as the certificate holder:

9 CONS/PKB

6500 B Street, Bldg 2529 Beale AFB, CA 95903

Q13. Are these regular services like for the launching and Officer quarters etc. are those going to be monthly services? Or are they going to be by monthly where we come out six times a year?

A13. As stated in PWS Paragraph 1.1 and 6.1, the specific facilities, service types, quantities, and schedules will be specified in individual call orders issued under this BPA. Service frequency will be determined at the time of order based on the Government's need.
