Question 1: End User Devices: How many end-user devices will be maintained and accounted for under the USAF Unclassified Information Technology Support program?

Answer 1: Refer to PWS paragraph 3.4.4. “Current inventory includes approximately 900 units of equipment, 300 requiring disposal actions.”

Question 2: Current IT Systems: What software is currently being used for the IT ticketing system and asset management?

Answer 2: Ticketing software is currently Remedy ITSM; Inventory Shield is used for asset management.

Question 3: Current IT Systems: Is the 9th Civil Engineering Squadron considering a change in their current asset management and ticketing system software?

Answer 3: The ticketing software will soon be replaced by ServiceNow.

Question 4: Is there a particular format the government prefers for the staffing plan, i.e. excel worksheet or MS word table?

Answer 4: Please refer to Attachment 2 – Addendum to 52.212-1 and Attachment 3 – Addendum to 52.212-2 for instructions.

Question 5: Is this new work or is there an incumbent and if so, please provide the contract number and contract value?

Answer 5: No, this is not a new work. This is a follow-on requirement to 47QTCA18D004N/FA468620F0051; Contractor/Offeror: Wits Solutions Inc., Cage Code:

6HVA9. Base and All Options Value (Total Contract Value) at time of award: $959,646.00.

Contractor should not use total cost of current contract as a basis for submitting price proposals.

Only documents provided with solicitation FA468624R0019 and the requirements therein should be used to establish price.

Question 6: How many FTEs does this contract require. It doesn’t state this in the PWS/Solicitation.

Answer 6: This is a Performance Based Acquisition. The PWS is structured around defining a service requirement in terms of performance results and providing contractors with the latitude to determine how to meet those objectives.

Question 7: Is the current incumbent fully staffed and if so, how many unfilled positions/vacant positions are there?

Answer 7: The current incumbent contract is not fully staffed. There are two unfilled/vacant positions.

Question 8: How many individuals are currently performing and managing the PWS 8 performance objectives (PO)? Is the workload manageable for these employees? Are you looking to maintain a similar headcount?

Answer 8: Reference Q7 and Q8.

Question 9: In Attachment 2.2, it specifies that "No resumes will be accepted or counted as part of the volume's page count." Do you require Key Personnel resumes to be submitted separately or none at all are required?

Answer 9: None at all are required. As stated in Attachment 2 – Addendum to 52.212-1, “No resumes will be accepted or as part of the volume’s page count.”

Question 10: What is the timeline and expectations for the staffing plan?

Answer 10: The Attachment 2 – Addendum to 52.212-1 and Attachment 3 – Addendum to 52.212-2 do not outline a timeline for the staffing plan. Reference Attachment 2 – Addendum to 52.212-1 and Attachment 3 – Addendum to 52.212-2 for the instructions and evaluation criteria required as part of the staffing plan.

Question 11: For the firm-fixed pricing exercise, are we permitted to propose JM, Sr. SMEs, and their quantities?

Answer 11: The Offeror shall submit pricing information for each firm-fixed- priced (FFP) CLIN in the Supplies or Services and Prices/Cost section of the SF1449. Prices shall be expressed as quantities multiplied by the unit price which equals the extended amount for each FFP CLIN. Reference Attachment 2 – Addendum to 52.212-1, Volume III for Price instructions.

Question 12: In the Background section of the PWS, it is noted that 9 CES comprises approximately 430 members spread across 25 facilities. Could you confirm if this figure represents the total number of system users within the organization, or alternatively, provide insight into the size of the IT user environment?

Answer 12: Reference Q1.

Question 13: I see that there was an original pre-solicitation request.

Answer 13: The Pre-solicitation notice (Notice ID: F1H3A84115AW03) was canceled and replaced with combined synopsis/solicitation (Notice ID: FA468624R0019), dated 13 June 2024.

Question 14: The updated / existing notice still references pre-solicitation. Are you now accepting bids? Or is this still an RFI?

Answer 14: The combined synopsis/solicitation (Notice ID: FA468624R0019), dated 13 June 2024 references the Sources Sought (Notice ID: FA468624ER001) dated 1 May 2024. The combined synopsis/solicitation (Notice ID: FA468624R0019), dated 13 June 2024 is not an RFI.

This announcement constitutes the only solicitation; proposals are being requested.

Question 15: Is this procurement still active?
