PART 1 - INTRODUCTION
This Design-Build Statement of Work (SOW) defines the requirements for design and construction services at March Air Reserve Base, CA (MARB). The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are licensed members of architectural, planning, science, and engineering professions.
1.1 SCOPE
The Contractor shall provide design-build services to the 452nd Civil Engineer Division at MARB for project PDPG 160109, Provide Backup Generator and Server Room Cooling System at Building 602. This contract requires, at a minimum, field investigations, recommendations, solutions, calculations, measurements, preparation and review of design plans and specifications, and specified construction services. The Contractor shall be capable of addressing and interpreting all aspects of facility design and construction related to the project.
1.2 PURPOSE
There are two objectives for this project: 1) to provide whole building generator backup power for building 602 and 2) provide a chilled water air handler and humidity control for a critical server room within building 602. The contractor shall provide a design that meets the requirements set- forth in this Statement of Work for each of the applicable functions. This project will be completed in two phases, the Design Phase and the Construction Phase.
The Contractor shall manage and perform Design-Build work as defined in the Statement of Work. The following are typical Design-Build requirements: completion of design documents, construction, testing, start up and commissioning, construction management, scheduling, maintaining construction facilities and temporary controls, environmental protection, and project closeout. The contractor shall construct in accordance with (IAW) approved 100% design and specifications.
1.3 EXISTING CONDITIONS
General:
Building 602 was constructed in the early 1980s and contains approximately 26,000 sq. ft. of office space and 2,600 sq. ft. of mechanical areas. The facility has no backup power system.
Electrical:
Power for the building is provided by a 480/277 volt, 3 phase, 4 wire, delta/y configured transformer. The transformer is in a mechanical yard on the south side of the building. Predominant loads are HVAC, lighting, and computer systems.

05/09/2017 Building HVAC System:
The main area of the building is conditioned by a redundant set of air handlers and central duct system. The interior mechanical spaces are conditioned by a single air handler. The air handlers are located within the mechanical/mezzanine area on the east side of the building. Cooling is provided by a chilled water system that includes a redundant set of 90 ton chiller and chilled water pumps. The pumps supply chilled water to coils within each of the air handlers. Heating is provided by reheat coils within variable-air-volume units located throughout the building.
A direct digital control (DDC) system, installed in 2008, controls the HVAC system. Server Room Cooling System:
The server room is approximately 240 square feet and is currently served by an 8 ton DX split system (Computer Room Air Conditioner) that is independent of the main HVAC system. The floor of the server room is a raised floor system elevated approximately 4 feet above the concrete slab.

PART 2 - ADMINISTRATIVE REQUIREMENTS
2.1 APPLICABLE DOCUMENTS
Contractor shall comply with MARB Facilities Excellence Plan (FEP), National Fire Protection Association (NFPA); American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) design standards; National Electrical Code (NEC); including all changes and amendments in effect on the date of issuance of the contract. Technical references include but are not limited to:

2.2 MEETINGS REQUIRING ATTENDANCE
The Contractor shall participate in and/or facilitate on-site meetings as required by this Statement of Work. The purpose of these meetings include, but are not limited to, contract discussions, progress reviews, design reviews, construction reviews, project status, and the general exchange of information concerning current and future activities. All official meetings will be held at March ARB in the Operational Contracting Office, Building 449. The 452 Material Support Group/Civil Engineering (MSG/CE) Project Engineer shall ensure the appropriate base agencies attend meetings to provide necessary information or briefings to facilitate the success of the contract effort. The Contractor shall prepare and submit minutes within 3 days of all meetings attended.
2.3 NOTICE TO PROCEED
This project will include multiple Notices to Proceed (NTP) consisting of a 65%, 95%, and 100% design NTP and a separate construction NTP. The details of each NTP are covered throughout the document within their respective sections for Design and Construction.
2.4 DESIGN PHASE
2.4.1 Kick-off Meeting
The Contracting Office shall host the design kick-off meeting at the base. The contractor shall coordinate a date and time with the Contracting Office within 10 calendar days after contract award.
2.4.2 Design Review Meetings
After submission of each phase of the design and receipt of government review/comments, the contractor shall arrange for a meeting to discuss government review/comments.
2.4.3 General Meetings
The contractor shall support all status meetings as requested by the Government.
2.5 CONSTRUCTION PHASE
2.5.1 Preconstruction Meeting
The Contracting Office shall host the preconstruction meeting at the 452 Operational Contracting Office Building 449 upon completion and approval of the 100% design. The contractor shall coordinate the date and time of the meeting with the Contracting Office.
2.5.2 General Meetings
The contractor shall support all status meetings as requested by the Government.
2.6 BUILDING SECURITY
Building 602 is a controlled access facility that contains several sensitive areas. Access to some of these areas may require the contractor to be escorted by Air Force staff or may limit the ability of the contractor to move freely throughout the building. The contractor shall be responsible for communicating their access needs with the building occupant and MSG/CE throughout the project.
PART 3 - DESIGN PHASE
All drawings provided to the contractor are “For Reference Only.” The contractor must field verify existing conditions during the design phase. The contractor shall provide prior notification of the times during the day when work will affect personnel and provide prior notice to performing such work. The contractor shall adhere to CE base policy. Work shall include, but is not limited to the following:
3.1 REQUIREMENTS
3.1.1 General Project Requirements
1. Contractor shall perform a site survey. The site survey should include a visual inspection of appropriate systems related to this SOW including piping, pumps, panels, electrical systems, control systems, and other supporting equipment.
2. Mechanical Design: Contractor shall provide mechanical design by a licensed professional engineer. All mechanical drawings shall bear the signed seal of the engineer. All design calculations shall be performed by licensed professional engineer with standard commercial design software and shall be included in the design analysis submitted to the government for review and approval.
3. Electrical Design: Contractor shall provide electrical design by a licensed professional engineer. All electrical drawings shall bear the signed seal of the engineer.
4. Contractor shall provide a design analysis showing calculations supporting the recommended size of both the generator and server room cooling system.
5. The contractor shall provide a specification for the generator and automatic transfer switch. The specifications shall be based on Unified Facility Guide Specifications (UFGS) 26 32 14.00 10 and 26 36 00.00 10 available for download through the Whole Building Design Guide.
3.1.2 Backup Generator Requirements
1. Contractor shall size a new diesel powered generator with integrated sub-base double wall fuel tank that meets South Coast Air Quality Management District (SCAQMD) requirement for Riverside County.
2. The generator must be selected from the current list of certified generators developed and maintained by the SCAQMD.
3. The fuel tank shall be sized to power generator for a minimum of 24 hours based on full-load fuel consumption rate of the engine. The fuel tank must including leak detection.
4. The new generator must meet the electric demand for all facility systems supported by the main building transformer.
5. Generator should be sized to operate at greater than 60% of generator’s rated load and be capable of supporting starting loads from mechanical equipment.
6. Contractor shall provide Automatic Transfer Switch (ATS) and appropriate controls to automatically start back-up generator and transfer power from primary to back-up in the event that primary power fails. Upon restoration of primary power the ATS and control system will automatically switch back to primary power and power down generator.
7. Contractor shall provide for new electrical system to include new conductors sized properly for the expected load capacity and appropriately sized conduits from generator to transfer switch and switch to main distribution panel.
8. The new generator will be located within the existing exterior mechanical yard at the southeast corner of the building.
9. Contractor shall remove and dispose of two abandoned steel pipes and pipe supports in the southeast mechanical yard (approximately 40’ of 4” diameter pipe). The contractor shall patch the exterior wall penetrations once the pipes have been removed. The contractor may use the penetrations for electrical conduit if size and location are appropriate for the conductors running between the new generator and ATS.
10. Contractor shall be responsible for submitting a Permit to Construct/Operate through the SCAQMD and pay the necessary processing fee for a certified Internal Combustion Engine.
11. The contractor shall coordinate the air quality permit with the 452nd civil engineering office prior to submittal to SCAQMD.
3.1.3
1.
Server Room Cooling System Requirements
The contractor shall provide size a new chilled water Computer Room Air Handler
(CRAH) to serve as the primary cooling unit for the server room within Building 602. The server room is currently served by an 8 ton DX system that will remain in place and operational.

| The new CRAH will be connected to the existing chilled water piping system that supplies chilled water to the air handlers. |
| 3. |
| The new CRAH unit will be configured for up flow (supply exiting top of unit) and free return at the base of the unit. A supply plenum with backdraft dampers on the discharge of the new unit will be provided. |
| 4. |
| Isolation valves will be provided on chilled water lines at or near the new CRAH unit for future maintenance purposes. |
| 5. |
| The new CRAH will provide humidity control. The humidity controls system shall be tied into the existing water line that supplies the existing DX split system in the server room |
6. The new CRAH will be tied into the existing HVAC DDC system to ensure that chilled water is being produced and circulated when the new CRAH unit demands.
7. New condensate drain piping shall be tied into existing DX split system piping. Contractor shall provide appropriate backflow prevention devices for new and existing piping.
8. Power for the new CRAH shall be supplied from the existing electrical sub-panel (P2) located on the east wall of the server room.
9. The DX split system currently cooling the server room will remain in place and operational. This system will operate as a backup for the new CRAH once installed.
3.2 DESIGN PHASES
The contractor shall prepare 65%, 95%, and 100% design submittals in accordance with schedule in section 3.3. Each phase shall include, on a disc, .pdf versions of all submittal items and AutoCAD (2015 or earlier) drawing files. No deletions from the UFGS shall be permitted until approved. All proposed deletions from UFGS language shall be lined through for current design, and only removed in the final phase of design; if approved.
The contractor shall perform all services required to prepare and furnish complete construction documents consisting of contract drawings, technical specifications, design analysis for generator and CRAH, and material submittals for each design phase.
A NTP will be issued to signify the Government’s acceptance of each design phase and allow the contractor to move to the next phase. The Government’s acceptance of the final design will be made through the issuance of a NTP that will accept the 100% design and specifications and allow the contractor to commence the Construction Phase.
3.2.1 Regular Preliminary Design (65%)
The contractor shall schedule and attend a meeting at MARB during which government comments will be discussed and direction given regarding the submittal. The review meeting shall be held per the schedule identified in section 3.3. The contractor’s response to comments shall be delivered per the schedule in section 3.3. Upon conclusion of 65% design review meeting and issuance of a NTP the Contractor may continue to next design phase. Contractor’s performance period for next submittal will start with the issuance of NTP.
3.2.2 Pre-Final Design (95%)
The contractor shall schedule and attend a meeting at MARB during which government comments will be discussed and direction given regarding the submittal. The review meeting shall be held per the schedule identified in section 3.3. The contractor’s response to comments shall be delivered per the schedule identified in section 3.3. Upon conclusion of 95% design review meeting and issuance of a NTP the Contractor may continue to next phase. Contractor’s performance period for next submittal will start on issuance of NTP.
The 95% design submittal shall include all the elements of the 65% design advanced to the 95% stage. The contractor shall develop the pre-final working drawings and specifications. This submittal shall be the contractor’s best attempt at 100% design. All previous design review comments shall be incorporated into the design documents.
3.2.3 Final Design (100%)
The 100% Design submittal shall be due per the schedule identified in section 3.3. The 100% final design submittal shall include all the elements of the 95% design advanced to the 100% stage. The contractor shall develop the final working drawings and specifications. All previous design review comments shall be incorporated into the design documents.

3.4 DESIGN SUBMITTALS
All submittals shall be on time. All project submittal items/packages shall be delivered directly to the Contracting Office.
3.4.1 AF Form(s) 3000
Each submittal shall contain a completed Air Force Form 3000, Material Approval Submittal. This form is easily obtained from the Air Force E-Publishing website at: http://www.e- publishing.af.mil/. The Contracting Officer will not accept any submissions that do not contain a complete AF Form 3000.
3.4.2 AF Form(s) 3064
Contract Progress Schedule (AF Form 3064): Within 10 calendar days after contract award or at the kick-off meeting, whichever is later, the Contractor shall submit a signed AF Form 3064, Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance for approval by the Contracting Officer. Once approved the contract progress schedule may only be changed by the Contracting Officer.
3.4.3 AF Form(s) 3065
Contract Progress Report (AF Form 3065): At least monthly, the contractor shall submit AF Form 3065, Contract Progress Report, signed by the contractor’s on‐site representative. The work elements and percentages for each element stated on the AF Form 3065 will be identical to the work elements and percentages on the AF Form 3064.

3.5 GOVERNMENT REVIEW PERIOD

PART 4 - CONSTRUCTION PHASE
The contractor shall construct IAW approved 100% designs and specifications.
4.1 CONSTRUCTION PERIOD OF PERFORMANCE
Performance period for construction shall be 120 calendar days. The contractor shall begin work as described in the scope of work within 10 days of receiving a NTP. All work, including any punch list items, must be completed no later than 120 calendar days after receipt of NTP.
4.2 CONSTRUCTION ADMINISTRATION
4.2.1 Construction Notice To Proceed
Upon completion of the design phase, a NTP for construction must be issued before construction commences. The contractor shall schedule and attend a preconstruction meeting at the 452nd Operational Contracting Office. The contractor shall prepare sign-in sheet and meeting minutes for all meetings attended on MARB. Meeting minutes shall include the names and emails of all individuals in attendance. A copy of the meeting minutes shall be provided to the Contracting Officer.
4.2.2 Base Access
Base access shall be coordinated through the Contracting Office. The contractor shall prepare a pass information sheet identifying all employees, including the subcontractor employees, who will be working on MARB. The pass information sheet shall be submitted to the Contracting Office at the preconstruction meeting. Upon completion of the contract or expiration of the passes, the contractor shall ensure all passes issued to employees and subcontractor employees are returned to security. Failure to comply with this requirement may result in withholding of final payment.
4.2.3 Security Requirements
Contractor personnel must have base approved contractor badges to enter onto MARB. Additional requirements are necessary if the designated facility is within a controlled/secure area of the base. The contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance while conducting business on MARB. The contractor shall ensure conformance of all employees and subcontractors.
4.2.4 Hours of Operation
Contractor shall coordinate work hours with the Contracting Officer’s Representative (COR) and Project Engineer. Typical work hours are Monday thru Friday from 7:30 am to 5:30 pm. Any work performed outside of these days/times must be coordinated with the COR and approved by the Contracting Officer.
4.2.5 Permitting
The contractor shall be responsible for completion and submittal of a March Form 103 (Work Clearance Request) to the BCE prior to beginning work. Allow a minimum of 14 days for processing of the form.
The contractor shall obtain permits for work associated with hot work, welding, cutting, and brazing from the MARB Fire Department prior to any such work. The contractor shall allow seven
(7) days processing time for these permits.
4.2.6 Power outage coordination
Contractor must coordinate any power outage with the COR or Project Engineer to allow sufficient time for the building occupants to make appropriate arrangements. Typical notice should be given one week prior to the outage.
4.2.7 Pre-final Inspection
The contractor shall request a pre-final inspection with the COR. The pre-final shall be requested with sufficient performance days remaining on the contract to allow for punch list item correction and final inspection completion within the contract performance period.
4.2.8 Final Inspection
The contractor shall request a final inspection, in writing, with the Contracting Officer upon correction of pre-final punch list items. Final inspection shall be requested within the contract performance period.
4.3 CONSTRUCTION SUBMITTALS
The contractor shall submit, to the Contracting Office, material submittals as identified in 4.3.4 and as required by applicable specifications. All submittals shall be submitted with enough time to allow for a 14 day Government review period. The contractor shall identify long lead items to ensure proper submittal review time. All submittal items/packages shall be delivered directly to the Contracting Officer for the project. Once received, the Contracting Officer will log the submittals, date stamp them, and send them to the 452 MSG/CE Project Engineer. The Project Engineer shall be responsible for timely on-base distribution for effective submittal review.
4.3.1 AF Form(s) 3000
Each submittal shall contain a completed Air Force Form 3000, Material Approval Submittal. This form is easily obtained from the Air Force E-Publishing website at: http://www.e- publishing.af.mil/. The Contracting Officer will not accept any submissions that do not contain a complete AF Form 3000.
4.3.2 AF Form(s) 3064
Contract Progress Schedule (AF Form 3064): Within 10 calendar days after construction NTP the Contractor shall submit a signed AF Form 3064, Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance for approval by the Contracting Officer. Once approved the contract progress schedule may only be changed by the Contracting Officer.
4.3.3 AF Form(s) 3065
Contract Progress Report (AF Form 3065): At least monthly, the contractor shall submit AF Form 3065, Contract Progress Report, signed by the contractor’s on‐site representative. The work elements and percentages for each element stated on the AF Form 3065 will be identical to the work elements and percentages on the AF Form 3064.

4.4 QUALITY CONTROL
The contractor is responsible for quality control of both itself and its subcontractors.
4.5 QUALITY ASSURANCE
The government may periodically evaluate the contractor’s performance through on-site inspections during construction.
4.6 CONTRACTOR SITE REPRESENTATIVE
The contractor shall have an authorized representative with decision making authority at the site at all times when there are workers on site or when deliveries/ shipments are received/ made.
4.7 ASBESTOS/LEAD-BASED PAINT
Any asbestos suspect materials or painted items that may contain lead-based paint requires that the contractor immediately notify the Contracting Officer and cease all work efforts in that specific area until the asbestos and/or lead-based paint inspectors can validate/verify any contaminants found during the inspection process.
4.8 SALVAGE & TRANSFERABLE ITEMS
All salvageable/transferable items shall become property of the contractor.
4.9 PERSONAL PROTECTIVE EQUIPMENT (PPE)
All personnel in the designated work area will wear appropriate hard hat protection, respiratory protection/equipment as necessary, ear protection, safety-toe shoes, gloves, reflective vests, and proper eye protection.
PART 5 - CONTRACT COMPLETION/ACCEPTANCE
5.1 AS-BUILT DRAWINGS
The contractor shall submit as-built drawings prior to acceptance of the finished product. The electronic version of the as-built drawings shall include both .pdf files and AutoCAD files. The AutoCAD files shall include all necessary external references and be error free. Missing files or errors will result in submittal rejection.
5.2 O&M MANUALS
The contractor shall submit O&M Manuals for all systems and equipment installed as part of this contract.
5.3 WARRANTY INFORMATION
The contractor shall submit construction warranty information to warranty construction work performed and installed equipment.
5.4 TRAINING
The contractor shall provide training to Government personnel on all systems and equipment that are installed.
PART 6 - CONTRACT PERFORMANCE PERIOD
6.1 DESIGN PERFORMANCE PERIOD
Design performance period is 133 calendar days.
6.2 CONSTRUCTION PERFORMANCE PERIOD
Construction performance period is 120 calendar days.
6.3 TOTAL CONTRACT PERFORMANCE PERIOD
Contract performance period is 253 calendar days.
PART 7 - GOVERNMENT POINTS OF CONTACT
7.1 CONTRACT ADMINISTRATION
The Contracting Officer is responsible for addressing all contractual issues relating to the contract. All changes to the contract must be processed through the Contracting Officer. The Contracting Officer is the only individual with authority to direct a contractor or proceed with contract changes.
7.2 BASE CIVIL ENGINEERING
The 452 MSG/CE Project Engineer and COR will provide technical support, project coordination, and guidance as required for the project. The contractor is reminded that neither the Project Engineer or COR are authorized to direct any change to the contract.
