The contractor must provide comprehensive pest control services to the 9th Force Support Squadron (9 FSS) including routine pest management, emergency response, termite inspections and treatments, bed bug elimination, and specialized management for wasps, bees, rodents, and wildlife exclusion across multiple facility types (lodging complexes, recreational facilities, food service areas, childcare facilities, administrative structures, and outdoor areas). Specific facilities, service types, quantities, schedules, and performance standards will be detailed in individual call orders issued under the BPA. All services must comply with Title 40 CFR, EPA standards, OSHA requirements (29 CFR Parts 1910 and 1925), and Beale AFB installation access and safety requirements. Five performance objectives establish minimum standards: (1) 95% of routine services result in effective pest control with no recurring infestations within 30 days and 100% correction of unacceptable conditions at no extra cost; (2) 95% of emergency and specialized requests are responded to and resolved within specified timeframes; (3) 100% maintenance of all required licenses, certifications, and insurance; (4) 100% compliance with Beale AFB security regulations, timely Entry Access Listing (EAL) submission to abdulhamid.habib.1@us.af.mil within 10 business days of BPA award, and accident reporting within 24 hours; and (5) 100% professional, uniformed, and properly identified personnel with 95% service coordination to minimize disruption. The contractor must submit primary contact information within 5 business days of award, annual renewals of licenses and insurance, treatment logs and service reports as specified in individual orders, and accident/injury reports within 24 hours. Pricing will be firm-fixed prices either as unit prices or "To Be Quoted" (TBQ) items as defined in the BPA Terms and Conditions. The contractor must maintain EPA-compliant chemical storage and disposal, remove all tools and equipment daily, ensure chemicals are never left unattended, and correct any government property damage at the contractor's expense.
