1.3.3.1. Disposal of Demolished Concrete: Contractor shall dispose of concrete in accordance with environmental specification from March ARB to a designated disposal site off base.
1.3.4. TESTING: Quality control testing is the responsibility of the Contractor, and shall be performed by an independent commercial testing laboratory. The type and amount of testing is stated in the applicable specifications.
1.4. RESTRICTIONS
1.4.1. Secure Zone Restrictions: Part of the work may be accomplished inside an U.S. Air Force Reserve (USAFR) security compound which utilizes stringent entry, exit, and escort requirements.
1.4.2. The contractor shall be responsible to have all their and/or subcontractors’ personnel assemble at specific locations at times mutually agreed upon between the contractor and the Contracting Officer Representative (COR), to be escorted through the “Secured Area” at the beginning or at the termination of each work day. If any of the contractor’s work-force are not present at the time and location specified, there may be a waiting period necessary to obtain personnel authorized to escort these persons through the “Secured Area”. If it becomes necessary for any of the contractor’s personnel to enter or leave the job site during the work day, it shall be the contractor’s responsibility to notify the COR in advance, so that arrangements can be made to have an escort available. The contactor shall also notify the COR a minimum of eight working hours prior to the delivery of materials to the job site. Any lost time due to the contractors, subcontractor, and the material suppliers waiting for authorized personnel to escort them to and from the job site due to the contractor not following the procedure stated above shall not be a basis for any contractor’s claim for additional compensation or equitable adjustment.
1.4.3. There can be one or more hour per day per man lost by working in the secure zone averaged over the span of the contract. This shall include both checking in and out, as well as periodic alerts. This time loss shall be included in the contractor’s bid and shall not be charged as lost time in any claims against March Air Reserve Base.
1.4.4. The contractor must submit to the Contracting Officer at least five work days in advance of entry into secured area the following information for every person and piece of equipment.

1.5. PHASING
1.5.1. Road Closure. Some road repair projects, under one project number, may have to be accomplished in phases in order to maintain accessibility to facilities. For example, a six street paving project in the housing are may be phased so that only two streets are under construction at one time. As large a portion as practical of a particular project will be given to the contractor at one time as it is in the best interests of the Air Force to complete a project as quickly as possible. Unless otherwise noted, assume all aspects of one phase will have to be completed before the next phase can start.
1.5.2. Road Intersections. All road intersections, unless otherwise noted, must remain crossable by autos as long as possible during a road repair project. The contractor will be allowed to initially demolish the asphalt pavement of an intersection, but they must temporarily raise the grade of the intersection so that traffic can safely pass. The contractor can close the intersection again when they prepare the base and paves. The contractor shall give the CO five days written notice of his intention to close any road or intersection.
1.5.3. Grades. Unless otherwise noted the contractor shall ensure that the finish grades of new pavements match or improve upon the existing grades of the replaced pavement. However, new finish grades or slope provisions (such as crowning a road) may be provided on project drawings. At points of integration with existing items, new pavement grades shall match the existing elevations.
1.6. WORK SCHEDULE
1.6.1. The contractor must adhere to the preapproved schedule for execution of the work, weather permitting, since runway and roadway closures must be coordinated in advance. If the Contractor’s schedule is delayed by weather conditions or mechanical equipment breakdown, the Contractor shall notify the COR and a new work schedule will be established if needed. The COR shall be responsible for coordinating the runway and roadway closure schedule with the using agencies.

AF IMT 3065 shall be submitted on the 1st and 15th of every month unless otherwise stated by the CO.
1.6.1.1 Period of Performance (POP). This contractor shall complete the scope of work within 730 days of receipt of the Notice to Proceed.
1.6.2. Working Hours. Working hours for the contractor will normally be between 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal Holidays. If the Contractor requests to work during periods other than those annotated, he/she shall obtain approval from the Contracting Officer (CO) five days in advance.
1.6.3. Work Planning.
Phases of the project should be annotated on the AF IMT 3064 and approved prior to start of project. Any changes should be coordinated and approved in advance. The Contractor shall indicate on a copy of the plans the locations and type of work the Contractor shall be performing during that period. The Contractor shall develop and coordinate a construction phasing plan. The contracting officer representative (COR), in turn, will coordinate project operations with other agencies such as the fire department, security police, airfield operations, commanders, and effected base organizations. In addition, the Contractor shall coordinate the exact location of each item of work with the COR.
1.7. SITE VISIT. Contractors are urged to attend the site visit to be scheduled by Base Contracting prior to bid opening. There will be a site visit for the project to familiarize the contractor with the scope of work envisioned.
