PART 1 - INTRODUCTION

This Design-Build Statement of Work (SOW) defines the requirements for design and construction services at March ARB, CA.

The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are credentialed members of architectural, planning, science, and engineering professions. Project documents will be developed under the direction of a registered architect or a professional engineer currently licensed in a State of the United States, or Architect that is NCARB (National Council of Architectural Registration

Boards) Certified. This requirement shall be in complete compliance with the FAR, DFARS, AFFARS (Federal Acquisition Regulations, Defense Federal Acquisition Regulation

Supplement, Air Force Federal Acquisition Regulation Supplement).

1.1 SCOPE

The Contractor shall provide design-build services to the 452nd Civil Engineer Squadron at March

Air Reserve Base, California for project PDPG 12-0103, Construct New Fire Training Facility.

This project requires, at a minimum, field investigations, recommendations, solutions, cost estimates, calculations, measurements, preparation and review of design plans and specifications, and specified construction services. The Contractor shall be capable of addressing and interpreting all aspects of facility design, environmental laws and regulations, including the preparation and presentation of expert testimony, if required, and facility construction. Some tasks may require access to or the review of sensitive material as identified. Some tasks may require planning and logistical support, to include on-site translation and/or interpretation, at various meetings and conferences.

1.1.1 Purpose

The primary objective of this project is to have the March Field Fire Emergency Services conduct their live training onsite at March Air Reserve Base. Currently, the Emergency Services Training

Program requires that firefighters complete live aircraft and structural fire training at a minimum of twice per calendar year. This project will ensure that Emergency Services will be able to maintain mission support and readiness, and maintain National Fire Protection Association

(NFPA), Department of Defense (DOD) and US Air Force Fire standards. The project will enable

Emergency Services to host other DOD and local municipal departments to enhance their mutual aid agreements by training together. The new facility will also benefit the firefighters of the 452

CES/CEF by fulfilling the same training requirements set forth by AFI 32-2001, the Air Force Fire

Emergency Services Training Program and NFPA. Also, it will enable the members of the 452

CEA/CEF in performing certification requirements for firefighters as they perform their career progression, as described in NFPA 1001 Firefighter Professional Qualifications.

The intent of this project is to construct a three story fire training facility, foundation, power services, fuels services from existing propane tank, ability to drain into existing drain channel and fire hydrants to connect to existing water line.

The Contractor shall provide Design, Specifications and a Submittal Register that meets the requirements set-forth in this SOW for each of the applicable functions. This project will be completed in two phases, the Design Phase and the Construction Phase.

The Contractor shall manage and perform D-B construction work as defined in the SOW.

The following are typical D-B construction requirements: completion of working drawings, permitting, construction, construction management, scheduling, maintaining construction facilities and temporary controls, environmental protection, and project closeout. The

Contractor shall construct IAW approved drawings and specifications as written by the Designer of Record.

The project is located on March ARB, CA as shown on Figure 1, Vicinity Map and Figure 2, March ARB Map.

Restoration review. If geophysical borings are expected to be at depth encountering groundwater, then the work plan shall provide protocols for containerization, sampling, and disposal (if necessary) of groundwater.

• Follow all California soil standards for PFOS/PFOA. Current Air Force guidance is to dispose of soil exceeding 1.26 mg/kg of PFOS or PFOA as AFFF waste. This applies to soil that needs to dispose of from the geophysical work and from the building foundation.

The soil disposal requirements may change by the time of construction. Contractor shall verify how much soil will be removed before bid.

• Stockpiled soil needs to be placed on plastic and covered with plastic weighted down by sandbags. The soil stockpile will also be addressed in the Environmental Protection Plan submittal, subject to Environmental review. (See Environmental Specifications for

Guidance)

• The soil stockpile will also need to be sampled for PFOS/PFOA prior to disposal. Other sampling will need to be done based on the requirements of the disposal location. The soil from the geophysical borings is usually placed in drums. If none of the samples from the borings are higher than 1.26 mg/kg for PFOS or PFOA, it can be spread out on the site.

• Any groundwater generated by the geophysical borings will have to be containerized, sampled, and properly disposed of (if necessary).

Cut and lay 150 feet of Schedule 40 pipe with risers vertical to Training Simulator

Equipment Room.

Pressure Test Pipe with air

Inspection by local building representative for the area

Finalize connection to control panel for use

Cover trench

Construct concrete footings and pad

• Provide a new concrete pad that fits the specs of the Fire Training Facility and extended pad 5’ from foundation edges to create a walk way around the facility.

• Cast in place concrete footings require 3000 psi with a 28 day cure. Rebar #6, #4 Ties

24” Wide by 48” Deep

• 12 Steel Plates measuring 12” x 12” x ½” that will be require to be embedded to the surface centered of the concrete footings.
