B. Proposal Content.
Volume I – Technical
1. The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Responses will be evaluated against the criteria outlined in FAR 52.212-2 Addenda. The proposal should not simply rephrase or restate the Government's requirements but shall provide convincing rationale to address how the Offeror intends to meet the requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror's proposal.
2. The Technical Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in FAR 52.212-2, Addenda. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the Offeror’s technical competence and ability to comply with the contract task requirements specified in the
PWS.
Factor 1 – Technical.
The technical evaluation provides an assessment of the Offeror’s capability to satisfy the Government’s requirements. The technical approach will be evaluated to determine the Offeror’s technical capability to demonstrate a clear understanding of the requirements for the tasks as outlined in the PWS. Responses must display a reasonable, well-thought-out approach that demonstrates the Offeror's understanding of tasks to be performed, as well as the technical approach and methodology for accomplishing tasks under any resultant award to meet the requirements of the PWS. The Government's technical evaluation team will review the technical subfactors and apply their subject matter expertise to determine if an Offeror has provided a technical volume that articulates a clear and specific understanding of the Information Technology (IT) Support as it relates to this requirement.
Sub-Factor 1: Management Plan. The offeror shall provide a management plan that clearly describes the strategies and processes to successfully accomplish the tasks delineated in the PWS.
The plan should provide evidence of knowledge and capability of delivering the services as defined in the solicitation. At a minimum, the plan should:
a. Provide a sound and logical business approach for directing and integrating resources in an efficient manner to fulfill the requirements identified in the PWS.
b. Provide a staffing approach (to include a proposed manning mix of personnel), that clearly describes the strategies and processes for retention and utilization of key personnel to meet the requirements of the PWS.
c. Provide a proposed approach to mitigating strategies and processes to proactively prevent potential risks that could have an adverse impact to schedule or performance for each task outlined in the PWS.
Volume II - Past Performance.
1. Quality and Satisfaction Rating of Contracts: The Government reserves the right to use relevant performance assessment ratings from sources available to the Government, to include, but not limited to, Contractors Performance Assessment Reporting System (CPARS), interviews with Program Managers, and/or non-Government sources, such as any commercial business or customers referenced by the offeror in Attachment 4.
2. Past Performance Questionnaire: Provide no more than three (3) of the most relevant contracts performed. The offeror shall return the Past Performance Questionnaire(s) (Attachment 4) for each contract/project performed of similar scope and complexity. Include rationale supporting your assertion of relevance in Section 5. of the PPQ, limit no more than two pages, and identify aspects of the contracts deemed relevant and how they relate to the proposed effort. If an Offeror is unable to obtain the information in Section 3. of the PPQ, all other sections may be completed and submitted to the Government for acceptance. If an offeror has no past performance history of relevance, the offeror must affirmatively state it possesses no past performance history of relevance.
3. The Government may also consider the past performance of affiliated companies or operating divisions within the parent company or joint ventures of the parent company, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when it is reasonable to attribute the experience of the past efforts to the proposed effort and when the proposal clearly demonstrates the resources (e.g. financial resources, overall oversight and management, or other resources) of the parent or affiliated division will meaningfully affect performance of the instant acquisition. If providing past performance information on predecessor companies the offeror shall provide a roadmap demonstrating succession of ownership. As part of this explanation, describe how these changes impacted the relevance of any efforts you identify.
Volume III - Price.
The Offeror shall propose and insert a whole dollar unit price, with no decimal places, for each firm-fixed-priced (FFP) CLIN. The FFP CLINs, which shall be populated, can be found in the Supplies or Services and Prices/Cost section of the SF1449. The Offeror shall submit pricing information to support the completeness and reasonableness of their proposed prices for all CLINs.
1. The prices shall be expressed as quantities multiplied by the unit price which equals the extended amount for each FFP CLIN.
2. Price will not be rated or scored but will be evaluated for fair and reasonableness using various price analysis techniques. The Offeror shall ensure the proposed price is reasonable, balanced, and complete. An Offeror who submits a price proposal that is determined to be unreasonable (either initially or as a result of interchanges) is not awardable and will be eliminated from the competition.
3. If the CO determines that additional information is needed or that adequate price competition no longer exists, the Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.
4. Data beyond that required by this instruction shall not be submitted unless it is essential to document or support the Offeror’s price position. All data relating to the proposed price, including all required supporting documentation, must be included in the Price volume (Volume III). Under no circumstances shall this data and documentation be included elsewhere in the proposal.
