Site Walk Notes FA466421B0002 – Design/Build New Construction Fire Training Tower

17 August 2021 @ 0900

1. Participants met in the parking lot of Building 2313. The contract specialist gave an introduction and greeted them all. While waiting on the CE representatives and the Contracting Officer, a list was circulated for sign in.

2. When the contracting officer and another contract specialist came out to greet the participants, the contract specialist, who first came out, introduced them both.

3. Attendees were informed that taking pictures was allowed but pictures should be directed away from the flight line.

4. Participants were informed that no questions would be addressed during the site walk. All questions are to be submitted in writing by 25 August 2021 NLT COB day (4:00 PM). Questions and answers will be posted on the www.sam.gov website.

5. One of the visitors asked about the funding availability at the end of year. They were told that we were notified that DFAS was shutting down on 15 September 2021, which is why the bid due date and time is 14 September at 10:00 AM. Bids are due in the contracting office, building 2313, at the specified date and time, and that late bids will not be considered. One of the participants asked if electronic bids would be accepted. He was informed they were NOT. Bid receipt time is the time bid is stamped in the contracting office, building 2313. Attendees were told that FEDEX overnight would not guarantee prompt delivery. Early mailing or hand delivering the bid would be the best assurance of delivery. We explained that in the past FEDEX overnight packages would arrive the next day in the office. Drivers of mail carriers are not given automatic base entry. We suggested a bid drop off at the Visitor Control Center (VCC), we could meet there for a pick up. It was explained that we still telework on a limited basis and to give us a day in advance notice for an ensured VCC pick up.

6. As the group waited in the parking lot for CE’s arrival, the participants introduced themselves and identified their companies. We explained that we would be heading to the jobsite caravan style. The gentlemen from CE would lead the way since we did not know the location and everybody would follow in their cars single file with contracting office at the tail end. When CE arrived they were introduced to the group and we subsequently left the parking lot at 9:10 AM. There were a total of 14 vehicles headed to the jobsite.

7. When the group arrived at the destination, 3 members of the Fire Department, including the Fire Chief were there to greet the visitors. One of the CE representatives touched on some points of the statement of work, then the visitors were allowed to survey the area and take pictures. The participants were allowed to depart when they were ready. It was approximately 10:00 AM when the site walk ended. Attached is a list of attendees.
