1. QUESTION #1 and QUESTION #2: The Davis Bacon Wage Decision which says it was revised as of 9/8/2017, is incorrect and the wage rates for Laborers and Operating Engineers are the same expired wage rates that were in the Original Solicitation. I understand that you folks are just downloading information from a web-site, but if you review Pages 23 through 25 of the

Prevailing Wage Document that was sent in Addendum 1 you will see that the coding process that is used in order to establish the date that the Prevailing Wage Rates are effective upon. For instance, in the Power Equipment Operators the rates listed are from the Operating Engineers

Union Local 12 established on 7/1/2016. These rates are expired and are no longer in effect.

Both the wages and fringes have gone up substantially. See Page 5 of 25 for Operators Rates and

Page 17 of 25 for Laborers Rates. We have attached a copy of both current Laborers and

Operators Union Wage Rates Notification for your review.

When the Contractor plows out the existing sealant that has been painted over, it is going to remove the paint for the width of the joint and possibly 1" on either side of the joint due to flaking and chipping. The problem is, once the micro resurfacing is installed you will not be able to see the existing markings or striping to match the existing. Are you stating that the Contractor must make an As-Built Plan prior to the existing striping being coated over? Please clarify.

ANSWER: Striping or markings plowed out during seleant removal is considered damaged. Yes, this requires restriping. No, as-builts are not required by contractor. Marking plan after contract award may be available.

3. QUESTION #6: The answer to Question #6 stated that testing of joint seal is not required.

But, what about the waste water?
