Evaluation Factors for Award FAR 52.212-2 Addendum, Evaluation M-1, Evaluation Methodology.

A. This is a Full and Open Solicitation. For this acquisition, selection of the best value offeror will be made using FAR Part 13 Simplified Acquisition Procedures. Evaluation of quotes will proceed as follows:

1. Responsiveness. All quotes received will be evaluated to determine responsiveness. To be considered responsive, quotes must have been submitted timely, the offeror must have current registration at SAM.gov reflecting NAICS 812332, and the quote must conform to the solicitation requirements.

2. Ranked by price. All responsive quotes will then be ranked from lowest to highest Total Evaluated Price (TEP). TEP is comprised of the total value of all CLINs 0005 - 5005.

3. Past Performance. The offeror with the lowest TEP will be evaluated for acceptable Past Performance. Past Performance may be evaluated based on the (a) the Contracting Officer's or Government Project Manager's knowledge of and previous experience with the supply or service being acquired, (b) customer surveys and/or past performance questionnaire replies, (c) Past Performance Information found in Government databases, such as the Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov, (d) Past Performance Information submitted by the offeror, and/or (e) any other reasonable basis.

4. Technical Acceptability. The offeror with the lowest TEP and acceptable Past Performance will be evaluated for technical acceptability. The Government technical evaluation team shall evaluate the technical proposals on an acceptable/unacceptable basis, assigning a rating of Acceptable or Unacceptable. An offer must be rated “acceptable” in all factors to be eligible for award. An “unacceptable” rating in any factor will result in the overall technical proposal being rated “unacceptable” and the proposal will therefore be ineligible for award.

The following adjectival ratings and rating definitions will be used to assign a rating for each technical factor and sub-factor and an overall rating to each technical proposal.

A (Acceptable)
All of the minimum acceptable criteria as defined in the technical factors and sub-factors are clearly met by the proposal. The offeror’ s proposal meets the performance and technical capability requirements defined in the PWS.
U (Unacceptable)
Not all of the minimum acceptable criteria are met by the proposal. An unacceptable proposal contains one or more deficiencies. Proposal fails to meet specified minimum performance and technical capability requirements defined in the PWS.

Overall Technical Acceptability will be evaluated against the following factors:

Factor 1 At least three (3) years of experience within the five (5) year period immediately preceding release of this RFP providing commercial laundry and dry cleaning services similar in scope and magnitude to the Beale Air Force Base (BAFB) requirements (e.g. performance of commercial laundry and dry cleaning services for customers such as hospitals, hotels, restaurants, and/or other Government or business entities) and resulting in returned items that are properly finished and packaged; have a uniform appearance; and are free of visible dirt, debris, dampness, offensive odors, mildew; and cleansing chemical reside. Provide reference and contact information to support the experience claimed by offeror. . References provided must support the experience claimed by offeror.

Factor 2 At least three (3) years of experience within the five (5) year period immediately preceding release of this RFP providing pick-up and delivery services similar in scope and magnitude to the Beale Air Force Base (BAFB) requirements. Experience to include pick-up of soiled items and delivery of clean items within required schedule timelines (e.g. 100% of original items picked up shall be returned no later than two [2] days after pick-up or within one [1] day for holiday / weekend service.). Provide reference and contact information to support the experience claimed by offeror. . References provided must support the experience claimed by offeror.

5. Best Value Decision. The Government will make a best value decision based on the past performance evaluation, technical acceptability, and a determination that the price is fair and reasonable. If the past performance and technical acceptability for the offeror with lowest TEP is determined acceptable, no further offers need be evaluated. However the Government reserves the right to evaluate additional quotes to assist in the determination of price fair and reasonable. The Contracting Officer will determine price reasonableness by means of one or more evaluation techniques described in FAR 13.106-3. In the event only one offer is received, the offeror may be required to provide "Other than Certified Cost or Pricing Data" to assist in the price fair and reasonable determination.

The Government intends to evaluate and make award without interchanges with offerors. The Government, however, reserves the right to conduct interchanges if deemed in its best interests. The Government at its discretion may conduct interchanges with one, some, none, or all offerors. Offerors are cautioned to submit sufficient information and in the format specified herein. Offerors may be asked to clarify certain aspects of their quote; however, interchanges with offerors to resolve minor or clerical errors will not constitute discussions. The Government reserves the right to award a contract without the opportunity for quotation revisions. The Government reserves the right to review only the lowest priced, responsive quote.
