RFI’s for Solicitation # FA4664-17-R-0010
HVAC & Generator – Bldg 602
23 June 2017
RFI 01:
It appears the pre-determined location for the generator will not be adequate for the generator, can the Gov’t determine an alternative site?
Answer:
No, the Government prefers the generator be located within the existing mechanical yard.
RFI 02:
The RFP does not reference the Superintendent, CQC Manager or SSHO; what are the requirements for that personal and can the roles be doubled?
See paragraph 4.6 “Contractor Site Representative” in the SOW. Yes, the roles may be doubled.
RFI 03:
The SOW states 120 Days for Construction, the lead time for the generator could exceed 12 weeks, would the Gov’t consider additional time for the Construction Phase?
The construction phase will be increased to 180 calendar days.
RFI 04:
Will the new Generator be sized to feed emergency power to the existing 750KVA Transformer
60% connected load or 60% of the Transformer's Capacity?
The designer shall determine the size of the new generator.
RFI 05:
When the cut over is scheduled to tie-in the new Generator & ATS to the existing power system;
will work be done normal hours to shut-down building completely? Is temporary generator power need to be provided for some building load?
Work is to be performed in accordance with paragraph 4.2.4 of the SOW. If the cut over is planned to take more than 4 hours the contractor shall provide power to the building’s alarm system (2 – 20 amp circuits). The building may be without power for up to 72 hours. If the cut over is planned to extend beyond 72 hours the contractor shall provide power to the building.
The alarm system must be continuously powered during any period of outage over 4 hours.
RFI 06:
Will the new CRAC unit be required to tie in to the existing Fire Alarm System. If yes because of the high CFM output on the CRAC unit; who is the local Fire Alarm Contractor or system

RFI 07:
Will contractor be required to hire Escorts for duration of the work?
RFI 08:
Gate passes for entry. What will the daily wait time; just to enter the Job site?
If contractor/sub-contractor employees are cleared by Security Forces they will be issued a badge that will allow them to enter through the main gate during the days and times described in paragraph 4.2.4 of the SOW. See Attachment 6 “Security Forces Pamphlet” of the solicitation for additional information concerning base access.
RFI 09:
Will burn permits be required daily or weekly?
Hot work permits are issued as needed by the March Air Reserve Base Fire Department for up to
30 days.
RFI 10:
Will a lay-down area be given for GC?
A lay-down area will be provided. The location will be determined during the Pre-construction meeting.
RFI 11:
Could we get the serial number off the existing DATA AIR unit inside the server room.

RFI 12:
requesting to know if Superintendent, QC manager & Site Safety and Health officer can be performed by one person. (Is triple hat acceptable?)

RFI 14:
Can we obtain model number for the existing DX 8 ton split system CRAC unit in server room?

RFI 15:
Is there a preference as to location for new CRAH in server room?
The Government prefers the unit be located to the right of the entrance door within the server room.
RFI 16:
Where would the Lay down area be?
See answer to RFI 10.
RFI 17:
Does the CRAH unit need to provide ventilation to the server room to comply with the minimum ventilation requirements of ASHRAE 62?
RFI 18:
will the CRAH need to shut down and / or have low leakage dampers close as controlled by an
ATFP shut down control switch(s)?
RFI 19:
Will a new foundation or concrete pad need to be constructed for the installation of the new generator within the existing mechanical yard?
The new generator must be supported and secured to an appropriately sized equipment pad.
RFI 20:
Will the new CRAH unit be located within the server room on a support stand such that it is at the level of the existing raised floor system?

RFI 21:
It appeared that the only means of access into server Room was through the existing doorway, Is there another means of access into the server Room? And if so, Is it larger than the existing door way?
There is a second entrance located on the north wall of the server room through a standard 3’ door.
