About this file
This document is a Blanket Purchase Agreement (BPA) for pest control services supporting the 9th Force Support Squadron at Beale AFB, California, operating under Nonappropriated Fund (NAF) contracting procedures per AFMAN 64-302. The BPA has a five-year performance period from the date of award with a master dollar limit of $300,000.00, with individual calls capped at $25,000.00 unless specifically authorized under AFMAN 64-302. The contractor must maintain prices as low as or lower than those charged to the contractor's most favored customer for comparable services, with 30 days' written notice required for price increases. An annual basic price list must be submitted to the Contracting Officer for approval, and voluntary price reductions may be offered without written approval.
Services are called orally, electronically, or by informal correspondence only from authorized government representatives identified by position title, office symbol, and phone number. For services designated as "To Be Quoted" (TBQ), such as bed bug or complex termite treatment, a two-step process applies: the government first issues a call for site assessment and a detailed firm-fixed-price quote based on the pre-priced Licensed Pest Control Technician hourly rate plus material costs, followed by a second call order upon government acceptance. All services must be accompanied by delivery tickets containing specific information including contractor name, BPA and call numbers, service dates, itemized services, quantities, unit prices, and authorized caller acknowledgment. Monthly invoices supported by delivery tickets are submitted electronically to the authorized caller for payment via Government Purchase Card (GPC) or Electronic Funds Transfer (EFT), with the contractor waiving all surcharges for credit card processing. Contractor personnel must maintain valid California pest control licenses, comply with base security procedures, wear identification badges, and follow all Beale AFB access requirements and traffic regulations.

This Agreement may be canceled by the US Government at any time if required by statute, Executive Order, or NAF Regulations.

Quoted Services Procedure. For services identified in the Price Schedule as "To Be Quoted (TBQ)," such as Bed Bug or complex Termite Treatment, a two-step call process will be used:
(A) The Government will issue an initial call against the BPA directing the Contractor to perform a site assessment and provide a detailed, written firm-fixed-price quote for the required services.
This quote shall be based on the pre-priced "Licensed Pest Control Technician (Standard Hourly Rate)" (CLIN 0013) from the BPA price list, plus the cost of any necessary materials.
(B) Upon Government review and acceptance of the quote as fair and reasonable, a second, separate call order will be issued to authorize the Contractor to proceed with the work. No work on TBQ items shall be performed until the second call order authorizing the specific job and price has been issued.
SECTION X – PERFORMANCE PERIODS AND REVIEWS

The contractor shall verify caller authorization, coordinate scheduling, notify Government immediately if payment issues arise, and maintain personnel with valid California pest control licenses and proper identification.
SECTION XII – SECURITY AND COMPLIANCE
Contractor personnel shall comply with all Government security procedures, wear identification badges, and follow safety procedures while on Beale Air Force Base.
